I. Call to order — 7:00 p.m.
A. Commissioners present — Galen Bruer (Chair), Randy Hughes (Vice
Chair) Brad Kvanbek (Secretary), Gerry Dykhoff and Robin Reid.
B. Also present —Jim Dillman (arrived during item IV B and left during item
IV E) Chad Adams, Carolyn Smith (arrived during item IV C).
II. Additions to agenda. — One, item IV, A (3)
III. Approval of last meeting's minutes. — Approved
IV. Business
A. Park updates —
1. Tree watering at Hamel done by public works.
2. Sunday, 17th Randy saw approximately 24 cars at Holy Name Park,
possibly for a picnic.
3. West Lutheran High School has started practicing at Hamel Legion
Park.
a) They are not using the soccer field more than two hours a
week.
b) They are paying $20 per hour rental, about $300 a week.
c) Robin Reid made a motion that was passed with no
dissentions. The money from the West Lutheran School
should go into the parks capital improvement fund.
B. Hamel Legion Park Plaques —
1. Gerry has put together some costs with contractors' estimates, about
$7,000 not including the roof and plaques for an eight foot wall of brick.
2. Hamel Rodeo has donated $5,000 for the plaques and wall
construction.
3. Hick's concrete agreed to donate the exposed aggregate slab under
the wall.

4. Gerry presented some plaque samples. Discussed places to get
plaques and prices.
5. Discussed names that would go on plaques and level of donation
needed to get name on plaque.
6. Jim Dillman suggested that the wall include the history of the park.
7. We will discuss this more during later meetings.
C. Hunter Drive Trail — This issue was concluded.
D. County Road 101 Trail —
1. Discussed the location of trail.
2. Gerry Dykhoff made a motion that passed with no dissentions. To
recommend the city council approve putting the trail on the bench
(shoulder) of County Road 101 from Hackamore to Highway 55, instead of
an off right-of-way trail.
E. Park Capital Improvement Plan —
1. Discussed progress and content of plan — Jim Dillman will be asked to
help complete the history portion of the plan.
2. Galen presented notes from his inspection.
F. Budget Request —
1. Play ground equipment and boat ramp at Independence Beach Park.
a) $35,000 earmarked for play ground equipment and $15,000
for boat ramp, for 2004 budget.
2. Robin Reid made a motion that passed with no dissensions. To
recommend the city council approve the $50,000 for the playground and
boat ramp at Independence Beach Park and $100,000 for trail
construction in the 2004 budget.
