COUNCIL MINUTES
July 10, 1962
The Council of Bal Harbour Village met for a special meeting on
Tuesday, July 10, 1962 at 9:30 A.M. in the Village Hall.
Present: Messrs. Beatty, Faulkner, Kirkeby and White.
Absent: Mr. Hart.
The Village Manager advised the Council that the Americana Hotel
had contacted Mr. Whitman about using Lot 13 O.F. Section or a portion
of the Business Section of Bal Harbour for a baseball field during the
summer months. After discussion Mr. Faulkner moved to approve the re—
quest of the Americana for use of the Ocean Front lot only, seconded
by Mr. Beatty, the motion was carried.
Mr. Stanley Whitman and Mr. Donald Forfare appeared before the
Council with tentative plans for the proposed shopping center to be
constructed on Area ##5 of the Business Section of Bal Harbour. He
petitioned the Council to amend the Zoning Ordinance to allow building
projections and double decked parking beyond the existing set —back
lines. After discussion Mr. Faulkner moved to amend the Zoning Ordi—
nance to comply with this set of plans and to notify the property
owners within 375 feet of the shopping center that will be affected,
that there will be a public zoning meeting on July 31, 1962. Mr.
Kirkeby seconded the motion. This motion was carried upon vote as
follows: Messrs. Faulkner, Kirkeby and White, Yes; Mr. Beatty, No.
The Village Manager recommended that the Council amend the
Zoning Ordinance to incorporate that the sale of any type of alcoholic
beverages shall not be permitted within 300 feet of a church or school.
After discussion Mr. Faulkner moved that an ordinance be prepared
adopting the 300 foot limitation for the sale of alcoholic beverages
from a school or church. Mr. Beatty seconded the motion and it was
unanimously carried.
Mr. Webb said he now had prices on the Gar Wood garbage equip—
ment he wished to purchase for the handling of the hotel garbage and
trash and that by ordering the equipment which was set up in the City
of Miami Beach specifications for bids we would effect a substantial
saving. He said the financing of the purchase would be done by using
the amount allocated in the new budget for the garbage and trash
contract and from the equipment replacement fund. After discussion
Mr. Beatty moved that Mr. Webb be given authority to purchase two
packers and chassis at the prices of — body $4,497.00, chassis $5,018.73,
making a total of $9,515.73 each, to be delivered about October 11 1962.
The motion was seconded by Mr. Kirkeby and unanimously voted.
There being no further business to come before the Council,
the meeting was adjourned upon motion of Mr. Beatty, seconded by
Mr. Faulkner.
