ORDINANCE NO. 15111
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO MODIFY AN AGREEMENT WITH THE JEFFERSON
CITY FIREFIGHTERS LOCAL 671 COMMONLY KNOWN AS "THE WORK
AGREEMENT".
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. The Mayor and City Clerk are hereby authorized and directed to
execute an amendment to the Work Agreement with the JEFFERSON CITY
FIREFIGHTERS LOCAL 671 I.A.F.F.
Section 2. The amendment to the Work Agreement shall be in form and content
as that agreement attached hereto as Exhibit A.
Section 3. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.

Amendments to Work Agreement Between City of Jefferson and Local 671 I.A.F.F.
WHEREAS, the City of Jefferson and Local 671 I.A.F.F. entered into that Work Agreement
effective November 1, 2007, which expired October 31, 2010, but which still remains in effect
under the “Evergreen Clause” contained in Article XXVI of the Work Agreement.
WHEREAS, the parties desire to amend the Work Agreement to allow a temporary pilot
program to allow 48.5/96 shifts for at least one year, subject to evaluation after one year.
NOW, THEREFORE, the Work Agreement is hereby amended as follows:
1. Article IV is amended to read as follows:
ARTICLE IV.-Shifts:
A shift, as discussed in the Agreement, shall consist of one (1) person working
twenty-four and one quarter (24.25) hours continuously according to normal duty
cycle.
A normal duty cycle shall include twenty-seven (27) consecutive days during
which employees are assigned to a repeating schedule every nine (9) days, per
numbered shifts, with each employee assigned to work days one (1 ), three (3) and
five (5).
A Shift as discussed in the Agreement, shall be classified as twenty-four and a
quarter hours. A duty cycle shall be classified as two (2) consecutive shifts
according to a normal duty cycle.
The FLSA pay cycle shall include twenty-seven (27) consecutive days during
which employees are assigned to a repeating duty cycle every (6) days.
2. Article XII is amended to read as follows:
ARTICLE XII.-Vacation Time
A. Vacation-how scheduled, how taken.
8. On first pick, no member will pick more than one hundred forty- five and
one half (145.5) hours [six (6) shifts] of vacation during the first round of
vacation selection and must be picked in seventy-two and three-fourths (72.75)
hours [three (3) shifts] or one hundred forty-five and one-half (145.5) hours [six
(6)shifts] in consecutive increments.
9. On second pick, no member will pick more than seventy-two and three-
fourths (72.75) hours [three (3) shifts] of vacation during the second round and
must be consecutive days.
10. On the third piek, members ean piek vaeation in hventy fol:H" and one
fourth (24 .25) hours [one (I) shift], forty eight and one half (4 8.5) hours [tv;o (2)
shifts] or seventy hvo and thi"ee foerth ms. (72.75) hoers [tmee (3) shifts]

11. On the fourth and final piek, members may piek vaeation in hventy four
and one fourth (24 .25) hol:H"s [one ( 1 )shift], forty eight and one half (4 8.5) hours

and one half (145.5) hours [six (6) shifts] in consecutive increments.
9. On second pick. no member will pick more than ninety-seven (97) hours
[4 shifts] of vacation during the second round of vacation selection and must be
picked in consecutive increments.
10. On third pick. members can pick vacation in twenty-four and one-fourth
(24.25) hours [one (1) shift]. or forty-eight and one half (48.5) hours [two (2)
shifts] increments. No member will pick more than ninety-seven (97) hours [(4)
shifts] of vacation during the third pick and must be in consecutive days.
11. On the fourth and final pick. members may pick vacation in twenty-four
and one fourth (24.25) hours. [one (1) shift]; forty-eight and one half (48.5) hours
[two (2) shifts] increments. No member will pick more than ninety-seven (97)
hours [(4) shifts] of vacation during the fourth round. Days picked do not have to
be consecutive.
3. Effective Date. These amendments to the Work Agreement shall remain in effect for a period
of one year beginning on a date to be specified in writing by the City Administrator for the start
of 48.5/96 hour shifts. which date shall be no early than January 1. 2020 and no later than March
31. 2020. After being in effect for one year. these amendments may be terminated by either the
City Administrator or by vote of the membership ofLocal67li.A.F.F. upon sixty days' notice
being provided in writing to the other party. If terminated. the provisions of the Work Agreement
previously in place prior to these amendments shall be restored and govern. This right to
terminate upon sixty days' notice shall remain in effect for one year. If these amendments are
not terminated within two years of the start of 48.5/96 hours shifts, these amendments shall
become permanent and may not be amended except by agreement of the City Council and Local
67li.A.F.F.

4. Termination Waiver. While these amendments are in effect but not yet permanent under
Paragraph 3 above, the parties agree that the Work Agreement shall remain in "Evergreen" status
and each party waives it right to exercise its right of termination under XXVI of the Work
Agreement.
