RESOLUTION FOR THE ALLOCATION OF FUNDS RECEIVED THROUGH
THE AMERICAN RESCUE PLAN(ARP)HB 1319
RESOLUTION NO.: 2021-4
ARP established the Coronavirus Local Fiscal Recovery Fund providing direct funding from the federal
government to metropolitan cities, non-entitlement units and counties. Indiana communities are
collectively set to receive around $1.28 billion in two payments, with the first allocation dispersed by 6-
11-21.
ARP requires that the governing body must adopt an ordinance establishing an ARP fund to receive the
allocation. The ordinance should also specifically list the uses as described in section 603(c) that are
applicable to the unit and that the unit envisions utilizing. The ordinance should reference a plan that will
provide the details for the use of these funds.
The plan should be laid out in a way that corresponds to the elements as laid out in section 603 of the
ARP. The ordinance and plan may be amended as any other ordinance or plan as long as the amendment
complies with section 603 of ARP
The Indiana Office of Community&Rural Affairs (IOCRA) is requiring a resolution passed by the
unit of local government to engage in planning following IOCRA's comprehensive, community-led,
holistic,continuous planning ethos.
WHEREAS, the City Council of the City of Greencastle, Indiana anticipates receiving funding from the
Federal Government through HB 1319 known as the"American Rescue Plan"(The Plan)and;
WHEREAS,the City Council of the City of Greencastle, Indiana hereby commits to complete a planning
process for the allocation of funds received through the plan, and;
WHEREAS, the City Council of the City of Greencastle, Indiana planning process for these funds shall
be in accordance with the Indiana Office of Community and Rural Affairs (IOCRA) comprehensive,
community-led,holistic, continuous planning ethos.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Greencastle,Indiana that:
A comprehensive plan for the allocation and expenditure of funds received through the ARP HB 1319 be
commenced, conducted and presented to the City Council of the City of Greencastle,Indiana prior to the
expenditure of any funds received through The Plan.
Adopted by the City Council of City of Greencastle,Indiana this 22nd day of April 2021.
