COUNCIL “PRE-MEETING” WORK SESSION, APRIL 15, 2019
CALL TO ORDER
Mayor Carrie Tergin called the April 15, 2019 City Council “Pre-Meeting” to order at 5:45
P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilman Prather will lead the prayer.
FIRST COUNCIL MEETING (Current Council)
Miscellaneous Agenda Items
- Mayor Tergin will present a proclamation to John Moseley, Head Coach of
Lincoln University Men’s Basketball Team.
- The Lady Jays Basketball Team will be recognized for their 2 nd place in State
Women’s Basketball.
- Steve Crowell, City Administrator will present Amy Schroeder of the
Department of Parks, Recreation, and Forestry with the April Outstanding
Employee Service Award.
- Sonny Sanders, Director of Planning and Protective Services will present the
High Street Great Places in Missouri Designation to the City Council.
- Mayor Tergin will present the “Arbor Day” Proclamation.
- Councilman Hussey will present the “April is Serve Jeff City Month”
proclamation.
- Police Captain Deric Heislen will present the “National Public Safety
Telecommunications Week” proclamation.
- Abigail Anderson, Executive Director of Central Northern Missouri Red Cross
will present the “Sound the Alarm” campaign.

Public Hearings
- Mr. Sanders, will present 2018-124. Mr. Sanders suggested taking up
pending bills 2018-125 and 2018-126 at this time since all three bills are
related. Mayor Tergin will ask for a motion to amend the agenda reflecting the
change.
Announcements
- Councilwoman Wiseman suggested that an announcement be made
regarding the Wednesday, April 17th Boards and Commissions Volunteer
Appreciation Open House.
Bills Pending
- Britt Smith, Director of Operations, will present Bills 2018-127, 2018-128, and
2018-129.
Resolutions
- Mr. Smith will present RS2018-42.
After the first meeting adjourns Sine Die, Judge Pat Joyce will swear in the re-elected
Mayor and Councilmembers, as well as the newly elected Municipal Judge and City
Prosecutor.
SECOND COUNCIL MEETING (New Council)
Bills Introduced
- Mr. Smith, will present bills 2019-001 and 2019-003
- Fire Chief Matt Schofield will introduce the local representatives from the Fire
Union to present Bill 2019-002 and answer questions related to changes in
the Fire Department Work Agreement.
- Mr. Sanders will present bills 2019-004 and 2019-005.
