Vote: 6-0-0 o va,2 2198 Main Street Brewster, Massachusetts 02631-1898 (508) 896-3701 FAX (508) 896-8089 COMMUNITY PRESERVATION CO ITTEE will hold a Regular Meeting on Wednesday, March 4, 2015 at 4:30 p.m. at The Brewster Town Office Building, 2198 Main Street, Brewster, MA MEETING MINUTES Present: Vice-Chair Jeanne Boehm, Elizabeth Taylor, Joan Carstanjen, Peter Johnson, William Klein, Roland Bassett and Elliott Carr. Absent: Paul Ruchinskas and Dion Dugan Also present: Bob Williams President and Tom Paulson Treasurer of the Brewster Cemetery Association, Sally Gunning, Norma Moderswki and others. Recording or Taping Notification "As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. in addition,if anyone else intends to either video or audio tape this meeting they are required to inform the chair." 1 ) Review and approval of Feb. 25th minutes Motion made by Elliott Carr to approve the February 25, 2015 meeting minutes as amended. William Klein seconded. Vote: 6-0-0 (One member arrived following this vote) 2) Discussion and vote on funding requests: a) Brewster Cemetery Association - Lower Road tombstone repair and restoration: Bob Williams, President of the Brewster Cemetery Association gave an overview of the cemetery and the history that is documented on the stones. The cemetery is one of the most historic sites in Brewster and documents many of the sea captains who lived in town. Many of the stones are in danger of falling, the inscriptions are eroding, and maintenance of the stones needs to be addressed in order to preserve them. The historic holding tomb also needs maintenance and repair. Grave Stone Services has completed an assessment of all of the stones and documented the stones that need to be addressed. Community Preservation Committee Meeting Minutes of March 4, 2015 Page 1 of 4 Sally Gunning of the Brewster Historical Society was present in support of this project. She reviewed the Sea Captain's history that is documented on the stones in the cemetery. Weather will have an effect on the work and it is hoped to complete as much of the work as possible from May through October of 2015 though total completion of the project may not take place until 2016. Concern expressed about only CPC funds being used. Due to the cemetery being a private non-profit there is no other source for funds and they are offering in-kind volunteer labor that is worth about a twenty-five percent of the value of the project. The Historical Commission has approved the project and submitted a report prepared and submitted by the Chair, Ellen St. Sure. The last paragraph of the report states the funds should be subject to a legally-binding preservation agreement with the Cemetery Association, but there was discussion as to whether there was total agreement in the Historical Commission as to the need for this document. There was discussion on the pros and cons of the project and where it should be funded. There was a discussion on the preservation restriction and the need for such a document will be referred to the CPC historic consultant Eric Dray and Mr. Stuart Saginor of the Community Preservation Coalition. There was discussion on the repair work necessary on the tombstones. Every year the Cemetery Association spends $4,000 to repair the stones. Due to the dire condition of some of the stones, a large repair project is necessary. The Community Preservation Committee needs to research the requirements and/or need for a preservation agreement and any details that should be spelled out in such an agreement and thus it was decided to defer the official vote until this is investigated further with the committee's consultants. It is hoped to make an official vote at the next meeting, March 11, 2015 if the appropriate information is received by that time. Motion made by Elizabeth Taylor to defer the official vote on the Lower Road Cemetery project. Peter Johnson seconded. VOTE: 6-0-1 b) Open Space Committee - Long Pond Road acquisition: Funds to pay for the Long Pond Road (Santarello) acquisition will be $60,000 from Community Preservation, $60,000 from the Water Department, and $20,000 from Brewster Conservation Trust. Community Preservation Committee Meeting Minutes of March 4, 2015 Page 2 of 4 Motion made by Roland Bassett to accept the acquisition of the Santarello Long Pond Road property. William Klein seconded. Vote: 7-0-0 c) Open Space Committee - Black Duck Cartway acquisition: Funds to pay for the Black Duck Cartway (Lalor) acquisition will be $25,000 from Community Preservation, $25,000 from the Water Department and $10,000 from Brewster Conservation Trust. Motion made by Roland Bassett to accept the acquisition of the Lalor Black Duck Cartway property. William Klein seconded. Vote: 7-0-0 d) Alewife Committee - Stony Brook Herring Run restoration: Motion made by Roland Bassett to accept the Stony Brook Herring Run restoration from Community Preservation Recreation funds. William Klein seconded. Vote: 7-0-0 3. Treasurer's Report Elizabeth Taylor reviewed the CPC FY '15 Budget as of March 3, 2015 and the fund totals currently available. There was discussion on the thirty percent account and how the funds are accessed. There was a brief review of the history of CPA funding in Brewster. It was decided there needed to be some research on the thirty percent account. 4. Project update: Cobb House site visit; quarterly report Jeanne Boehm reviewed the site visit that she with Joan Carstanjen and Paul Ruchinskas had at the Cobb House with Eric Dray. Eric Dray will be in attendance at the next CPC meeting on March 11, 2015 to help develop the preservation restriction that is filed with the state. The Community Preservation Committee needs to be aware of the scope of the work before the Committee approves this project. The Historical Society is in the process of collecting the information and data necessary to determine the scope of work. Once the information is received, it will be distributed to the Committee. The quarterly report received on the Cobb House was reviewed. The Cobb House has just received a 100% matching grant up to $150,000 to be used in the project. Review warrant summaries for spring town meeting The warrant summaries will be distributed to the Committee once they are completed and it was asked to make any comments to Elizabeth Taylor as soon as possible. The deadline for the warrant articles to be completed is Friday, March 13, 2015. These will be voted on at the next meeting. 6.
