AN ORDIIANCE OF THE CITY OF LYNWOOD REPEALING
SECTION 16.10 OF CITY ORDINANCE N0. 57C TO
ELIMIDIATE HOME OCCUPATIONS FROM USES REQUIRING
A SPECIAL PERMIT FROM THE PLANNING COMMISSION,
AP4EiQDING SECTIOPd 4.00 OF CITY ORDINANCE N0. 570
TO ADD SUBSECTION 5 THERETO (.HOME OCCUPATIONS),
REPEALING SECTION 20.104 LYNWOOD CITY CODE AND
SECTION 16.10 OF CITY ORDINANCE N0. 570 AMID
ADDIiVG SECTION 20..55-H (HOME OCCUPATIONS).
The City Council of the City of Lynwood does ordain
as follows:
Sectioh 1. Section 4.00. of City Ordinance No. 570
is amended to read as follows:
°iSection 4.00.. R--l. ONE FAMILY ZONE. Use of property.
IQo building or land shall be used or oacupied'.for•, and no
building shall be erected, constructed, established, altered,
enlarged, moved into. or within a zone R-1 which is to be used
or occupied for any purpose other than as follows:
"l. One family dwellings of a permanent character,
placed in permanent locations, with a minimum gross floor area
of 800 square feet.
"2. Accessory buildings and uses provided. that no
garage shall. contain space for more than three (3) automobiles.
°`3. The raising of vegetables, flowers, ornamental
trees and shrubs, on vacant lots, provided that no buildings are
used in connection therewith and that no sales are made on the
premises.
"4. Poultry or rabbits for domestic non-commercial
uses, provided. that such use shall not. violate any other ordinance
of the City of Lynwood, not to exceed a total of twenty-four
(24) birds and/or rabbits.

"5. Home Occupation. (See .Sections 2.00 and 14.12).
"6. One unlighted sign not. exceeding six square
feet in area .pertaining only to the sale, lease, or hire of
the particular building,. property, or premises upon which
displayed. No other advertising signs, structures, or devices of
any character shall be permitted in any R-1 one-family zone
except as provided by Home Occupation licensing procedure.
Sectidh 2. Division 1 of Article II of Chapter 20
of the Lynwood City Code is amended to add to Division 1 of
Article II, Section 20.55-H thereto, to read as follows:
'x20.55-H. HOME OCCUPATIONS.
"(1) APPLICATION. Any person proposing to manage,
conduct or carry on any business within the home at any location
shall file a written application for a license with the City
License Collector on forms prepared and provided the applicant
by said License Collector. mhe applicant shall answer fully
and freely all questions contained in the form of the application
stating. fully the type of business to be conducted, the grounds
for the application and the facts relied upon. The application
shall be accompanied. by a filhg,.•,fee of five dollars ($5.00).
The License Collector in addition to the requirements of this
section, shall mail to the residents or property owners within
said radius of .150. .feet of the location of the proposed business
postcards stating the following:
"(a( The type of business to be conducted,
and the following:
"(b) `Unless written objection is filed
at my office within .ten (10) days from the date this postcard
was mailed, provided the applicant is otherwise qualified by law
and ordinance, I shall issue a Home Occupation License to applicant.
An answer by you on the .reply postcard attached: "I do object to
the business etc„ " and the :receipt of the card within said ten
(10) day period in the License Collector's Office shall constitute

sufficient compliance.'
"(2) SETTING APPLICATION POR PUBLIC HEARING.
If an objection has been filed in the Office of the License
Collector pursuant to Subparagraph (b) of Subsection (1) hereof,
the License Collector shall forthwith norify the Secretary of
the Planning Commission in writing. The application for Home
Occupation shall then be set for public hearing by the Secretary
of the Planning Commission, the date 'of the first of which
hearings shall be not .less than 15 days nor more than 50 days
from the date of the filing of .the notice by the License
Collector with the .Secretary of the Planning Commission that an
objection has been filed.
"(3) NOTICE. Notice of the. time and place
of such hearing shall be given to the applicant and to the
objector by. the Secretary of the Planning Commission by
registered or .certified mail at least .ten (10) days prior to
the date set for the hearing. No other or additional notice
shall be required unless otherwise directed by the Planning
Commission.
"(4) CONDITIONS AND RESERVATIONS. Any
license granted hereunder shall contain the following conditions
and reservations which the City. Council hereby adopts as part
of this ordinance:
"l. The carrying on of any business within
the home shall be as a secondary use.
"2. The business shall not .occupy .more than
400 sq. feet. per 25~ of the ground floor space, nor any part
of the garage.
"3• No employees or assistants shall be
engaged for services on the premises.
"4. No stock in trade shall be kept for
display purposes on the premises.
"5. The use shall not generate pedestrian
or vehicular traffic in excess of that. customarily associated with

the zone or district in which the use is located.
"6. The use shall not be such as to require
delivery, by commercial vehicle, of supplies or materials to
or from the premises.
"7 No use will be permitted which by
reason of color, design, materials,. construction, lighting,
signs, sounds, noises or vibrations alters the residential
character of the premises or which unreasonably disturbs the
peace and quiet of the neighbor(s).
"8. The use shall not be such as Lo create
excessive demand for municipal or utility services or community
facilities beyond those actually and customarily provided for
residential uses.
"9. The following occupations are
specifically excluded: Real. estate sales, beauty shops, doctors'
offices, barber shops, cleaning and dyeing, and shoe reapiring.
"10. Stored. materials used in connection with
the home occupation shall not exceed 3-00 cubic feet nor stand
more than six (6) feet in height, .from floor level. Total
business usage will not increase the fire load by more than 5%.
"11. Tne building and fire prevention
inspectors shall have. the right of reasonable inspection as with
any other business within the. city for t'ne purpose of protecting
the general health and vaelfare.
"(5) PUBLIC HEARING, REVOCATIONS AND APPEALS
GOVERNED BY CERTAIN SECTIONS OF CITY ORDINANCE D10. 570. That
the conduct of public hearing, revocation of a home occupation
license and appeals shall be governed by Sections 16.36 through
16.39 of City Ordinance No. 570 .and said sections are hereby
incorporated .herein by reference and made a part hereof as
though fully set forth in this place.
"(6) CLERK TO ISSUE IN ABSENCE OF OBJECTION.
If applicant shall comply with subparagraph (l) hereof and no

objection has been filed in accordance with subparagraph (b) of
subparagraph (1) hereof and applicant shall have been .notified by
the City License Collector of the 'conditions and reservations°
contained in subparagraph (4) hereof, the Clerk shall, upon
payment of the license .fee provided in hereof, issue to applicant
a home occupation license.
"(7) IF OBJECTION SUSTAINED AND APPLICATION DENIED
BY PLANNING COMMISSION, ACTION FINAL. The decision of the
Planning Commission after a hearing as provided in subparagraph
(5) shall be final.
"(8) HOME OCCUPATION, LICENSE FEE. The license
fee shall be fifteen dollars ($15.00.) .per .year for every person
managing, conducting or carrying on any business within the
home."
Sectioh 3: Section 16.10 of City Ordinance No. 570
and .Section 20.104. of the Lynwood City Code are hereby repealed.
Section 4. The City Clerk is hereby ordered and
directed to certify to the passage of this ordinance, and to
cause the same to. be published in the Lynwood Press, a newspaper
of .general. circulation, printed: and circulated in the City of
Lynwood.

said City. held on the 21st day of November , 19.67, and
finally adopted. and ordered published at a regular meeting of
said Council. .held on the 5th. day of December , 1867,
