Leesburg Receives 2014 VGFOA Innovations Award
Leesburg, VA (October 27, 2014) – The Virginia Government Finance Officers Association
(VGFOA) announced that the Town of Leesburg received the 2014 VGFOA Innovations Award in
recognition for the development of an outstanding program in the area of budgeting and
financial planning. The award was presented to Town Staff at the VGFOA 2014 fall conference
in Richmond on Thursday, October 23, 2014.
The Town of Leesburg implemented a newly designed annual budget and capital improvements
program using a database publishing solution of PatternStream and Adobe Framemaker. The
budget revamp was a collaborative effort, led by the management and budget analysts. The
publishing solution employed the use of technology to integrate financial and budgetary
information for the Town’s financial system. Previously, this was accomplished through
voluminous spreadsheet compiling. The new automated process has greatly improved
efficiencies in preparing and producing the budget, while providing for a document of
exceptional quality and functionality. At the core of the redesign is the optimization of the
budget document for online reading utilizing features such as a cross-linked table of contents,
hyperlinks, Quick Response (QR) codes, and social media links to connect readers quickly and
easily to information that is of interest or importance to them.
The Town’s budget was last reconfigured in 2008, where efforts were undertaken to present
the budget and capital improvements program as an integrated financial planning document,
highlighting planned sources and uses. The new and improved budget document represents
the Town of Leesburg in an enhanced manner, with an emphasis on increased overall efficiency
of the budget process.
