Present: Chair Paul Ruchinskas, Jeanne Boehm, William Klein, Joan Carstanj en,
Peter Johnson, Elizabeth Taylor, and Roland Bassett,

Recording or Taping Notification: As required by the Open Meeting Law we are informingyou that the Town will he
audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are

1. Approve minutes of September 9, 2015 meeting.
Motion made by William Klein to approve the meeting minutes of September 9,
2015 as amended. Jeanne Boehm seconded.

2. Discussion and vote on a resolution authorizing the Town and CPC to proceed to
record a $100,000 mortgage on the Cobb House property owned by the Brewster
Historical Society in accordance with the CPC award conditions and Town Meeting
vote.
Paul Ruchinskas reviewed the reasons for the need for the CPC vote on Article 7 (Item
3a) and the modification to the mortgage. Town Counsel drafted the following
motion. This motion and the conservation restrictions will help to protect this
property in perpetuity.
Motion made by Peter Johnson and seconded by Elizabeth Taylor as follows:
Move that, pursuant to the Vote on Article 7 (Item 3a) of the Brewster Special
Town Meeting held on May 4, 2015, and the Grant Agreement dated August 31,

2015, by and between the Town of Brewster Community Preservation Committee
("CPC") and the Brewster Historical Society, Inc. ("BHS"), wherein the CPC agreed to
grant the BHS One Hundred Thousand and 00/100 ($100,000.00) Dollars for the
preservation and rehabilitation of the Captain Elijah Cobb House at 739 lower Road
for use as the BHS museum and offices, and to make the property accessible to the
public, and wherein the BNS agreed, as a condition of the Grant Award, that the CPC
shall be entitled to recapture its funding should the BHS ever sell or transfer the
Property to any entity except a nonprofit entity previously approved by the CPC, in
writing, and that, to secure said condition, BHS agreed to grant the Town of
Brewster a mortgage interest in the property and to record the mortgage
instrument against the title to the property at the Barnstable County Registry of
Deeds, the Community Preservation Committee hereby Votes to accept said
mortgage interest on behalf of the Town of Brewster.

3. Discussion of advertising requirements and outreach to individuals and groups for j
the October hearing on the open space, historical preservation, community
housing, and recreational needs of the Town that might be assisted with
Community Preservation Act funding.
It was decided to hold the public hearing on October 28, 2015 at 4:30 pm. There was
I
discussion on who should be invited. There will be invitations to the Board of
Selectmen, Finance Committee, Orenda Wildlife Land Trust, All Citizens Access, Water
Commissioners, Council on Aging and others. Other suggestions will be sent to Donna
Moberg and she will maintain a list. The public hearing will be advertised two times
before the hearing in The Caoe Codder newspaper. The availability of televising the
public hearing will be researched. The purpose of the hearing is for awareness and
education of the CPC funds available and for what purposes the funds may be used.
The application deadline for the next round is December 1, 2015.
4. Open Space professional services request.
Elizabeth Taylor reviewed the possibility of an open space acquisition and these funds
will cover the cost of applying for a grant and possibly an update on a land appraisal.
Motion made by Roland Bassett to approve the application for professional {
expenses as presented. Jeanne Boehm seconded.

5. Treasurer's report, including a discussion of billing procedures.
Elizabeth Taylor reviewed the closed projects report dated August 31, 2015. There
was discussion on the Slough Road Property and other unused funds. The Latham
Center/BHA project was not pursued. Elizabeth Taylor will be verifying account
amounts with Lisa Souve. There was a review of the FY '16 Budget as of August 31,
2015.
6. Topics that the chair could not reasonably anticipate.
There was discussion on the Eddy School playground project and though Roland
Bassett feels the project is all done, he will confirm this. There was discussion on
billing procedures.
There was an update on the Brewster Housing Authority project and an RFP for a
developer has been issued. The proposal deadline is early November 2015, The
number of units has been reduced to 30 units, but they will all be affordable. The
award letter may need to be amended to extend the timeframe.
There was an update on the HECH applications. Elizabeth Taylor recused herself from
the discussion and left the room. Four applicants have been approved by HECH and
the documents are being finalized. There may be additional funding available for
another project. Bids will be received for the work to be completed.
7. Schedule next meeting.
The next meeting will be scheduled for October 14, 2015 and October 28, 2015 for a public
hearing.
Motion made by Peter Johnson to adjourn the meeting at 5:17 pm. Roland Bassett
seconded.
