1. Initial Interviews of Applicants for the Position of Director
Ward 2
ADJOURNMENT
Members of the public are invited to forward written comments
regarding the candidates and/or questions they propose the Board
ask candidates to the District Clerk at the address shown above.
It is recommended that these comments and/or questions be sub-
mitted to the Clerk by 3:00 P .M. , Wednesday, July 15, so that
they can be compiled and duplicated for the members of the Board
prior to the start of the meeting.
The Board's adopted Procedures for Interviews that will be
followed to fill the Ward 2 vacancy are listed on the back of
this agenda.
The Board has scheduled a second Special Meeting for Thursday,
July 23, 1987 , beginning at 7 :30 P.M. at the District office
for the purpose of conducting the second round of the interview
process and selecting an appointee to fill the Ward 2 Director 's
position.

PROCEDURES FOR INTERVIEWS
First Round - 7:30 P.M. , Wednesday, July 15 - Open Session
1. Order of appearance of applicants established in a random drawing
of names.
2. Each applicant allotted up to eight minutes for opening statement and
clarifying questions by the Board with a minimum of three minutes for
the latter.
3. Round-robin questioning by Board members of applicants for maximum
of 30 minutes,
4. Each applicant (order determined by another random drawing) will
have two minutes maximum for final statement.
5. Board recess for 10 minutes.
6 . Each Board member casts a signed ballot for up to six top choices
for second round interviews.
7. Clerk keeps ballots for later public inspection.
8. Voting tallied and announced by Clerk.
9. The field will be narrowed to half of the original number of candi-
dates, but at least 3 , and at most 6.
10. The candidates receiving the most votes will be those selected for
the second round.
11. If there is a tie, there will be additional votes on the full list
until the tie is broken.
Second Round - 7:30 P.M. , Thursday, July 23 - Open Session
1. Random drawing for order of appearance .
2. Each finalist allotted 20 minutes for answering questions posed by
the Board.
3. Random drawing for order of appearance for final statements.
4. 10 minute recess.
5. Each finalist will get 5 minutes for summary.
6. Each Board member casts a signed ballot for his or her choice of
appointment.
7. Voting tallied and announced by District Clerk.
8. Clerk keeps ballots for later public inspection.
9. If no candidate receives four votes , there will be additional
votes on the full list of finalists until a candidate receives
lour votes.
10. Board adopts resolution naming appointee to fill the office.
Absence of Candidates From Interviews - The Board will consider the
written application and supplementary information provided by candidates
who cannot attend one or both sessions.

SUBJECT: Application and Interview Procedure Update--Ward 2
The following report has been prepared to brief you on items per-
taining to the Ward 2 vacancy that have occurred since the close of
the application process on Friday, July 10 .
1) Richard S. Woodbury, 10450 Creston Drive, Los Altos, has with-
Jr—awn his application (see attached letter of July 13 , 1987 to
the District Clerk) ,
2) Nancy Jordan, 7532 Newcastle Drive, Cupertino, is a resident of
Ward 1 and therefore is not eligible to fill the Ward 2 vacancy.
Based on a check conducted at the Santa Clara County Registrar
of Voters ' office, all other applicants are registered voters in
Ward 2 .
3) Based on your action at the June 10 Regular Meeting and your
specific motion to "approve the posting as soon as possible of a
notice indicating the Board' s intent to fill the vacancy in Ward
2 by appointment and indicating that applications are to be filed
by 5 P .M. , July 10 at the District office. . . . " , the District Clerk
has informed one potential applicant that his application would
not be accepted since it was delivered to the District office six
hours after the deadline. On Friday, July 10 , the District Clerk
had to reinterate in the late afternoon the Board' s 5 :00 P.M.
deadline to another potential applicant. This person subsequently
decided not to submit an application since he could not meet the
established deadline . All published and posted notices gave the
5 P.M. cutoff.
Copies of the application submitted six hours late will be avail-
able at your July 15 meeting in the event the Board feels that the
application should be considered.
4) Applicant Jan Terry has forwarded a letter to you stating, in
part, that she regrets that she cannot attend Wednesday 's group
interviews because of another commitment and questioning whether
the Board would consider including candidates who could not be in
attendance at the meeting until 9 : 30 P .M. Ms. Terry' s letter of
July 13 is included after her application in the binder prepared
for your July 15 meeting. You need to address how you intend to
respond to Ms . Terry's requests contained in the second paragraph
of her letter.
