ORDINANCE N0. 807
AN INTERIM ORDINANCE OF THE CITY OF LYNWOOD AMENDING
CHAPTER IV, V AND VI OF CITY ORDINANCE N0. 570 PRO-
HIBITING BOARDING HOUSES, LODGING HOUSES AND REST HOMES
WITIIIN ANY "R" ZONE IN THE CITY OF LYNWOOD PENDING STUDIES
BY THE PLANNING COMMISSION UPON THE SUBJECT OF WHETHER
OR NOT TO REZONE THESE USES.
The City Council of the City of Lynwood does ordain as follows:
Section 1. Chapter II (Definitions) of City Ordinance No. 570
is amended as follows, on page 3 of said ordinance:
"BOARDING HOUSE shall mean a dwelling having only one kitchen
and used for the purpose of providing meals and lodging for pay or com-
r;ensation of any kind computed by day, week, or month for one or more
persons not constituting members of the family occupying such dwelling.
Boarding house shall not include rest homes, sanitariums, or homes for
the aged."
On page 6 of said ordinance:
"LODGING OR ROOMING HOUSE shall mean a dwelling having only one
kitchen and used for the purpose of providing for pay or compensation of
any kind computed by day, week, or month for one or more persons not
constituting members of the family occupying such dwelling. Lodging house
shall not include rest homes, sanitariums, or homes for the aged."
Section 2. There is hereby added subparagraph 7 of Section 4 of
Chapter IV of City Ordinance No. 570 which shall read as follows:
"Notwithstanding anything provided in the first paragraph of
Section 4.00 no land or building in an R-1 Family Zone shall be used or
occupied for, and no building shall be erected, constructed, established,
altered, enlarged or moved into or within an R-1 Zone which is to be used
or occupied for a boarding house, lodging house or rest home."
Section 3. Section 6 of City Ordinance No. 570 is amended to
read as follows:
"R-3 MULTIPLE FAMILY ZONE. iJse of property. No building or land
shall be used or occupied for and no building shall be erected, .constructed,
established, altered, enlarged, moved into or within a zone R-3`"which is
to be used or occupied for any purpose other than as follows:
"l. Any use permitted in R-2 two-family zone, and when so
used subject to all the provisions contained in the Section defining
said zone.
"2. Multiple dwellings.
"3. Group houses.
"4. Private clubs, fraternities, sororities-and lodges,
excepting those the chief activity of which is a service customarily
carried on as a business.
"5. Hospitals (except veterinary, mental, dog and cat, clinics
and kennels) sanitariums, institutions of an educational (except music,
dancing, trade shcools) and philanthropic nature (except correctional
and mental).
"6. Accessory buildings and uses customarily incident to any
of the above uses, when located on the same lot and not involving the
conduct of a business.
"7. Identification signs not exceedings twenty (20) square
feet in area for multiple dwellings, clubs, lodges, hospitals, insti-
tutions, and similar permitted uses, and signs not exceeding twelve
(12) square feet in area appertaining to the sale or rental of the
property on which they are located; provided, however, that no name
plate or advertising sign of any other character shall be permitted, except
as provided by Home Occupation Licensing procedure."
Section 4. The City Council pursuant to the provisions of
Section 65858 of the Government Code deems that it is necessary for the
immediate preservation of the public safety, health and welfare that this
ordinance go into immediate effect for the following reasons:
The City Council has requested the Planning Commission to
conduct studies toward rezoning "Boarding Houses, Lodging Houses and Rest
Homes" and to make recommendations to the City Council.
The City Council is satisfied that the Planning Commission in
good faith and within a reasonable time intends to conduct said studies
for the purpose of making said recommendations to the City Council.
The City Council pursuant to Section 65858 of the Government

Code adopts this temporary interim ordinance prohibiting such uses in
all R Zones as an urgency ordinance.
Section 5. The City Clerk is hereby ordered and directed to
certify to the passage of this ordinance and to cause the same to be
published once in the Lynwood Press, a newspaper of general circulation,
printed and published in the City of Lynwood.
First read and finally adopted and ordered published at a
regular meeting of the City Council of the said City held on the 20th
day of September, 1966, by the following vote:
Ayes: Councilmen Byork, Duncan, Siokos, Smith Stevens
Noes: Councilmen None
Absent: Councilmen nr^nP
