REGULAR COUNCIL MEETING, APRIL 15, 2019
FIRST MEETING – CURRENT COUNCIL
CALL TO ORDER
The First Regular Council Meeting (Current Council) of April 15, 2019, was convened at
6:00 P.M. by Mayor Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilwoman Ward to amend the agenda, moving items
13(b.) and 13(c.) under “Bills Pending” to items 5(b.) and 5(c.) under “Public Hearings”
since all three bills are related. Councilwoman Wiseman seconded the motion. There
being no objection, the motion to adopt the amended agenda was approved
unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin presented a proclamation to John Moseley, Head Coach of Lincoln
University Men’s Basketball team for his contributions to Lincoln University.
Mayor Tergin introduced the Lady Jays Basketball Team, Coach and Superintendent.
The team was congratulated for their accomplishments this year on and off the court,
including a team GPA average of 3.8 and a 3rd place State title.
City Administrator Steve Crowell made a presentation and introduced Amy Schroeder
of the Parks, Recreation, and Forestry Department, as the Outstanding Employee
Service Award recipient for April, 2019. Mayor Tergin congratulated Ms. Schroeder and
thanked her for her enthusiasm and new ideas on how to make the City better.
Sonny Sanders, Director of Planning and Protective Services, presented the High Street
Great Places in Missouri Designation to the City Council. Alex Rotenberry and Ian
Zollinger represented the Planning Staff who were responsible for gathering materials
and writing the application for the recognition.

The Arbor Day Proclamation was then read by Mayor Tergin and presented to Todd
Spalding, Director of the Parks, Recreation, and Forestry Department.
Councilman Hussey presented the “April is Serve Jeff City Month” proclamation.
Representatives from Mission JC also spoke briefly about the opportun ity to volunteer
with Mission JC.
Mayor Tergin presented the “National Public Safety Telecommunications Week”
proclamation to Police Captain Deric Heislen. Captain Heislen introduced the Police
Department’s Communication Officers and joined Mayor Tergin in thanking them for
their hard work.
Mayor Tergin announced her 2019 Public Service Award from the National Highway
Traffic Safety Administration for promoting the “Buckle Up, Phone Down” campaign.
Abigail Anderson, Executive Director of Central Northern Missouri Red Cross presented
the “Sound the Alarm” fundraising campaign.
PUBLIC HEARINGS
a. Rezoning 7.42 acres located in the 700 block of Sardonyx Drive from RS-2
Single Family Residential to C-2 General Commercial.
i. Associated Pending Bill 2018-124 (Graham) Staff: Sonny Sanders
A staff presentation was made by Mr. Sanders.
Paul Sampson of Central Missouri Professional Services represented the
developer, Ryan Prenger. He spoke in favor of the bill. There being no other
persons from the public to speak on the bill, Mayor Tergin declared the
evidentiary portion of the public hearing concluded and stated that the City
Council would now take up the associated pending bill.

AND APPROVING THE FINAL SUBDIVISION PLAT OF PRENGER RIDGE
SUBDIVISION, A SUBDIVISION OF THE CITY OF JEFFERSON, MISSOURI.
Councilman Graham motioned and Councilwoman Ward seconded the motion to
accept substitute bill 2018-125. The motion passed unanimously.

passed by the following roll-call vote as Ordinance 15905:

CODE OF THE CITY OF JEFFERSON, MISSOURI, PERTAINING TO
SARDONYX DRIVE LOCATED IN PRENGER RIDGE SUBDIVISION.

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Announcements and Events
Councilman Mihalevich announced the following, upcoming event:
Dr. Christa Dierksheide Presents “Jefferson and Generations” on Tuesday,
April 23rd, 6:30 P.M. – 8:30 P.M. at the Missouri State Capitol Rotunda.
Mayor Tergin announced the following events:
Missouri 2021 Bicentennial – Local Bicentennial Committee Meeting is
scheduled for April 25th at noon, at the Library.
Mayor Tergin and Britt Smith, Director of Operations announced t he Salute
to Veterans 2019 Memorial Day Weekend Celebration which will include an
airshow at the Jefferson City Memorial Airport on Saturday and Sunday, May
25th and 26th from 9:00 A.M. – 4:00 P.M. There will be a parade on Memorial
Day, May 27th thru downtown Jefferson City.
A Boards and Commissions Volunteer Appreciation Open House is
scheduled in the Council Chambers on April 17th, from 7:30 A.M. – 9:00 A.M.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Caroline Wanjiru announced the following Lincoln University events:
Lincoln University President’s Gala is scheduled for April 27th at 5:30 P.M. at
the LINC. Tickets are $125/person or $1,000/table. Proceeds go toward
student scholarships.
The University’s SpringFest W eek was last week, concluding with a gospel
concert in which Ms. Wanjiru was one of the performers.

A motion was made by Councilman Mihalevich to approve the Consent Agenda as
presented, seconded by Councilman Graham, and approved unanimously.

Mr. Smith presented the resolution.
Councilman Hussey motioned to adopt RS2018-42. Councilman Graham
seconded the motion. The resolution was adopted by the following roll-call vote:

NEW BUSINESS/UNFINISHED BUSINESS
Mayor Tergin thanked the City Council, City Administrator, City Clerk, and City Staff for
their hard work over the last four years of her term. She listed all the exciting projects in

the works for the City including the MSP Redevelopment and Capitol Avenue
improvements.
Mayor Tergin announced that following adjournment Sine Die of this meeting, the
following elected officials will be sworn into office by the Honorable Patricia S. Joyce,
Presiding Judge, 19th Judicial Circuit, Div. IV, and convening of the second meeting of
the “New Council.”
