AUTHORIZING A CONTRACT WITH PRINCETON
PUBLIC AFFAIRS GROUP
WHEREAS, the Urban Enterprise Zone Mayor's Commission has requested that the
Borough of Carteret, as an Urban Enterprise Zone municipality, to enter into contract
with the Princeton Public Affairs Group, Inc., for an amount not to exceed $1000.00.
This amount reflects the Borough's share of the total $97,365.00 contract to be
entered in consortium with the 29 Urban Enterprise Zone municipalities. If
contracted, Princeton Public Affairs Group, Inc. will represent the Borough of
Carteret and 28 other Urban Enterprise Zone municipalities for the advancement of
New Jersey Assembly Bill 17, and all Urban Enterprise Zone Legislation; and
WHEREAS, New Jersey Assembly Bill 17 directs the New Jersey Urban Enterprise
Zone Authority to extend the designation of an Urban Enterprise Zone that continues
to meet municipal zone criteria as dictated by the Urban Enterprise Zone Authority.
Under this bill, upon expiration of a UEZ's third five-year period of reduced rate
sales tax collection, the Urban Enterprise Zone Authority would be required to
extend the zone's initial designation as a UEZ by three (3) Five-year periods during
which the UEZ would retain all, 2/3 and 1/3 respectively, of the reduced sales tax
collected within the zone, and a final year during which the UEZ would retain no
sales tax; and
WHEREAS, under the current legislation our Urban Enterprise Zone tax revenue
will decrease and eventually expire. It is vital to our Borough's economy that we
pursue every outlet to extend the Urban Enterprise Zone program;
NOW, THEREFORE, BE IT RESOLVED that the governing body of the
Borough of Carteret authorizes the proper Borough officials to enter into a contract
with the Princeton Affairs Group, Inc. to represent the Borough of Carteret for
advancement of legislation extending the Urban Enterprise Zone program, at a cost
not to exceed $1,000.00.
