ORDINANCE N0. 822
AN ORDINANCE OF THE CITY OF LYNWOOD AMENDING CITY
ORDINANCE N0. 570 AS FOLLOWS: 1. AMENDING THE
DEFINITION OF "REST HOME" ON PAGE 8 THEREOF, 2.
ADDING SECTION 3.03 PROHIBITING HOMES FOR THE
AGED, HOMES FOR THE CARE OF THE MENTALLY DEFICIENT
(BOTH ADULTS AND CHILDREN), HOMES FOR NARCOTIC
ADDICTS, HOMES FOR ALCOHOLICS, HOMES FOR CERTAIN
TYPES OF RETURNEES FROM STATE AND COUNTY INSTITUTIONS,
AND ALL HOMES OF A SIMILAR CLASSIFICATION, 3. ADDING
SECTION 3.04 TO PROVIDE THAT WHERE THE TYPES OF
PATIENTS OR INMATES INCLUDE THOSE BOTH WITHIN AND
6JITHOUT THE CATEGORIES DESCRIBED IN SECTTON 3.03, THE
LATTER SECTION SHALL BE DEEMED TO CONTROL THE USE,
4. ADDING SECTION 3.05 TO REQUIRE SITE PLAN APPROVAL,
AD]D 5. ADDING SECTION 3.06 TO MAKE SECTIONS 16.40
THRU 16.55 GOVERNING SPECIAL USE PERMITS PROCEDURE
APPLICABLE.
`.I'he City Council does ordain:
Section 1. The definition "Rest Home" as contained on
page 8 of City Ordinance No. 570 is amended to read as follows:
"Rest home shall mean a dwelling having only one kitchen
and used for the purpose of providing for pay or compensation of any
kind comp sited by day, week or month for one or more persons, meals,
lodging, nursing, dietary and other personal services rendered to
convalescents, invalids, aged persons, but excluding cases of the
following: 1. cases of contagious or communicable diseases, and
2. The' performance of surgery or primary treatments such as are
customarily provided in sanitariums or hospitals."
Section 2. Section 3.03 is hereby added to City Ordinance
No. 570 to read as follows:
"Certain types of Commercial 'homes' excluded from any
of the 'R' Zones except pursuant to Special Use Permit. No building
or land shall be used and no building shall be erected, constructed,
altered, established or enlarged, moved into or within any of the
'R' Zones which is designed, planned or intended to be used for
any of the following purposes: 1. A home for the aged, 2. A home
for persons either addicted to narcotics or those wherein the
addiction has been arrested but who continue to receive treatment
or therapy and have not been certified in writing by the
Superintendent of a recognized institution for treatment of persons
addicted to narcotics as cured, 3
A home for alcoholics, 4. A

home for returnees from State or County institutions, and 5. A
home for persons with afflictions or characteristics similar to
those described in subparagraphs 1 thru 5, except pursuant to a
Special Use Permit from the Planning Commission of the City of
Lynwood.
The provisions of this Section shall apply to all homes
and buildings described by this Section whether the home or
building falls within the definition of a boarding house, a lodging
house or a rest home as they are defined in this ordinance."
Section 3. Section 3.04 is hereby added to City Ordinance
No. 570 to read as follows:
"Where patients or inmates are both within and without
categories described in Section 3.03 to prevail. Any home or
building which includes patients or inmates both within and without
the categories described in Section 3.03 shall nevertheless be
subject to all the provisions of Section 3.03."

Section 4. Section 3.0~ is hereby added to City Ordinance
No. 570 to read as follows:
"'Site Plan Approval.' Site Plan Approval by the Lynwood
Planning Commission is required for the uses described in Section
3.03."
Section 5. Section 3.06 is hereby added to City Ordinance
No. 570 to read as follows:
"Procedure for Special Use Permit. The procedure governing
applications for Special Use Permits required by Sections 3.03 and
3.04 shall be that provided by Sections 16.40 thru 16.55 of City
Ordinance No. 570."
Section 6. The City Clerk is hereby ordered and directed to
certify to the passage of this ordinance and to cause the same to be
published once in the Lynwood Press, a newspaper of general
circulation, printed, published, and circulated in the City of Lynwood.
First read at a regular meeting of the City Council of said
City held on the 21st day of February 1967, and finally
adopted and ordered published at a regular meeting of said Council held
