Doug Record seconded the motion. Motion passed unanimously. Agenda adopted as amended. Approval of Minutes Alan Wheat moved the minutes from the March 12, 2019 regular meeting be approved as printed. Donna Deetz seconded the motion. Motion passed unanimously. Communication Received Sheri Johnston stated no communications have been received. New Business a. Designation of HCJ Art Contest Judge. Janet Mauer spoke about the Jefferson City Art Club and the Historic City of Jefferson and the history of the Heritage Art Contest. The judging will be May 6, 2019 at 6:OOpm at the Capital Arts gallery. The commission agreed to provide a judge for this event and Doug Record volunteered for that role. Nathan Percy moved that the commission should provide a judge for the event and that role should be filled by Doug Record. Steve Hoffman seconded the motion. Motion passed unanimously. Other Business a. City of Jefferson Boards and Commission Reception. Sheri Johnston provided a reminder that the City of Jefferson is hosting a Boards and Commission Reception on April 17, 2019 at City Hall in the Council Chambers from 7:30 am to 9:00 am. b. Gregory Stockard Award. Sheri Johnston reminded the Commission that Jane Beetem was approved as a 2019 Gregory Stockard Award winner during the March 12, 2019 regular commission meeting. The commission had no additional names to put forward for consideration. c. Staff Updates. Sheri Johnston informed the Commission that during the May 14, 2019 regular meeting of the Historic Preservation Commission a community meeting will be held to learn more about the Jefferson City Historic Preservation Plan and provide a forum for the commission along with the public to ask questions and provide comments. Sheri Johnston proposed that the May 14, 2019 meeting start at 5:30 pm in order review additional information and material samples the owners of 407 Lafayette will be presenting to the HPC. Donna Deetz moved to change the start date of the May 14, 2019 meeting to 5:30 pm. Gail Jones seconded the motion. Motion passed unanimously. d. Invitation to participate in a work day for the Caretaker's Cottage. Donna Deetz presented an invitation to participate in two work days on April 13th and 14th starting at 9:00 am for the purpose of working on the rehab of the Caretaker's Cottage within the National Cemetery. Teaching of rehab techniques will be incorporated into the work days. e. The Historic Revitalization Subgrant Program through the National Park Service. Donna Deetz presented the details of this grant the City along with HCJ successfully applied for last month. The School Street Local Historic District (LHD) is bounded on the north by the 600 block of E McCarty St, on the east by the 400 and the west side of the 500 block of Lafayette St and all of School St. The area represents a part of our community's history from the post -Civil War era through the 1960's. The School Street Local Historic District adopted design guidelines that apply to exterior rehabilitation of existing buildings, additions, and new construction. The design guidelines may be viewed at http://www.*effersoncitymo.gov/PPS/Final%20School%20Street%20LHD%20Design%20Guidelines.pd f. Request: The property owner submitted construction permit to complete the following work: • Replace front porch to original size and shape including steps; • Replace roof, soffits • Replace windows and doors. The placement of the windows and doors will not change. Other work being completed is not subject to the design guidelines such as electrical, plumbing, HVAC sheetrock, and sidewalk. Primary Finding: The adopted design guidelines state "when replacement of existing materials and details is required, the new materials shall be similar in appearance, maintaining the original in size, shape, pattern, texture and directional orientation". Staff Recommendations: • Porch replacement to be retained to original size and shape. o The Doric columns with raised plain wood balustrade may be replaced with fiberglass column that is circular with square base. o Porch base infilled with lattice on front and sides. o Railings to be similar to current style. • Front door replacement not to infill transom window (i.e. Transom is to stay although the window may be replaced). The front door to include at least 50% glazing (glass). • Replacement windows shall be similar in sash design and appearance. Windows on structure appear to be of 1/1 ratio with historic profile. • Install a simulated box gutter fascia (soffit) Roof replacement material to be standard tab asphalt shingles. Middle bay entrance= (off -center to right/south) with small raised 1/1 double hung sash to the right end. Broad lintel over wide I/1 to left with two evenly spaced 1/1 sash above. Sip roof dormer with two single light fixed sash. Lower side elevation windows have double rowlock segmental arches. Second floor windows are topped by cornice line of house. Rock -faced limestone sills. Interior end chimney front north elevation. Nearly full -facade porch with Doric columns with raised plain wood balustrade. Front porch base infilled with wood venting on front only; lattice retained on sides. Cornice band missing on north side, exposing flat arches behind. Shed patio cover, rear. History and Significance: Appears on 1923 Sanborn Maw. According to the 1982 survey of black historic sites, the first occupant of this house was P.H. prenger, a local white barber. The 1915. Directory 'lists Martin L. Hayes, chief clerk to the division superintendent at Missouri Pacific Railroad (wife - Nell) as occupants. The 1982 survey identifies every house on the "Lafayette -side of this block" as being occupied by blacks by the mid -1940s. Professor James Seeney, a long-time principal of the Lincoln University Laboratory School and Head of the Department of Education at Lincoln University until his death in the early 1970s, was an occupant of this house in the mid -1940x.
