HomeMy Public PortalAboutCommunity Preservation Committee -- 2015-02-04 Minutes \\\\\k l �1�116�II�w s/�p o A.* 8 �y; Approved: 02/26/15 Ma o = 2198 Main Street Vote: 7-0-0 Brewster, Massachusetts 02631-1898 i (508) 896-3701 FAX (508) 896-8089 COMMUNITY PRESERVATION COMMITTEE Meeting Minutes of Wednesday, February 4, 2015 at 4:30 p.m. at The Brewster Town Office Building, 2198 Main Street, Brewster, MA Present: Chair Paul Ruchinskas, Elliott Carr, William Klein, Elizabeth Taylor, Joan Carstanjen, and Jeanne Boehm Absent: Dion Dugan, Peter Johnson, and Roland Bassett Also present: Ellen St. Sure Historical Commission, Steve Jones Historical Society and Roz and William Coleman Pleasant Bay Community Boating. The Chair called the meeting to order at 4:30 pm. Recording or Taping Notification "As required by the Open Meeting Law we are informing you that the Town will be audio and video taping this public meeting. In addition,if anyone else intends to either video or audio tape this meeting they are required to inform the chair."We request that all cell phones be turned off or to vibrate. 1) Approval of Minutes of January 14, 2015 Meeting Motion made by Bill Klein to approve the January 14, 2015 meeting minutes as written. Elliott Carr seconded. VOTE: 5-0-0 (One member arrived following the vote) 2) Updates on Status of Current Applications a) Pleasant Bay Community Boating: Roz Coleman of Pleasant Bay Community Boating updated the committee on the proposal first submitted last November. She briefly reviewed the history and mission of the Pleasant Bay Community Boating organization currently operating in the Town of Chatham. She outlined the parcel that the town would be purchasing should the town decide to go forward that is located on Pleasant Bay. There was discussion on how much waterfront was on Pleasant Bay. The largest section of the property is located in Harwich and there was discussion in what town the house was located. There was discussion on the house on the property and how many Brewster residents participate in the sailing lessons. Pleasant Bay Community Boating have estimated that it will cost $150,000 for curb cuts and access to the property. Orleans is also being asked for funds to access the property but a figure has not been set as yet. There was an outline of the educational programs to be offered at the site in addition to the sailing lessons. There was a discussion on the $75 annual fee that would be charged to those who want to participate and this fee goes to boat maintenance. Lessons would cost $25 and this offsets the cost of paying the staff. The Committee felt that the vision for the property was a good one, but the current proposal does not outline the benefits to the Brewster resident. As CPC has limited funds, it was recommended that this proposal be withdrawn, rewritten, and resubmitted showing the benefits to the Brewster resident. b) HECH Homeowner Repair Program: The Housing Subcommittee met last Friday and will be recommending the program following some revisions HECH was making to the program. 3) Acceptance of Any New Applications and Referral to Committee(s) Lower Road Association is a privately held cemetery and has submitted a request for restoration and repair of some of the monuments. There was discussion on Joan Carstanjen's involvement in this application where she sits on the Lower Road Association Board, the CPC and the Historical Commission and this will be further investigated. Joan currently does restoration work on the monuments. Motion made by Elliott Carr to refer the application to the Brewster Historical Commission. Bill Klein seconded. VOTE: 5-0-1 The Brewster Historical Society will be presenting another application next week. There will be three historic applications, two open space applications and one housing application for the CPC meeting on February 11 , 2015. 4) Report and Discussion on Presentation to Finance Committee Paul Ruchinskas reviewed the presentation to the Finance Committee on January 14, 2015. The presentation was well received. It was noted that the three percent set aside for the CPA is due to expire in 2020 and can only be repealed by town meeting vote. 5) Report on Meeting with All Citizens' Access Committee Paul Ruchinskas and Peter Johnson met with the All Citizens' Access Committee. They are concerned about making beaches more accessible to persons with physical disabilities. Possibilities for funding were briefly reviewed. 6) Request for Professional Services for Historic Preservation Due to legal ramifications on historic preservation awards, it was felt some professional recommendations and guidance would be a good idea. Paul looked around for a historic consultant and the only one available on the Cape was Eric Dray. Paul has contacted Eric Dray and he has submitted a proposal to the Committee. There was a discussion on whether the Committee should pay this expense or if the historic preservation applicants should pick up this expense. Because this consulting will be only for historic applications and will be to help out the Committee it was decided the Committee should pay for this consultant from their professional services funds. Motion made by Elliott Carr to approve the $5,000 request for professional services for Historic Preservation requests. Elizabeth Taylor seconded. VOTE: 6-0-0 7) Treasurer's Report- FY 15 budget and FY 16 budget Elizabeth Taylor reviewed the CPC budget. There was a question as to whether the playground project was complete. Paul reviewed the estimated CPC funds that will be available for FY'16. 8) Items That the Chair Could Not Reasonably Anticipate There were no other items discussed. 9) Schedule Next Meeting The next meeting will be scheduled for Wednesday, February 11 , 2015 at 4:30 pm. Motion made by Elliott Carr to adjourn the meeting at 5:40 pm. Jeanne Boehm seconded.
