AN ORDINANCE OF THE CITY OF LY'NWOOD, CALIFORNIA,
REGULATING THE COLLECTION OF SALVAGEABLE MATERIAL
BY CHARITABLE ARID RELIGIOUS ORGANIZATIONS, AND
RESTRICTING THE AREA WHERE SAID MATERIALS MAY
BE LEFT FOR PICK UP AND RESTRICTING THF. NUMBER
OF AREAS.
The City Council does ordain:
Sectioh 1. What Article II is added to Chapter 16 of
the Lynwood City Code to provide as follows:
"Article II. .Regulation of Collection of Salvageable
Materials by Charitable and Religious Organizations.
"Section 16.50. Definitions. Salvage-able material.
Salvageable material is defined for the purpose of this article
as secondhand and/or used mater°i al which is subject to being
salvaged, repaired, renewed, reconstructed and resold by bona fide
charitable and/or religious organizations. A 'salvage collection
area.' is defined for the purpose pf this ordinance as an area
which is set apart and used by an owner or occupant of real
property located in a P--1 or any C zone which real property is
being used. for a P-1 or C use, for the collection of salvageable
material.
"Section 16..51. Salvage material to be .removed thrice
weekly. Every owner or occupant in a P-1 or any C zone in the
City of Lyntivood vaho maintains a salvage collection area on real
property owned: and/or occupied by said person, or who suffers
or permits to be maintained a salvage orccollection area thereon,
shall cause all salvage material .deposited and/or placed in said
salvage area to be. entirely and completely picked up and removed
mom said salvage area and transported to some location where it is
legal to. store said salvage material at .least three times each
and every week.

"Section 16.52. Sale and purchase of salvageable
material prohibited. The sale, purchase, exchange, and the passing
of the possession of said salvageable material from one person to
another within a salvage collection area for a consideration is
prohibited, except nothing herein shall be construed as prohibiting
or restricting the exchange of secondhand and/or used furniture
as a partial payment on thepurchase of new furniture by the
owner and/or operator, and/or occupant of a bona fide furniture
store wherein the principal items of furniture offered for sale
are new in a C-2 or C-2a zone, as these zones are defined by City
Ordinance No. 570; nor shall a.nythi.ng herein be construed as
prohibiting or restricting in any manner the operation of a
secondhand establishment or store in a C-3 zone as that cone
is defined by City Ordinance No. 570, nor shall anything herein
be construed as prohibiting or restricting in any manner the
,~ business of pawnbrokers and junk dealers as their businesses
and activities are regulated by Chapter 19 (Sections 19.1
through 19.11) of the Lynwood City Code.
"Section 16.53. Salvage collection area not to exceed
200 square feet. More than one salvage collection area on premises
used by the owner or occupant for a C or P-]. use is prohibited,
and under no circumstances shall a salvage collection area be in
excess of 200 square feet.'
11Section 16.54. A11 material containerized except as
prohibited. The deposit or placement of any personal property,
things, manner of things, chattels and materials, including but
not limited to salvageable material as defined in Section 16.50
hereof, in or upon any lot or parcel of land where permission,
expressed or implied has been given by the owner or occupant
thereof to deposit or place the same for later pickup, removal
by a person, charitable association, or corporation, religious
association or corporation, or other firm or corporation, is
prohibited., except it be deposited or placed in a water-proofed

container enclosed on three sides and with a roof, with either a
pull down opening or door which closes either automatically or
with ease following the deposit of the materials and the withdrawal
of the hand or hands of the depositor, or a sliding panel which is
capable of being opened and closed easily following said deposit.
All said personal property, things, manner of things, chattels and
materials, shall remain containerized at a].l times except when
the thrice weekly pickup is made. The deposit or placement of
furniture (other than upholstered furniture) and other articles
of personal property which will not go into the container are
prohibited. The deposit or placement of mattresses, bedding and
upholstered furniture upon said lot or parcel of land whether
in a container or otherwise is prohibited.
"Section 16.55. Signs required. Every owner, or occupant
or other, person, firm, association, or corporation responsible
for placing the container in a salvage area shall place and cause
to be maintained on the front of each container a metal, or plastic
sign with dimensions not less than 24" y 24" with letter permanently
imprinted thereon in a contrasting color which shall read as
follows: 'Dumping inside only. Dumping of mattresses, sofas,
or upholstered furniture anywhere on these premises prohibited
by law.'
"Section 16..56. L,xemptions. Nothing herein contained
shall be deemed as prohibiting or restricting the conduct of the
business of the owner or occupant of said lot or parcel of land
for which he holds a valid certificate of occupancy, nor from
any permitted use under and by virtue of City Ordinance No. 570
(Zoning Ordinance) of the City of Lynwood."
Sectioh 2. The City Clerk is hereby ordered a.nd directed
to certify to the passage of this ordinance and to cause the same
to be published once in the Lynwood Press, a newspaper of general
circulation, printed, published and circulated i.n the City of
Lynwood.
First read at a regular meeting of the City Council of

said city held on the 19th day of December, 196'7, and finally
adopted and ordered published at a regular meeting of said Council
held on the 2nd day of January, 1968, by the following vote:
