Mr. Anderson reminded the Council that the financing could take some time and, therefore, suggested that immediate action be started. Mr. Faulkner moved they approve the plan outline° by Mr. Webb and ex— pressed the willingness on the part of the Village of Bal Harbour to join in the cooperative movement described by Mr. Webb with authority on the part of the Mayor to appoint the Village Manager and some member of the Village Council as representatives of the Village to work out the details of the plan and submit to the Council for final consideration. Mr. Hart seconded the motion and it was unanimously carried. Mayor White appointed Mr. Hart to work with Mr. Webb. Mr. Webb asked permission of the Council to spend $370.00 for a dock to be built at Area #4, Business aeution of Bal Harbour, for use by the Bal Harbour Village Police —Fire Patrol Boat. After discussion Mr. Hart move° the Village Manager be given permission to spend $370.00 from surplus for the building of this dock, seconded by Mr. Beatty and unanimously voted. The Village Manager advised the Council that the sanitary sewer line in front of the Americana Hotel and the Singapore Hotel is not" adequate and said that after further study with our engineers he will report to the Council suggestions for the cerrectiun of this situation. Mr. Webb explained that each year a Chairman i.s appointed by the Mayor for the United Nations Lay. Mayor 4hite appointed Mr. Beatty to serve in this capacity. There being no further business, on motion of Mr. Beatty, seconded by Mr. Hart, the meeting adjourned. ATTEST: Village Clerk Mayor COUNCIL MINUTES June 27, 1962 The Council of Bal Harbour Village met at 9:30 A.M. on Saturday, June 23, 1962 at the Village Hall. Present: Mr. Hart and Mr. White. Absent: Mr. Beatty and Mr. Faulkner Also present were W. H. Webb, Village Manager and Mary T. Wetterer, Village Clerk. May 26, 1962 130 The meeting adjourned until June 27th for lack of quorum. The Council of Bal Harbour Village reconvened at 10s00A.M. on Wednesday, June 27th, 1962 at the North Miami General Hospital in Mayor White's room. Presents Messrs. Beatty, Hart and White Absent: Mr. Faulkner. Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; Councilman —elect Edwin O. Kirkeby. Mr. Hart moved to accept the minutes of the meeting of May 26, 1962 as submitted. Mr. Beatty seconded the motion and it was unanimously approved. On motion of Mr. Hart, Mr. Edwin O. Kirkeby was appointed to fill the Council vacancy. The motion was seconded by Mr. Beatty and unanimously voted. Thereupon the oath of office was then administered to Mr. Kirkeby by the Village Clerk. On motion of Mr. Hart, seconded by Mr. Beatty, the report on the progress of a joint water system was tabled. Mr. Hart moved to grant Mr. Marion Butler a 90 day permit from July 1, 1962 for a "For Sale" sign on Lot 13 — O.F. Section. Mr. Beatty seconded the motion and it was unanimously carried. Mr. Webb suggested that inasmuch as he did not have sufficient information regarding the moving and estimated expense of operating the Tri—City Library, the matter be held for a future date. The members of the Council were handed copies of the proposed 1962-1963 Budget for their consideration before adoption at the July Council meeting. The Village Manager presented plans of the proposed shopping center to be built by Mr. Stanley Whitman on Area #5 of the Business Section of Bal Harbour. After discussion it was decided that a special meeting would be held as soon as convenient for all the councilmen to hear Mr. Whitman. After discussion Mr. Hart moved to hold the Board of Equali— zation Meeting and July Council Meeting on Tuesday, July 31, 1962 at 9s30 A.M. in the Village Hall. Mr. Beatty seconded the motion and it was unanimously approved. There being no further business, on motion of Mr. Hart, seconded by Mr. Beatty, the meeting was adjourned.
