Also present: Dianne Pansire, Mortgage Loan Officer at CCS Brewster branch and Jillian Douglas, Assistant Town Administrator. The Chair called the meeting to order at 4:30 pm Recording or Taping Notification "As required by the Open Meeting.Lmv we are informing you that the Town will be audio taping this public meeting. In addition, f anyone else intends to either video or audio tape this meeting they are required to inform the chair." We request that all cell phones be turned off'or to vibrate. 1. Revote of May 13, 2015 minutes re: December 1 application deadline Motion made to revote the minutes of May 13, 2015 revising the application deadline to reflect a December 1, 2015 deadline as originally discussed. William Klein seconded. VOTE: 6-0-0 (one member arrive following the vote) 2. Vote to approve minutes of June 10, 2015 meeting Motion made by Roland Bassett to approve the lune 10, 2015 meeting minutes as revised. Jeanne Boehm seconded. VOTE: 6-0-1 Community Preservation Committee Meeting Minutes of July 8, 2015 Page 1 of 4 3. Election of officers There was a brief discussion on the positions open on the CPC, Elizabeth Taylor has been appointed to take the citizen representative position vacated by Elliott Carr. Paul Ruchinskas has been reappointed. The Planning Board Representative position is still open. Due to the hour that the CPC meets, Elizabeth Taylor may return to the position of Planning Board Representative and open up the position she was currently appointed. She will keep the CPC informed. The Brewster Housing Authority position is still open also. Motion made by Peter Johnson to elect Paul Ruchinskas as Chair, Jeanne Boehm as Vice-Chair and Elizabeth Taylor as Clerk/Treasurer. Roland Bassett seconded. VOTE: 7-0-0 4. Discussion and vote on housing buy-down grant for 20 Yankee Drive Jillian Douglas reviewed the application for the buy-down grant for 20 Yankee Drive and is supporting the application. There was discussion that the applicant is in need of$22,500 to have reserves in her possession. The bank will not approve the mortgage without the reserves and with the reserves the closing will take place on July 24, 2015, The reserves necessary when the bank receives an application for loam approval are determined by a computer program and differ from application to application. There was discussion that the CPC needs to firm up the application approval criteria. Motion made by Roland Bassett to approve the buy-down grant for 20 Yankee Drive for $22,500 as presented. Elizabeth Taylor seconded. VOTE: 7-0-0 5. Acceptance and possible referral to committees of any funding requests There was a review of the Brewster Cemetery Commission application dated July 2015 for $7,000 of requested CPC funds with the total estimated project cost of $13,000. There was discussion on what should be included in the application and warrant article so that all bills such as fencing repair and maintenance may be paid. The consensus of the Committee was supportive of the application, but it was felt some revisions needed to be made to the application before it goes forward. Concern expressed about the Warrant Article deadline that will be in August and that the original applied for amount of $18,000 five years ago has not entirely been expended to date with a balance of approximately $5,600. It was felt some headstones would be repaired with some of these funds with the unexpended balance returned to the CPC, The amount requested in the new application may change. There was a brief review of the Open Space application for Mill Pond Conservation project consisting of the proposed purchase of two parcels off of Route 137 on Mill Pond that is impaired. These two parcels are located in Zone 2. The total project cost is $400,000 with the Community Preservation Committee Meeting Minutes of July 8, 2015 Page 2 of 4 CPC being asked for $100,000 in funds towards the purchase of these two parcels, $50,000 for each. The Conservation Commission will hold the conservation restriction to these two parcels. A home, septic system, and driveway will be removed on one of the parcels. There was discussion on how to get the maps to the CPC membership. 6. Discussion and vote on Open Space professional services request(s). Mark Robinson of The Compact has forwarded a contract for work he is doing for identifying, coordinating, and negotiating open space parcels in the town. Roland Bassett made a motion to approve The Compact FY'16 annual contract for $6,000. Peter Johnson seconded. VOTE: 7-0-0 7. Updates on open projects: Lalor and Santorello acquisitions; Recreation Fields; Habitat Tubman Road; HECH; Cemetery Restoration; Lower Road Cemetery; Brewster Baptist; and Cobb House. The Lalor and Santorello acquisitions are to close in July. There was a review of where the recreation fields are to date. One of the invoices will be held until it is confirmed the work is completed properly. There was a review of Leedara Zola's email of Habitat on an update on the Tubman Road property and everything appears to be on track. The town's attorney is reviewing the grant agreements for the cemetery restoration and Lower Road cemetery. Once the town's attorney has reviewed first boilerplate contract, it is hoped that this process will be smoother and faster. The historic preservation restriction drafted by Eric Dray for the Cobb House was reviewed at a recent Historical Commission meeting and only minor changes are suggested. Once town counsel and the Brewster Historical review and approve it, it will be forward to Mass Historic. The Brewster Baptist Church project was reviewed and there is a problem with some of the materials that the Church is using on the project. Eric Dray is working on a preservation restriction for parts of the building worth preserving. This is a problem and will need a resolution. Possible solutions were discussed, but ultimately the town attorney may need to get involved. The HECH program was discussed and Elizabeth Taylor recused herself from these discussions and stepped out of the room. There was a meeting with the town attorney, assistant town administrator and town administrator and the Chair of this committee regarding the HECH Community Preservation Committee Meeting Minutes of July 8, 2015 Page 3 of 4 program. Town Counsel recommends changing the income requirement to 100% income eligible throughout the length of the loan. It is felt that most applicants are on a fixed income. If one is not income eligible, they will need to repay the loan. Without the changes, this program is not eligible for use of CPA funds. There are currently four applications waiting to be reviewed for this program. 8. Any other items that the chair could not reasonably anticipate. There were no other items discussed. 9. Schedule next meeting: August 12, 2015. The next meeting will be held on Wednesday, August 12, 2015 at 4:30 pm. Motion made by Roland Bassett to refer the revised cemetery application directly to the Historical Commission when it is done. Jeanne Boehm seconded.
