April 8, 2021 7:00 P.M. Greencastle City Hall &

Pledge of Allegiance
II. Call to Order; Roll Call
Both Mayor William Dory and Council President Mark Hammer were absent from
the meeting. Motion by Cody Eckert for Adam Cohen to preside over the April 8th
council meeting, second by Stacie Langdon, 6-0, motion carried.
Adam Cohen called the meeting to order at 7:05 PM; upon roll by Clerk-Treasurer
Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon,
Veronica Pejril, Cody Eckert, Dave Murray and Jacob Widner. Mark Hammer
was absent.
III. Public Petitions and Comments: Mia Shannon, DePauw University basketball
player- Requesting permission to run a 5-K Mental Health run on city streets and
sidewalks. Motion by Dave Murray to allow this run, second by Jacob Widner, 6-
0, motion carried.
IV. Special Requests
A. Street Closure Request- DePauw University Commencement-Tony
Robertson- Motion by Stacie Langdon to approve the street closures as
presented, second by Veronica Pejril, 6-0, motion carried.
B. 5K Event- Julie Carr- Motion by Dave Murray to approve the 5K event as
presented, second by Stacie Langdon, motion carried. Motion to by
Veronica Pejril to close Indiana Street on August 28, 2021, second by Cody
Eckert, 6-0, motion carried.
C. Noise Ordinance Request— DePauw University-Joseph Harris- Motion
by Veronica Pejril to approve as presented, second by Dave Murray, 6-0,
motion carried.
V. Public Hearing-Vacation of Partial Alleyway 727 Main Street and 713 Main
Street- No public input, Motion by Dave Murray to close the public hearing,
second by Cody Eckert, 6-0, motion carried.

VII. Reports
A. Mayor's Report- Laurie Hardwick presented the following:
• Still requiring masks to worn at City Hall.
• Next month we will have an Ordinance for the Cares Act Funding.
• Hearing about OCRA grant next month.
• Mass Vaccination at South Putnam, April 17, 9-5.
B. Clerk-Treasurer's Report- Heavy Trash Day- April 24, 2021 starting at
8:00 a.m. till noon. Notices have been sent out to explain what can be
disposed of.
C. Councilors' Report-
Adam Cohen- Law is in the works at the state dealing with ZOOM council
meetings. We need to be thinking about this topic in the near future. Stacie
Langdon reported what a wonderful joint effort between DPU and Health
Department giving out vaccines. Veronica Pejril encourages everyone to
get vaccinated, and how excited she is to reunite with family after she gets
her second shot. Cody Eckert is excited about Union BBQ opening in the
4th Ward. Jacob Widner thanked Eric Vaughn for his service with the
Greencastle Police department.
VII. Approval of Minutes
A. Regular Session-March 11, 2021
Motion by Stacie Langdon to approve March 11, 2021 minutes as presented,
second by Jacob Widener, 6-0, motion carried.
VIII. Approval of City Claims
A. Motion by Dave Murray to approve claims as presented, second by
Stacie Langdon, 6-0, motion carried.
IX. Old Business
A Ordinance 2021-6-An Ordinance Amending the Text of the City of
Greencastle, Indiana Zoning Ordinance Regarding the Greater
Eastside (Second Reading)- Motion by Dave Murray to approve
Ordinance 2021-6 (Second Reading) as presented, second by Veronica
Pejril, 6-0, motion carried.
X. New Business
A.Ordinance 2021-7- An Ordinance Approving the Vacation of Partial
Alleyway 727 Main Street and 713 Main Street, Located in the City of
Greencastle, Putnam County, Indiana (First Reading). - Motion by
Cody Eckert to approve Ordinance 2021-7 as presented on first reading,
second by Jacob Widner, 6-0, motion carried.
B. Review and Approval of RDC Annual Report- Motion by Veronica
Pejril to approve the annual report as presented, second by Dave Murray,
6-0, motion carried.
C. Ordinance 2021-8 -An Ordinance Amending Salary Ordinance 2020-
7, An Ordinance Establishing the Size of the Departments of City
Government of the City of Greencastle, Indiana, Fixing Salaries for
the Employees of Such Department and-Fixing the Salaries of
Certain Other Appointed Officials for the Year 2021(First Reading) -
Motion by Dave Murray to approve Ordinance 2021-8 as presented on
first reading, second by Cody Eckert, 6-0, motion carried.
D. Request for Proposal for Construction Management- Community
Center— No Formal Action Taken
E. City Council Scholarship- Reminder that Council members need to
make their donation to the Community Foundation.
Adam shared that he and the Mayor had a meeting with DePauw
concerning memorandum of understanding about the parking lot south of
the Lilly Center. More information and resolution will be coming.

Motion by Jacob Widner to dismiss at 8:20 PM, second by Dave Murray,
6-0, Motion carried.
