Members absent:Adam Curtis,John O'Reilly, Dan Ryan Also Presen : Sue Leven, James Gallagher, Chris Miller. Pat Hughes Recording or Taping Notification The Chair read "As required by the Open Meeting Law we are informing you that the Town will be videotaping this public meeting. Citizen Forum 00:24 None 2, Progress Report 12-1 to 12-28 HWG 00:34 The committee had a lengthy discussion including the following topics; • Deliverable dates - a lot of slippage • Growth Management- Include Herring River within next phase • Meet with Mike Dominica, Mark Nelson and Sue Leven: where are we and what do we want to do? • Stantec: Proposing satellite plants in downtown Orleans • Summary by Sue Leven to be provided of meetings that occur outside of Committee meetings 3. Phase III Overview 10:45 Discussion points; CWPC 02-09-15 MAM 1 + Alternative analysis • Implementation plan - Bennett concerned about using technologies that are not fully vetted • Summary of Phase III to be provided by HWG • Simple graphic presentation of all 3 Phases and what has occurred should be prepared 4. Pleasant Bay Alternatives final Report/Implementation PIan 16:20 Some Discussion points: • Backup/alternative Plans - in case selected alternatives to not perform adequately • Mention the possibility of a Regional Agency • Golf Course figures consistent/application rates up and down. They are getting records together for better tracking • Can Implementation Plan include hard solutions? • Some uncertainties about expected performance of selected alternatives. Obtain as much "credit" as we can/looking at 2S% for fertilizer by-law Focus on nitrogen reduction first • Deadline is June 30, 2015 for the creation of Water Management Agencies • Oyster propagation had excellent data over time in Pleasant Bay • Plan goes to the Town then to DEP 5. Schoolhouse Pond Final Management Plan 1:18:00 Further Discussion: • Septic is 60% of total nitrogen load • Outlines stormwater retrofit for Town landings • Discusses alum stabilization and subsequent testing 6. 1/12/1.5 Minutes for approval 1:26:00 MOTION by Elizabeth Taylor to accept Minutes as presented, Second by Dave Bennett, VOTE: 6-0-0 7. Memo from Paula Miller 1:27:00 Topics the Chair did not reasonably anticipate • Ask Charlie Sumner to attend as to discuss Tri-town Who will replace Charlie on the Board of Managers? • Has the Wieskel report come out yet?
