USE AND MANAGEMENT PLAN REVIEWS
The Use and Management Plan Review for La Honda Creek Open Space Preserve
is tentatively scheduled for the second regular Board Meeting in November
(probably November 24) . Please send your written comments , ideas and
concerns to David Hansen, Land Manager, by November 13 so that they can be
considered in drafting the staff report. You may call the District office
, between November 20 and 24 to confirm that the item is on the agenda.
NOTICE OF PUBLIC MEETING
The Skyline Boulevard Field Trip Follow-Up Committee will meet at 4 : 30

MINUTES
I. ROLL CALL
President Richard Bishop called the meeting to order at 7:35 P.M.
Members Present: Richard Bishop, Katherine Duffy, Edward Shelley,
Teena Henshaw, Nonette Hanko, and Gerry Andeen.
Member Absent: Robert McKibbin.

II . APPROVAL OF MINUTES
A. September 23 , 1987
Motion: E. Shelley moved that the Board approve the minutes of
September 23 , 1987 . T. Henshaw seconded the motion.

III . WRITTEN COMMUNICATION
E. Johnson stated

17 , 1987 from William Kennedy, 1215 Monte Verde Court Los Altos
regarding possible development of the Neary property adjacent to San
Antonio Preserve and urging the District to acquire the property.
R. Bishopstated the consensus of the Board that st aff s draft reply
be sent to Mr. Kennedy.
IV. ORAL COMMUNICATIONS
Eric Thompson, Star Route 2, Box 415, La Honda asked why the letter
his wife had sent to Director Andeen had received no reply. G. Andeen
responded that a response is being prepared.
V. ADOPTION OF AGENDA
D. Hansen introduced the new Associate Open Space Planner, Geoffrey
Paulsen to the Board; the Board welcomed him.
R. Bishop stated the agenda was adopted by Board consensus.
VI . BOARD BUSINESS
A. Final Adoption of the Preliminary Use and Management Plan for the
Perretta Property Addition to the Sierra Azul Open Space
Preserves Mt . Umunhum Area (report R-87-154 of October 5, 1987)
D. Hansen stated that staff will begin estimating costs for
bringing the building up to code. He said the house has been

secured and that a two-month timetable has been formulated for
finding a caretaker or tenant but that if a caretaker cannot be
found, it would be desirable to rent the property since staff
considers the building desirable in the long term as a caretaker
or Ranger residence.
N. Hanko asked if two months was long enough to find someone to
live in the building, and whether staff would return to the Board
to request a longer period of time. She said it is a good
structure and in a good location for a caretaker or hostel .
R. Bishop asked if staff would return to the Board in two months
before making a final decision -whether to look further for a
resident or demolish the structure.
H. Grench stated that two months was staff ' s self-imposed target,
since the building may deteriorate or be vandalized, and added
that staff would not demolish it without returning to the Board.
Motion: E. Shelley moved that the Board adopt the Preliminary
Use and Management Plan for the Perretta property
addition to the Sierra Azul Open Space Preserve, Mt.
Umunhum Area, and name the property as an addition to
the Preserve. K. Duffy seconded the motion. The motion
passed 6 to 0 .
Motion: E. Shelley moved that the Board indicate its intention
to withhold the property from dedication at this time.

B. Final Adoption of the Revised Comprehensive Use and Management
Plan for the Coal Creek Open Space Preserve {report R-87-148 of
September 29 , 1987)
D. Hansen referred to the Board' s previous discussion of the
Preserve access , stating that staff will pursue with CalTrans an
access from the Vista Point and, if access can be provided and
remain unobstructed, a connecting trail will be constructed
opposite Russian Ridge. He added that staff will discuss
signing with CalTrans .
D. Hansen said staff will work with Santa Clara County Trails and
Pathways Committee, the San Mateo County Trails Advisory Commit-
tee, and the San Mateo County Bikeways Committee to promote a
safe trail along the closed portion of Alpine Road which would
provide access to the Preserve.
H. Grench noted that the wording of item no. 9 in the summary
table was a little different from that adopted by the Board at
the previous meeting. R. Bishop said he was satisfied that long
term planning questions have been addressed.
H. Grench said that he has started trying to schedule a tour
along Skyline with local legislators and CalTrans staff , but it
will take some time to make the arrangements .
Motion: N. Hanko moved that the Board adopt the Revised Com-
prehensive Use and Management Plan contained in reports

R-87-145 and R-87-148 and indicate its intention to
dedicate the 229 acre undedicated portion of the
Preserve. T. Henshaw seconded the motion. The motion
passed 6 to 0 .
C. Proposed Addition to the Duveneck Windmill Pasture Area of the
Rancho San Antonio Open Space Preserve (Lands of Duveneck) (Kpport
R-87-152 dated October 5 , 1987)
C. Britton showed the location of the 18 .7 acre site on the wall
map, noting it is between Rhus Ridge Road and the Windmill
Pasture Area of Rancho San Antonio Open Space Preserve. He said
the purchase price is $225, 000.
C. Britton noted that he had received calls from neighbors of the
site stating that there is no road maintenance agreement at this
time but one would be welcomed. He corrected information in the
staff report regarding the water system, stating that four homes
pump water from the parcel and that other homeowners have
abandoned the system. He added that the storage tanks are off
District land.
C. Britton noted that the trailer in which the caretaker lives
may be moved because of its visual impact and that the District
has obligations to the tenant caretaker if moving is required.
D. Hansen reviewed the proposed use and management of the site,
noting that the site is valuable as a trailhead and provides
access to the upper Windmill Pasture Area. He said the house
trailer is visually obtrusive and could be unstable during
unusually wet winters. He said staff will discuss relocating the
unit with Raye Girouard, the occupant who seems willing to work
with the District to resolve the issue .
G. Paulsen showed slides of the areas around the trailer and of
the parking area. He said the District will have better parking
opportunities with the acquisition and that staff will work with
neighbors on better signing.
D. Hansen reviewed the use and management recommendations for
signing (including a sign placed at the intersection of Moody
Road and Rhus Ridge Road) , possible relocation of the trailer,
continuation of the caretaking agreement on a month to month
basis , installation of a formal barrier above the residence to
restrict the speed of bicycles , and organized group use of the
site .
E. Thompson said he had wondered why the property is being
purchased but that his questions had been answered and that he is
satisfied.
Motion: K. Duffy moved that the Board adopt Resolution 87-34, a
Resolution of the Board of Directors of the Midpenin-
sula Regional Open Space District Authorizing Accep-
tance of Purchase Agreement , Authorizing Officer to
Execute Certificate of Acceptance of Grant to District,
and Authorizing General Manager to Execute Any and All
Other Documents Necessary or Appropriate to Closing of
the Transaction (Rancho San Antonio open Space Preserve
Meeting 87-24 Page four
- Lands of Duveneck) . E. Shelley seconded the motion.
The motion passed 6 to 0 .
Motion: N. Hanko moved that the Board tentatively adopt the
Preliminary Use and Management Plan recommendations
contained in the staff report as amended, including
naming the property as an addition to the Rancho San
Antonio Open Space Preserve , Windmill Pasture Area and
indicate its intention to dedicate the property as
public open space. E. Shelley seconded the motion.
The motion passed 6 to 0 .
D. Lease of Portion of Huddart Park for Purisima Creek Redwoods Open
Space Preserve (report R-87-151 dated October 5, 1987)
C. Britton stated that District staff has been discussing with
San Mateo County staff the District ' s use of a 9 acre portion of
San Mateo County ' s Huddart Park which lies west of Skyline
Boulevard and adjacent to Purisima Creek Redwoods Open Space
Preserve. He said that the proposed ten year Agreement has not
been approved by San Mateo County but is being recommended by
County staff and that he does not anticipate any changes being
made to it. He asked that the Board approve the Agreement and
give District Legal Counsel the authority to approve any minor
modifications if necessary.
D. Hansen said the acquisition would provide vehicular access and
ten parking spaces, would require installation of new restrooms
and security of existing inoperable restrooms, and would allow
completion of a picnic area. He said it will also provide a
connection between Huddart Park and the trail system at Purisima
Creek Preserve. He said use and management plans include
installation of a gate and equestrian barriers , and signing of
inoperative restrooms .
H. Grench proposed a dedication ceremony for the Preserve when
facilities are complete and said Peninsula Open Space Trust is
considering a recognition event for those who helped on the Whole
Access Trail .
Motion: E. Shelley moved that the Board adopt Resolution 87-35 ,
a Resolution of the Board of Directors of the Midpenin-
sula Regional Open Space District Approving and
Authorizing Execution of Park and Recreation Lease, and
Authorizing General Manager to Execute Any and All
Other Documents Necessary or Appropriate to the Closing
of the Transaction (Purisima Creek Redwoods Open Space
Preserve - County of San Mateo) . T. Henshaw seconded
the motion. The motion passed 6 to 0 .
H. Grench said that minor changes could arise as a result of
consideration of the Agreement by the San Mateo County Parks and
Recreation Commission and Board of Supervisors .
Motion: E. Shelley moved that the Board authorize minor
technical amendments be made by the General Manager

with the approval of Legal Counsel . T. Henshaw
seconded the motion. The motion passed 6 to 0.
Motion: E. Shelley moved that the Board tentatively adopt the
amendments to the Comprehensive Use and Management
Plan as contained in the staff report. T. Henshaw
seconded the motion. The motion passed 6 to 0.
E. Recommendations for Skyline Boulevard Field Trip Follow-Up
(report R-87-156 of October 5, 1987)
T. Henshaw said the Field Trip Follow-Up Committee met and
reached a consensus that an all-'day workshop would be desirable
to review the Basic Policy and Site Emphasis Policies, especially
signing.
Board responded positively to the workshop suggestion. In
response to a discussion initiated by R. Bishop, E. Shelley
proposed that staff reports follow the workshop and R. Bishop
agreed.
Motion: E. Shelley moved that the Board charge the Committee
with returning to the Board with a proposed agenda,
sufficiently in advance of the workshop to allow the
Board to respond to the proposed agenda and date. N.
Hanko seconded the motion. The motion passed 6 to 0 .
F. Fifteenth Anniversary Observance (report R-87-155 of October 8 ,
1987)
R. Bishop noted that November 7 , 1987 will be the fifteenth
anniversary of the public vote that formed the District and
suggested a three mile and eight mile anniversary hike at Monte
Bello Open Space Preserve led by Board members . R. Bishop
volunteered to lead the three mile hike; K. Duffy stated that
she might be able to lead the eight mile hike.
Motion: R. Bishop moved that the District schedule a Fifteenth
Anniversary Hike at Monte Bello Open Space Preserve on
Saturday, November 7 , 1987 . G. Andeen seconded the
motion. The motion passed 6 to 0 .
G. Award of Contract for Develqp�nt of Skyline Ride Open Space
Preserve Parking Area Plans (report R-87-150 of October 1, 1987)
M. Gundert reviewed the staff report, noting that the equestrian
parking lot and handicapped parking lot must be designed and
construction drawings prepared before the grant project can be
submitted to the County of San Mateo for approval and building
permits , and to the State for approval . She said Dillingham
Associates has worked with the District before and is familiar
with San Mateo County planning requirements . She added that the
cost for preparing conceptual plans which will be presented to
the Board for review and preparation of subsequent construction
drawings will be $12 , 160 .
Motion: E. Shelley moved that the Board authorize the President
to enter into a contract with Dillingham Associates to
prepare plans for the equestrian parking lot and
handicapped parking lot at Skyline Ridge Open Space

Preserve. N. Hanko seconded the motion. The motion
passed 6 to 0.
H. District Safety Program (reports R-87-142 of September_ 30 , 1987
and R-87-157 of October 13, 1987)
H. Grench noted that report R-87-157 distributed at the Board
meeting changed the approach to the Safety Program slightly in
that policy statements are usually the province of the Board and
implementation procedures are the responsibility of the General
Manager. He said the amended resolution in the new report
contains the policy statement that no function of any District
Program or Subprogram is so critical as to require a compromise
of safe work practices , as well as the purpose of establishing a
formal program which promotes safe work environment and safe work
practices .
N. Hanko said that she approved of the revised approach.
Motion: K. Duffy moved that the Board adopt Resolution 87-36, a
Resolution of the Board of Directors of the Midpenin-
sula Regional Open Space District Directing the
Establishment of a District Safety Program. T. Henshaw
seconded the motion. The motion passed 6 to 0 .
I . Request for Authorization to Solicit Truck Bids (report R-87-147
of September 22 , 1987)
J. Boland noted that the District ' s standard vehicles have been
3/4 ton heavy-duty 4x4 trucks which have a relatively high
operating cost . He said the mid-sized one-half ton 4x4 trucks
have good potential for meeting many of the District's light-duty
maintenance needs at a lower operating cost. He said the
acquisition of the mid-sized truck is considered an experiment
and its effectiveness will be monitored over a one to two year
period.
Motion: K. Duffy moved that the Board authorize staff to
solicit competitive bids for one 4x4 light utility
truck. T. Henshaw seconded the motion. The motion
passed 6 to 0.
VII . INFORMATIONAL REPORTS
H. Grench reported that Senate Bill 1337 by Senator Bergeson has been
signed by the Governor . He said that the legislation will allow the
annual audit process to start before the end of the fiscal year. He
said that he had testified at the Local Agency Formation Commission
hearing in Santa Clara County and they had approved the District' s
annexation unanimously, and that the next step is for the Board to
hold a public hearing and take action. He added that he talked with
the Commission about a field trip in the spring.
H. Grench reminded the Board that a special meeting had been tenta-
tively discussed for November 4 for land negotiation items , noting
there may not be any public items on the agenda.
G. Andeen reported on the death of Ken Cooperrider of Menlo Park and
acknowledged his many contributions to civic affairs and open space.

S . Norton announced that SB 200 had been signed by the Governor. He
said that the legislation relates to the Brown Act attorney-client
privilege but that it does not materially affect the District. He
added that the District has been in full compliance with the changes
for three years .

N. Hanko reported that the docent-staff recognition event will cost
$325 more than budgeted if everyone attends . There was no objection
expressed.
VIII .REVISED CLAIMS
Motion: R. Bishop moved the approval of Revised Claims 87-23 . E.
Shelley seconded the motion.
Discussion: E. Thompson asked what the claim was for soil
engineering services. M. Gundert replied that the County of
San Mateo required soil engineering for the Purisima parking
lot .
The motion passed 6 to 0.
IX. CLOSED SESSION
S . Norton announced that litigation matters to be discussed in closed
session fell under Subdivision (b) (1) of Government Code Section
54956 .9 , threat of litigation. The Board recessed to Closed Session
at 9 : 10 P.M.
X. ADJOURNMENT
The meeting was adjourned at 10: 45 P.M.

We have been very distressed by the tone and content of two articles that have
recently appeared in the San Jose Mercury News regarding Hidden Villa. We also are
disturbed by letters that have been sent out highly critical of changes in the
operation of the Ranch. There have been rumors as well as misinterpretations we
should like to clear up.
The Duveneck family decided many years ago to give the land of Hidden Villa to a non-
profit organization. We felt the preservation of the land was far more important to
us and the community than having it sold to developers. The four of us and our
father, Frank Duveneck, felt the farm operation should be financed for a two year
period after his death. This amounted to approximately $200,000. As almost the entire
Hidden Villa property (1 ,650 acres) has been given to The Trust, we are not in a
position to continue subsidizing the operation financially. We are very supportive of
the operation of The Trust. We all approve of the way things are going and feel that
the Board of Trustees is responsible, competent and dedicated people.
Some people seem to feel The Trust is trying to promote its educational and
recreational programs while playing down its open door policy for hikers. No change
of attitude toward the public has occurred and people are always welcome. Nobody has
been denied the opportunity to hike the trails nor given the feeling that he or she Is
not welcome.
Questions have also been raised regarding the need for a visitor center at the
beginning of the property. With the ever increasing influx of people using the Ranch,
some type of control and monitoring is essential. The impact of too many people and
cars would have a profound and lasting impact on the land. This is not "closing the
gate" to the public, but merely a necessity to protect the land and fragile wilderness
area.
We are dismayed and upset, as we are sure our parents would be, over the negative
attitude of a small group who feel they have more values and concerns than anyone else
about Hidden Villa. It is true Hidden Villas has changed, we are first to recognize
this; it Is no longer a family-oriented and supported ranch. But time moves on and so
must Hidden Villa. Change is inevitable.
We believe constructive criticism is healthy, but the negative attitude of the few
that have taken on "the Hidden Villa cause" is corrosive and destructive for The
Trust, the staff and the community. It is hard for us to understand why this group is
trying to destroy the place they profess to "love"!

D-iscussion: At your meeting of june 3 , 1987 you considered a report R-37-
76 dated May 20 (see attached) regarding the Proposed Annexation of Certain
District Lands in San Mateo County . At that meeting you adopted a
resolution which initiated annexation procedures . Under procedures agreed
upon by the Santa Clara and San Mateo County Local Agency Formation
Comrissions (LAFCO) , the Santa Clara County LAFCC is referring requests for
annexation to the District of lands in San Mateo County to the an Vatec

On August 19 , 1937 the San Mateo County LAFCC; held a hearing and
rccommended approval . Then on October 12 the Santa Clara County LAFCO also
held a hearing and unanimously approved the annexation . The matter is now
before you as the "conducting authority" for consideration and final
action . The LAFCO resolution authorizes you to proceed without notice and
hearing, and without election . Nonetheless , the proposed annexation has
been placed on the published agenda for Public Hearing . Since the land in
question is already owned by the District , any question of an election
within the territory to be annexed is moot .
Santa Clara County LAFCO has adopted new, tighter policies regarding waiver
of fees . Pursuant to the new policies , the District ' s request for waiver
was denied.
Technical corrections have been made to the legal descriptions appended to
your original resolution for use with the attached resolution .

Local Agency Formation Commission of said County has made its
determination, by its Resolution No. 87-15, dated October 14, 1987 , that

SUBJECT: Proposed Annexation of Certain District Lands in San Mateo County
Reco=endation: I recommend that you adopt the attached Resolution of the
Board of Directors of the Midpeninsula Regional Open Space District Re-
questing Initiation of Annexation Procedures by the Santa Clara County
Local Agency Formation Commission (Midpeninsula Preserves 1987A) .
Introduction: At meetings of January 23 and March 13 , 1985 (see memoranda
M-85-13, dated January 16 , 1985 and M-85-37 , dated March 4 , 1985) , the
District Board of Directors passed Resolutions 85-02 and 85-23 to initiate
annexation into the District boundaries of certain District owned lands
for which the District owned fee or lesser interest in San Mateo County.
During that process you began public hearings on the District' s land acqui-
sition and related policies, including future annexations. The annexation
procedures were halted until policy deliberations were completed. Addi-
tionally, during the interim period, the District acquired a few other
parcels just outside the District boundaries but within the District' s
adopted Sphere of Influence. The ecology, topography, potential use and
re ' ationship to other District holdings have made such acquisitions as
important in serving the District' s constituency as neighboring lands just
within the District boundaries .
No,; that the annexation policy has been adopted, I propose that you
re-initiate annexation proceedings in a new application for certain mis-
cellaneous parcels in San Mateo County for which the District owns fee
tit7e. Annexation of District owned land would be consistent with your
adopted policy of initiating annexations only for parcels whose owners
consent to annexation.
Discussion: The legal descriptions (Exhibits A through D of the resolu-
tion) , Maps A and B, and Table 1 indicate the parcels to be considered for
annexation at this time. The entire 980 acres are owned in fee by the
District.
The annexations would remove any potential challenge to enforceability of
District ordinances based on these lands being outside District boundaries.
Furthermore, the annexations would lead to greater consistency between
District ownership of lands and those lands being within District boundaries .

Not included in the current annexation proposal are the following two
areas:
(1) The area directly south of Skyline Ridge Open Space Preserve at the
junction of Peters and Lambert Creeks north of Portola Park Heights.
Because annexation of all District owned land in this area would
create an island of privately owned land, this annexation may require
more discussion and hearings and will therefore be the subject of a
separate report.
(2) The Long Ridge Open Space Preserve lands in Santa Cruz County. These
will be handled separately, as that proposal will be referred to a
different County Local Agency Formation Commission (LAFCO) from the
current request.
Since LAFCO fees were waived for the previous applications which involved
most of the same lands, waiver of fees is also requested in this resolution.
Process: Since the District owns all of the parcels being considered for
annexation, this request would be with consent of 1000 of the landowners.
The annexation process includes the following steps:
(1) Adoption of a Resolution by the Midpeninsula Regional Open Space
District Board of Directors requesting initiation of annexation
proceedings;
(2) Submittal of application to Santa Clara County LAFCO;
(3) Referral to San Mateo County LAFCO for hearing and comment;
(4) Subsequent hearing and consideration by the Santa Clara County LAFCO
and if the Commission is favorably inclined;
(5) Return the matter to the District' s Board for public hearing and a
decision as to whether to annex.

Discussion: At your meeting of January 14 , 1976 , you accepted
the recommendation that District rangers be appointed as peace
officers as outlined under Section 830 . 31 (b) of the Penal Code of
the State of California (see report R-76-22 , dated January 7 ,
1976) .
Greg Grimm, the District ' s newest Ranger , has completed the
necessary courses required under the Penal Code . This course
completion and the passage of the attached resolution will
qualify him as a peace officer .

Discussion: At your September 9, 1987 meeting you approved the acquisition
of the 40 acre Lin property addition to the Sierra Azul Open Space
Preserve, Mt. Umunhum Area (see attached report R-87-140 of September 3,
1987) . You also tentatively adopted the Interim Use and Management Plan
for the addition, including naming the property as an addition to the
Sierra Azul Open Space Preserve, Mt. Umunhum Area, and indicated your
intention to withhold the land from dedication as public open space.
In accordance with your adopted Land Acquisition Notification Procedures,
final adoption of the Interim Use and Management Plan was deferred until
after close of escrow, to allow further time for public comment. Escrow on
the Lin property closed on September 25, 1987 . Staff has received no
further public comment.
All conclusions regarding the gating and signing of the property remain as
recommended and tentatively adopted by you on September 9 , 1987 (see report
R-87-140 dated September 3 , 1987) .

direction near the center of the property . Steep, chaparral
covered sideslopes extend to the northwest and south from the
ridgetop.
Elevations range from 1720 feet at the northeastern corner A
the parcel to 2400 feet at the ridgetop in the center of the
property.
B . Current Use and Develoopmen�a t
The parcel is undeveloped with the exception of Mt . Umunhum Road and
the gate blocking public vehicular access to Mt . Umunhum Road as
previously mentioned. The gate is currently maintained by the
neighbors who live on upper Mt . Umunhum Road and in the Loma Prieta
Road Area .
A trail forks from Mt . Umunhum Road immediately went of the gate ,
paralleling Mt . Umunhum Road for a distance of approximately one
quarter mile before joining Mt. Umunhum Road again.
There are no other improvements on the property.
C . Planning Considerations
The land is located within unincorporated Santa Clara County. It is
zoned HS (agricultural) and open space use is in conformity with this
zoning designation.
The property is located outside the District ' s boundary but within
the Sphere of Influence . This area has not received a rating on the
District ' s Master Plan since the Sphere of Influence has yet to he
incorporated into this plan.
Site planning for this property would be accomplished in conjunction
with planning efforts for other District properties comprising the
Sierra Azul Open Space Preserve . Since this preserve consists of
many non-contiguous parcels and presently has inadequate public
access of the areas , the preserve remains low on the District ' s
Relative Site Emphasis Plan, a plan that serves as a guideline for
determining the level of planning and development for all District
preserves . Until such time as the Mt . Umunhum Area of the Sierra
Azul Open Space Preserve becomes more suited for public recreation,
i . z . , connecting trails and areas suitable for parking, public access '
will he discouraged but not prohibited. The District will work with
neighloring property owners to discourage trespass on adjoining
private property as trespass relates to use of District lands .
D . Potential Use and Management
Access to this property is possible from the several roadside
pullouts along Mt. Umunhum Road . For years the flat area near the
At . Umunhum Road gate has been the site of illegal activities ranging
from. drinking and drug use to shooting and fires . These uses have
declined significantly since the advent of the contract Sheriffs
Patrol , the installation of the gate across Mt . Ununhuy Road and the
guard railing along Mt . Ununhum Road ad-Jacent to District holdings to
the so_ith and cast.

The property boundaries will be signed as appropriate . Cost is
estimated at $25 .
2 . Lon- range planning for public use for these properties will be
-nccrporated into the area Piaster Planning in conjunction with
,-he former Almaden Air Force Station. In the interim the
property is open to public access by foot or on bicycle .
3 . The gate blocking Mt . Umunhum Road will be replaced with a
standard District gate, guard rail 'and stile . It should be
understood that this is an interim land management solution
until the issue of final gate placement and the nature of public
-se in the area has been resolved through the upcoming Plaster
Plan process for the Mt . UmunhuT. Area. All private property
signs will be removed f.rom, the property and gate . The issue of
which locks remain on gate will be resolved with legitimate
property owners or tenants who can show necessary or historic
rights to access their respective properties or leziseholdings .
,nds in the amount of $1500 are available for this work in the
1.987-1988 fiscal year budget . 1f there are management problems
associated with this District gating system, Land Management
will review other solutions to control vehicular access in this
area.
F . Dedication
The property should be withheld from dedication as public open space
at this time to allow future flexibility to bett,,.,-r align the
boundaries of the Open Space Preserve , or possibly trade property
rights to help complete this preserve area .
The site should become an addition to the Sierra Azu' Open Space
?reserve , 11t. Ununhu-1 Area .

As stinillated in the attached Purchase Agreement , the cash purchase
price for this parcel would be $85 , 000 (an averag-2 of $2125 per
ace-e) . This parcel would be considered one residential site under
the current County slope density formula. The ridge adjacent to and
north of Mt. Umunhur-L Road would make an easily developable home site .

SUBJECT: Review of Conprehensive Use and Management Plan for the
Thornewood Open Space Preserve
Recommendation: I recommend that you tentatively adopt the revised
Comprehensive Use and Management Plan for Thornewood open Space Preserve
as contained in this report .
Introduction: The Use and Management Plan for Thornewood Open Space
Preserve was last reviewed on July 10 , 1985 (see report R-85-36 of July 5 ,
1985) . Final adoption of the Plan occurred at your August 14 , 1985 meeting
(see memorandum M-85-118 of August 5 , 1985) . The following properties have
been added to the Preserve since the last review:
Sand property - 11 . 4 acres (see report R-86-52 of July 2 , 1986) .
2) Zand/Kamangar property - 12 . 5 acres fee title , 3 water reserves and 10
acre open space easement (see report R-86-93 of October 2 , 1986) .
3) Procter property - 9 . 5 acres and two water reserves (see report R-86-
134 of December 17 , 1986) .
Site Description and Use
The Preserve is 148 acres in size (see attached map) . It fronts on the
East side of La Honda Road approximately halfway between Portola Road and
Skyline Boulevard. The Preserve has approximately 0 . 8 -miles of La Honda
Road frontage . There are two non-contiguous parcels associated with the
site . The first is a 12 . 5 acre parcel of land facing Old La Honda Road.
it is located about one-fifth of a mile east of the main Preserve . The
second is a ten acre open space easement located 0 . 4 miles north of the
Preserve and adjacent to La Honda Road.

Use of the Preserve continues to be very low. This is primarily because of
limited access to the site and lack of a trail system. The site is used by
some local equestrians and hikers . The barbecue area is available on a
permit basis through the lessee . Only two requests to use the barbecue
area have been made . The lease allows a maximum of 12 permits per year , 9
of which are to be issued between June and October .
Teenagers have been using the site after hours . Locking the gate at night
seems to help deter this use .
The first public tour of the Thornewood House occurred on April 12 , 1987 .
Background information on the history of the property and the Thornes was
compiled by staff with the assistance of several docents . The tour was
attended by 60 people under the guidance of five docent and staff members .
On-site parking is minimal , so tour participants were shuttled up La Honda
Road from Canada College . This was a cumbersome and time consuming process .
A maximum of two tours per year is allowed under the lease agreement . Due
to low public demand, staff is not recommending increasing the number of
tours at this time .
Planning Considerations
The Thornewood Preserve is considered an unemphasized site and ranked 24th
out of the District ' s 27 sites on the Relative Site Emphasis Plan.
The Thornewood House renovation continues to progress . Renovation was
expected to be completed in 1986 according to the lease agreerrent .
Category One improvements are complete , with the exception of the main
house pantry. Category One improvements include the rain house , patios ,
fountain, driveways , and parking area. Category Two improvements include
the two car garage and all auxiliary buildings . Renovation is underway but
not yet complete . All but one room of the auxiliary building next to the
main house entrance has been renovated.
The Preserve is located within the Town of Woodside . Development of a
small parking area to serve the Preserve is subject to Town ordinances and
may require the Town ' s review and approval .
The two non-contiguous parcels and water reserves are designated
Conservation Management Units (CMU) by the District . These are managed
primarily for conservation and viewshed. Public use is riot encouraged.
Use and Management Plan
The attached chart summarizes the existing Comprehensive Use and Management
Plan (see attached Chart A) . It also incorporates new and revised
recommendations , which are addressed below. It indicates the status and
anticipated completion of each project , as well as current and projected
funding information.

A. Access and Circulation
The Board previously adopted plans for public access improvements
(refer to report R-85-36 , dated July 5, 1985) . The plans include 1 )
the widening of the driveway inside the entry gate to provide parking
for 4 vehicles , 2) a bypass trail. to access the lake around the lease
area and life estate , 3) fencing and gates as needed to secure the
parking area , and 4) signing to delineate the parking area , trails ,
and lease area. It was also decided a permit system would be
developed for use of the parking area because of its small size .
The decision for initially proposing a parking area this small in size
was based on discussions with the Town and consideration of the
District ' s Relative Site Emphasis Plan and Guidelines for Site
Development . Staff had consulted with the Town and found that a
permit would not be required if the scope of the project did not
involve 1 ) grading in excess of 100 cubic yards , 2) removal of trees
that have a diameter greater than 12 inches , and 3 ) significantly
increasing public use and traffic . To exceed these criteria could
quite possibly mean fairly extensive planning and engineering to
compl
y with the Town ' s site and design review process .
It would be inconsistent with the District ' s Guidelines for
Development to develop at this time a parking area requiring this
higher level of planning. The guidelines state that , for less
emphasized sites 1) new parking areas will not be developed, and 2)
areas suitable for parking but not open on a regular basis may be used
for special occasions by permit .
If the project were to become highly complex, it would require a level
of funding and staffing time that could significantly impact the
progress of implementing public access improvements on other more
highly emphasized District sites .
Since the initial plan was adopted, staff has continued to explore
ways of perhaps increasing the visibility of the Preserve entrance and
size of the parking area without significantly complicating the
project or deviating too far from the Guidelines for Site Development .
A revised recommendation has been incorporated below.
Revised Use and Management Recommendation
1 . Staff recommends proceeding with the design phase of the project as it
was previously outlined. In doing so , though, efforts will be made to
increase the size of the parking area and visibility of the Preserve ' s
entrance as long as it does not unduly complicate the project in
regards to the Town ' s review process . An attempt will be made on the
design phase to find a more suitable location further tip the driveway
and perhaps accommodate a few more cars . Special consideration will
be given to enhancing the entrance with a site identification sign.

It will also be the intent to develop a design that provides a level
of visibility and parking which will not require a permit system for
use . The design will be returned to you for final approval along with
a projected timetable for development and revised cost estimates .
New Use and Management Recommendations
1 . Staff will open the old Espinosa Road alignment for patrol purposes .
The alignment is currently passable from La Honda Road (via the main
driveway) through the life estate . Beyond the life estate a major
slipout and washout require attention. Necessary repairs include
filling the slipout and replacement of a large culvert . Reopening of
an overgrown bypass section of the road is also necessary.
B . Structures and Improvements
At your January 28 , 1987 meeting Director Gerry Andeen was appointed
as the Board representative to the Thornewood Restoration Review
Committee , replacing Harry Turner . The Committee last met in May
1986 .
The Thornewood Restoration Review Committee is scheduled to meet
October 27 , 1987 to review renovation progress . The committee will
present an informational report of the meeting to you on October 28 as
to progress on the restoration.
C. Dedication Status
The 148 acre Preserve is comprised of 87 acres of dedicated land and
61 acres of undedicated land, including 14 acres of open space
easements (see map) . No change in dedication status is suggested at
this time .
D. CEQA Compliance
The new projects or project revisions contained herein are determined
to be categorically exempt under the California Environmental Quality
Act Guidelines . The projects in the existing plan had previously been
so determined.

Sereno Open Space Preserve
Recommendation: I recommend that you tentatively adopt the
revised Comprehensive Use and. Management Plan for El Serene Open
Space Preserve as contained in this report .
Introduction: The Use and Management Plan was last reviewed by
you at your meeting of December 14 , 1983 {see report R-83-43
dated October 19 , 1983 and memorandum M-83--138 dated December 6 ,
1983) . Since this last review, there have been three additions
to El Sereno Open Space Preserve :
1 . The Daley property (1 . 22 acres , memorandum M-85-150
dated October 9 , 198 ) ;
2 . The Atwood property (29 . 95 acres , memorandum M-86--03
dated. January 22 , 1986) ;
. The Davidson property (1 . 33 acres , report R-86-57 dated
August 13 , 1986) .

Site Description and Use :
The Preserve is now 1068 acres in size (see attached map) . It is
located west of Highway 17 and southwest of the Town of Los
Gatos . Sanborn-Skyline County Park is located to the southwest .
Villa Montalvo is located to the north . The Preserve consists
prinarily of an east-west ridge with steeply sloping sides . The
vegetation is mostly chaparral , with some wooded slopes and two
small meadows . Since access and parking are limited, use of the
Preserve has not been emphasized. The primary purpose of the
Preserve at this time is to provide a scenic backdrop for the
communities of Los Gatos , Saratoga , and Monte Sereno.
Most of the Preserve users are local bicyclists , hikers , and
equestrians . Problems have not been frequent , but there has been
some night use of the lower -meadow, and an occasional motorcycle
on the Preserve roads .
Planning Considerations :
The Preserve ranks 20th out of 26 on the District ' s Relative Site
Emphasis list . The list shows the rank of sites according to
long-term priorities for use and development (see memorandum
M-85-01 of January 3 , 1985) .
A 107 acre site adjacent to the Linda Vista Road entrance has
been considered for development . Since this important parcel
connects the Preserve with Villa Montalvo, District staff will
continue to monitor any development plans .
Use and Management Plan:
The attached chart summarizes the existing Comprehensive Use and
Management Plan (see attached Chart A) . It also incorporates new
and revised recommendations which are addressed in more detail
below. It indicates the status and anticipated completion of
each project , as well as current and projected funding
information .
A. Access and Circulation
Primary access continues to be from Montevina Road, with
additional neighborhood access from Linda Vista , Overlook,
Bohlman, and Sheldon Roads . In the past , staff has
conducted comprehensive studies to determine potential
public access to the Preserve . As pointed out in the last
review, development of a parking area near the end of
Montevina Road would require extensive widening and grading
to provide parking within the Preserve . In addition, an
interior parking area on the upper portion of the Preserve

would create a significant management burden due to its
remoteness . Without an adequate level of surveillance and
the ability to close the parking area nightly, potential
illegal use could become a serious problem.
Property additions at the Pohlman Road entrance could
provide access and parking in the future . There is
sufficient level terrain in the vicinity of the gate which
could be used for the development of a parking area . To
achieve this , 'further property additions or a public access
easement and major roadway improvements will. be required.
There do not seem to be legal general public access rights
from the Los Gatos and Monte Sereno side of the Preserve .
Linda Vista, Overlook, Sheldon, and Oak Knoll Roads are
private roads . The District has easements for patrol.
purposes on all but Oak Knoll Road . Overlook Road was a
County maintained road until it was abandoned in 1980 . To
alleviate a recurring problem of motorcycle use of the
Preserve, the access road from Overlook Road was gated by
the District in 1985 .
in partial response to a request by the District , the County
has graded the shoulder of Montevina Road near the entrance
to the Preserve , but the surface has yet to be improved.
The shoulder now accommodates 4 vehicles , but because of its
steepness and loose gravel , it is still difficult to use .
Since the area is within the County ' s right-of-way, staff
will once again request the County to improve the surface of
the shoulder .
Revised Use and Management Recommendations
1 . Recent additions to the Preserve in the vicinity of the
Pohlman Road entrance allow for relocating the entrance
gate to a more level portion of the road. The
chainlink gate will be replaced with a pipe gate and an
equestrian stile will be installed. Due to easement
Limitations between the Preserve and public portion of
Bohlman Road (end of pavement) , this entrance is
intended for neighborhood use only, and parking can not
be provided at this time .
2 . The County maintains a gate at the Linda Vista Road
entrance to the Preserve . The last Use and Management
Plan called for a hiking and equestrian stile to be
installed next to the gate . Since then, staff has
determined that the gate is located on adjacent private
property. Permission to install a stile would be
required. Local equestrians have little interest in

having a stile , so it is proposed that installation
will be dropped. Hiking access is available next to
the gate .
3 . The extension of Sheldon Road has been determined to be
an essential patrol and emergency route . Staff has
approached the County road department and the Central
Fire District to participate in funding the extension,
but with no success . In the meantime , sections of the
road have been improved as funding and time has
permitted. The final section will be graded and opened
in the spring, 1988 .
B . Si s :
Due to the Preserve ' s low ranking on the Relative Site
Emphasis list , the sign program consists of wildland
regulatory signs and property boundary signs . No new signs
are recommended at this time . However , the issue of
preserve identity signing throughout the District will be
addressed at a Board workshop in January, 1988 .
C . Brochure :
As recommended in the 1983 staff report , the brochure has
been removed from circulation to be consistent with site
development guidelines . An 8-1/2 X 11 Inch photocopied
trail map (attached) is available upon request .
D . Natural Resources 2ianaC event
Due to large , unbroken areas of chaparral on south facing
slopes , the Preserve has a high fire danger during the dry
season. A Resource Management Plan should eventually
address this issue . In the meantime , the measures that are
being taken to control motorcycles and to keep patrol routes
open should serve to reduce the fire danger somewhat .
E. Dedication:
The site is comprised of 985 dedicated acres and 83 non-
contiguous acres of undedicated land (see -map attached) .
Dedication status of this land should remain the same .

SUBJECT: Participation in the "Ring Around the Bay" Study
Recommendation: If it is advisable based upon further information I should
be receiving, I will be recommending that you appoint a Board member to the
citizens advisory committee if a Director can make the time commitment.
Discussion: Attached is information received from Susan Phillips, Regional
Planner for the Association of Bay Area Governments (ABAG) . She is Project
Manager for planning the recreational trail corridor around San Francisco
and San Pablo Bays. Also attached is a copy of SB 100 which sets forth the
assignment to ABAG.
Ms . Phillips is currently seeking to fill positions on the citizens
advisory committee and is looking for MROSD participation. The citizens
advisory committee is expected to meet every other month, with subcommittee
meetings in between. I am in the process of clarifying whether a Board
member, staff member, or other citizen is most desirable and where the
meetings will be held, and will report my findings to you on October 28 .
There is an additional group, the technical advisory panel of which a
District staff member will be a member.

Subject: Bay Trail Plan
Background
Under provisions of recent legislation authored by Senator Bill Lockyer,the Association of Bay Area
Governments has been directed to plan a continuous recreational corridor,with a bicycling and hiking trail,
around the perimeter of San Francisco and San Pablo Bays.
Specifically, ABAG is required to develop and adopt a plan and implementation program, including financing
plan,for a bicycling and hiking trail to provide access to the Bay and to existing recreational areas. The trail is
also to connect with existing and proposed public transportation facilities. To ensure that environmentally
sensitive areas, such as wetlands and wildlife habitats are not adversely affected by development of the trail,
the plan must propose buffer zones, as well as alternative trail alignments in these sensitive areas.
The adopted plan must be presented to the Legislature no later than January 1, 1989.
Key Issues Raised by the Plan
Planning and implementing a coordinated trail system which encompasses the Bay is an ambitious
undertaking. Some of the key issues to be addressed in this program are:
- Designing trails to meet the needs of multiple users (hikers, bicyclists of varying skill levels)
- Identifying trail alignments near sensitive facilities(military installations,airports, landfills)
- Providing for suitable buffers for environmentally sensitive areas (wetlands,wildlife habitats)
- Identifying ways to interface safely with major roadways and bridges
Minimizing local government and landowner exposure to liability
- Identifying techniques for financing trail development and maintenance
- Setting priorities for trail implementation (phasing programs, priorities for acquisition and development)
Organizational Structure
While ABAG will be coordinating the program, numerous public and private agencies and organizations will
be involved in developing the plan and implementing the trail system. ABAG's Regional Planning Committee
will provide direction on matters of general policy,with the Subcommittee on Parks, Open Space and
Recreation assuming responsibility for more detailed oversight of plan development.
An advisory committee, representing groups concerned with the environmental, ecological and recreational
aspects of the program, is now being formed to work closely with the project staff on matters of trail design
and alignment. Interested RPC members are encouraged to serve on this advisory committee.
A technical advisory panel, composed of local agency and special district staff, will be convened to resolve
technical questions which arise as the plan is drafted.

SUBJECT: November Meeting Schedule
Recommendation: I recommend that you:
1) Schedule a Special Meeting for Wednesday, November 4 for the
purpose of holding a Closed Session to discuss land negotiation
matters;
2) reschedule the November 11 Regular Meeting to either Thursday,
November 12 or Tuesday, November 10; and
3) reschedule the November 25 Regular Meeting to Tuesday, November
24.
All the meetings would begin at 7: 30 P.M. at the District office, Old Mill
Office Center, Building C, Suite 135, 201 San Antonio Circle, Mountain
View.
Discussion: Your first Regular Meeting in November falls on Veteran ' s Day,
a District holiday, and the month' s second Regular Meeting falls on the
evening preceding Thanksgiving Day. According to Section 1.10 of your
Rules of Procedures , each meeting is to be rescheduled or cancelled. At
this time, I recommend that the November 11 meeting be rescheduled to
Thursday, November 12 . If this Thursday date is not convenient for you,
the meeting could be rescheduled to Tuesday, November 10, Tuesday,
November 24 is the recommended date for the rescheduled second Regular
Meeting in November.
In order to have a necessary extended Closed Session on land negotiations,
I am recommending that you schedule a Special Meeting for Wednesday,
November 4 beginning at 7 :30 P.M.

RE: Destruction and Blockage Of Existing Riding And Hiking Trail Linking
Mid-Peninsula Regional Open Space District and Hidden Villa Land
Ladies and Gentlemen:
For the past 15 years, I have openly and continuously used the riding
and hiking trails which connect the northern part of the Mid-Peninsula
Regional Cpen Space District-Rancho San Antonio Preserve and the Hidden
Villa land located near Moody Rd. in Los Altos Hills. These trails run
along the top of the ridge line which connects these two areas.
Recently, the owners :f' the .=pert; over which the trails pass have
attempted to block these trails by mounding dirt, cutting trees, blocking
the path with wire and brush, making it impossible or at the least, extreme-
ly dangerous to pass. As I indicated above,I have been using these trails
continuously since 1972 for riding.
It ism understanding that the owner of this property is De za

Properties and that they call their project Quarry Hills Project. The
ridge line in question is just above the Neary Quarry located in Los Altos
Hills. The owners of this land have also blocked the trail from thetop p
of the ridge line down to the quarry by felling a large tree across that
trail.
These trails have been used by joggers, hikers, and horse people for
well over 15 years. I have been giving riding instruction on these trails
since I was 14 years old. I am now 29 years old. I would ask that the
County declare these trails to be a public easement for the benefit of the
community at large and that the owner of this property be immediately re-
quired to clear this debris, wire and trees and to restore the trails to
the condition that existed just a few months ago. It is my belief that I,
along with the community at 'Large, have obtained a prescriptive easement
for riding and hiking on those trails. I would ask that the County proceed
with establishing these trails as passageways for the community at large.
