Absent: Dion Dugan and Jeanne Boehm Also Present: Steve Jones and Sally Gunning Recording or Taping Notification "As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair."We request that all cell phones be turned off or to vibrate. 1. Approval of minutes of March 25, 2015 meeting. Motion made by Peter Johnson to approve the meeting minutes of March 25, 2015 as amended. William Klein seconded. VOTE: 6-0-0 One member arrived following the vote. 2. Treasurer's Report. Elizabeth Taylor reviewed the Treasurer's report dated April 6, 2015. A spreadsheet was distributed with open projects. Budgets for FY 15 and FY 16 were reviewed. FY '15 professional services and administration balances were added into this spreadsheet. There was a brief discussion on how to handle unexpended funds. Estimated revenue in the FY I6 has been reduced. When estimated revenue comes in higher than anticipated the additional money needs to be held until it can be appropriated by town meeting. There was a brief review of open and closed projects. The Eddy School playground was moved back to the open projects' spreadsheet, as it is not certain the project has been completed. Review, discussion, and vote on award letter to Brewster Alewife Committee. There was a review of the award letter on the Brewster Alewife Committee approved project. There was discussion on the bypass stream language and the language in the award letter was taken directly from the application. It was decided to strike the word "main" from the award letter. There was further discussion on minor changes to be made to the award letter, some of which will require some additional research such as who should be included on the award letter. There are two separate committees, the Millsites and the Alewife. There was a brief discussion on whether this project was recreation or historic. Motion made by Roland Bassett to approve the Stony Brook Herring Run Bypass Stream and Dam Restoration award letter as revised. Peter Johnson seconded. VOTE: 7-0-0 . Review, discussion, and vote on award letter to Brewster Cemetery Association. There was a review and discussion on the award letter to the Brewster Cemetery Association. Joan Carstanjen recused herself from the discussion. Jeanne Boehm will be the liaison to this project and she submitted a draft of the proposed award letter for review. On item #2 it was decided to strike the word "through". It was suggested that on #5 the project be completed no later than June 30, 2017 rather than "2-years" as work cannot start until they receive their funds. This needs to be signed by the Town Administrator and may be reviewed by town counsel. Motion made by Roland Bassett to approve the award letter to the Brewster Cemetery Association as revised. Peter Johnson seconded. VOTE: 5-1-0 5. Review, discussion, and vote on award letter to-Brewster Historical Society. - - There was review and discussion on the award letter to the Brewster Historical Society. Joan Carstanjen will be the liaison to the project. Exhibit B will be an updated timeline and will be attached to the award letter. A minor change to #6 was reviewed as well as the historic preservation restriction language. There was discussion on #7 where the language will be changed from "kitchen fireplace" to "fireplace/oven in the northwest first floor room". The exterior outbuilding will be added to #7. Pictures and elevations of the outbuilding have been submitted to MHC (Massachusetts Historical Commission) and it is hoped to try and determine the outbuilding's original use. Language in #8 was reviewed. Language in #9 was discussed as it refers to the recapture clause and it has been decided following research that a zero-percent mortgage may be the best way to accomplish the recapture clause. There was a review of match monies raised to date for the Massachusetts Cultural Council grant and this matching grant should not be impacted by debt on the property. It was suggested to change the language in #11 from "two years" to June 30, 2017. There was a brief discussion about the language in #11. Motion made by Roland Bassett to approve the award letter to the Brewster Historical Society as revised. Peter Johnson seconded. VOTE: 7-0-0 Community Preservation Committee Meeting Minutes of April 8,2015 Page 2 of 3 6. Review of CPC Town Meeting articles and report on meetings with Board of Selectmen and Finance Committee. There was a review of the CPC Warrant Articles. The Finance Committee has approved the warrant articles unanimously, but there was discussion on the property that is being purchased to the benefit of the Water Department that possibly it should be paid for in total or mostly by the Water Department. 7. Items that the chair could not reasonably anticipate. Representative Tim Whalen will be discussing CPA funding with the Chair, Paul Ruchinskas in the near future. There is talk that the DOR (Department of Revenue) be allowed to increase the title recording fees from $20 to $50 if the CPA state match is not at least fifty percent. The initial promised match was 100 percent. Roland Bassett has been appointed to the CPC until May 2016 and then will be reappointed every three years. William Klein has been reappointed to the CPC until 2017. Peter Johnson has been reappointed for three years. There was a brief review of the ethic's law test and open meeting law requirements. 8. Next meeting: April 22, 2015 @ 4:30 p.m. The next meeting will be held on April 22, 2015 at 4:30 pm. There will be a general discussion on policies and procedures and application dates. 9. Adjourn Motion made by Peter Johnson to adjourn the meeting at 4:21 pm Roland Bassett seconded.
