will hold a Regular Meeting
on Wednesday, October 14, 2015 at 4:30 p.m,
at The Brewster Town Office Building,2198 Main Street,Brewster, MA
MEETING MINUTES OF OCTOBER 14, 2015
Present: Chair Paul Ruchinskas, Jeanne Boehm, William Klein, Joan Carstanjen,
Peter Johnson, Elizabeth Taylor and Roland Bassett.

1. Executive Session-To consider the purchase, exchange, lease or value of real property as
an open meeting may have a detrimental effect on the negotiating position of the Town:
Slough Road. j
There was no Executive Session due to town counsel being unable to attend.

2. Approve minutes of September 23, 2015 meeting.
Motion made by Peter Johnson to approve the September 23, 2015 meeting minutes as j
corrected. Roland Bassett seconded.

3. Brewster Baptist Church (BBC)- discussion of preservation restriction process and potential
vote on a letter of support for the BBC's submission to the Brewster Historical Commission j
for a determination of the Church's historical significance to the Town.
There was discussion on the Brewster Baptist Church. On October 1, 2015 Paul Ruchinskas
attended a meeting with the Town Administrator,Town Counsel and the Chair of the
Board of Selectmen along with four members of the Brewster Baptist Church. The good
news is there is no need to go back to town meeting. However, the Massachusetts
Historical Commission has determined that the church no longer is contributing to the
historic nature of the town and has removed it from the state's historic register. The last
$50,000 cannot be released until the Brewster Historical Commission gives its okay. The
Brewster Baptist Church may be obligated to pay back the entire $150,000 without this
approval. There was discussion on how the preservation restriction would be drafted.

There was discussion about the second floor of the church that has many historic elements
including wooden church pews from the 1800's.
It was the consensus of the Committee that though the project was not done correctly to
meet the Secretary of the Interior Standards, it was felt it was still a good project. It may
be beneficial if the Brewster Baptist Church submits their request to the Brewster
Historical Commission and the Chair will contact David Hill at Brewster Baptist Church. A
letter of support from the CPC may be sent for the hearing. Town Counsel will draft the
letter of support from the CPC and the Committee wants the Chair to use his discretion in
sending it along to the Brewster Historical Commission. Town Counsel can be present at
the Brewster Historical Commission's hearing.
There was a brief discussion on having legal counsel review all applications before they are
reviewed by the CPC, but it was decided to go forward on a case-by-case basis.
4. Receipt and initial review of a funding request from the Brewster Cemetery Commission
and vote to refer the request to the Brewster Historical Commission for its review and
recommendation. j
There was a review of the application from Brewster Cemetery Commission on the
Preservation & Renovation application dated Fall 2015. It was recommended that this
application go before the Brewster Cemetery Commission for a vote for approval before the
CPC considers the application and request that the attachments be added to the
application. CPC funds are available for two years not three and this information will be
relayed to the applicant. Cemeteries located outside of the Old Icing's Highway Historic
District will need to be approved by the Brewster Historical Commission. It was suggested
that a memorial stone for the potter's field be included in the revised application.
5. Discussion of advertising and outreach efforts for the October 28, 2015 public hearing on
the community housing, historic preservation, open space, and recreation needs of the
Town that might be assisted with Community Preservation Act funding.
The public hearing was posted today. It will be advertised in the Cape Cod Times, Friday,
October 16, 2015 and in The Cape Codder on Friday, October 23, 2015. There was a
discussion on the presentation in addition to those to invite. Emails will be sent to boards
and committees in town as determined. A write-up will be done for the Town Website, The
Cape Codder, and TV.
Please note that following this meeting, it was decided to change the Public Hearing date to
November 18, 2015.
6. Treasurer's Report.
The Eddy School playground project is complete. There was a review of the FY'16 Budget
as of 9/30/15. There was discussion on closed and open projects and how the money is

recorded. Elizabeth will be talking with Lisa Souve to determine how these funds are
handled, those open and closed projects, and to review the balances forward for FY'16.
7. Discussion/update on current CPC membership vacancies.
No one is available to serve as the representative from the Housing Authority to date.
There is also a citizen representative position open on the committee.
S. Topics that can be legally discussed that the chair could not have reasonably anticipated.
There were no other topics discussed.
9. Next meeting: Wednesday, October 28, 2015 at 4:30 p.m. at Town Hall.
The next meeting will be held on Wednesday, October 28, 2015 with the public hearing.
November 18, 2015 at 4:30 pm will be the next CPC meeting.
Please note that thepublic hearing was moved to November 18, 2015 following this
meeting.
Motion made by Roland Bassett to adjourn the meeting at 5:48 pm. Elizabeth Taylor
seconded.
