Greencastle City Hall & ZOOM Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert (ZOOM and then arrived in person at 8:00), Dave Murray and Jacob Widner. Mark Hammer was absent. III. Public Petitions and Comments: IV. Special Requests V. Department Reports: A. Cemetery— Ernie Phillips B. Engineer— C. Fire Department— John Burgess D. Park and Recreation — Rod Weinschenk E. Planner— Scott Zimmerman F. Police Department—Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water &Wastewater Department— Oscar King I. City Attorney - Laurie Robertson Hardwick VI. Reports A. Mayor's Report- Mayor updated the Council on the following items: • Continue to follow CDC guidelines related to the Coronavirus and continue to mask up • Parks Department is looking to have a normal pool schedule so applications are available for summer employment. • Big Walnut dug out and parking lot projects are underway • YMCA legal items are completed so a lease agreement is coming to the council soon. B. Clerk-Treasurer's Report-Annual report was presented and discussed with council. Heavy trash day was announced to public and council. It will be held on April 24th from 8 am to Noon. C. Councilors' Report- Stacie Langdon reported she had received positive comments about the Wayfinding signs. Veronica Pejril asked that everyone please do their part and register for their vaccine. Dave Murray pointed out how much our part time mechanic has saved Street Department in repairs. Jake Wider reported how DPU Management Fellows may be working with the City. Adam Cohen wanted to recognize the Police for the lives they have been saving with their training and use of narcan. VII. Approval of Minutes A. Regular Session-January 14, 2021 B. Special Session- February 26, 2021 C. Special Session- March 5, 2021 Motion by Adam Cohen to approve all the minutes presented, second by Jacob Widener, 4-0, motion carried. Cody Eckert was having technical problems with ZOOM, and Stacie Langdon abstained since she was not present at Special Sessions. VIII. Approval of City Claims A. Motion by Dave Murray to approve claims as presented, second by Veronica Pejril, 5-0, motion carried. Cody Eckert was having technical problems with ZOOM. IX. Old Business A. Ordinance 2021-2-An Ordinance Amending Section 8-28 of the Greencastle City Code Regarding Loading Zones (Second Reading)- Motion by Adam Cohen to approve Ordinance 2021-2 (Second Reading) as presented, second by Stacie Langdon, 5-0, motion carried. Cody Eckert was having technical problems with ZOOM. B. Ordinance 2021-3-An Ordinance Amending Section 8-30 of the Greencastle City Code Regarding Schedule of On-Street Reserved Handicap Parking Spaces (Second Reading)- Motion by Veronica Pejril to approve Ordinance 2021-3 (Second Reading) as presented, second by Dave Murray, 5-0, motion carried. Cody Eckert was having technical problems with ZOOM. C. Ordinance 2021-4-An Ordinance Amending Section 8-22 of the Greencastle City Code Regarding the Schedule of No Parking Zones (Second Reading)- Motion by Dave Murray to approve Ordinance 2021-4 (Second Reading) as presented, second by Jacob Widner, 6-0, motion carried. Cody Eckert arrived in person to the meeting. D. Ordinance 2021-5-An Ordinance Amending Section 8-26 of the Greencastle City Code Regarding Schedule of Limited Parking Zones (Second Reading)- Motion by Stacie Langdon to approve Ordinance 2021-5 (Second Reading) as presented, second by Veronica Pejril, 6-0, motion carried. X. New Business A. Resolution 2021-2 —A Resolution Establishing a Policy for Electronic Fund Transfers and Online Banking for the City of Greencastle- Motion by Cody Eckert to approve Resolution 2021-2 as presented, second by Jacob Widner, 6-0, motion carried. B. Resolution 2021-3 —A Resolution Approving Amendment to the Economic Development Plan for the Greencastle Economic Development Area- Motion by Veronica Pejril to approve Resolution 2021-3 as presented, second by Stacie Langdon, 6-0, motion carried. C. Ordinance 2021-6- An Ordinance Amending the Text of the City of Greencastle, Indiana Zoning Ordinance Regarding the Greater Eastside (First Reading)- Motion by Adam Cohen to waive the full reading of Ordinance 2021-6 on First Reading, second by Veronica Pejril, 6-0, motion carried. Motion by Dave Murray to approve Resolution 2021-6 (First Reading) as presented, second by Veronica Pejril, 6-0, motion carried. Xl.
