HomeMy Public PortalAboutResolution 01:175No. 01-175 Date uf Adoption June 7, 2001 AUTHORIZING A PROFESSIONAL SERVICE CONTRACT FOR ENGINEERING SERVICES T & M ASSOCIATES WHEREAS, there exists a need for specialized engineering services in connection with the Borough of Carteret's sewerage treatment plant demolition project; and WHEREAS, the Borough's Engineer, T & M Associates submitted a proposal, dated May 29, 2001, for engineering investigation and design services and closure plan preparation in an amount not to exceed $17,800.00 and for contract administration and inspection services not to exceed $11,$00.00; and WHEREAS, the Mayor and Council have reviewed the Engineer's proposal; and WHEREAS, the Chief Financial Officer has certified that funds are available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: l. The proposal from T & M Associates, dated May 29, 2001, for investigation and design engineering services and closure plan preparation for a total cost not to exceed $17,800.00 for said services is hereby approved; 2. The proposal from T & M Associates for contract administration and inspection services at a total cost not to exceed $11,500.00 is hereby approved; 3. Annexed hereto is a copy of the proposals; 4. This action is approved without competitive bids as an award of a professional service contract. A notice of this award shall be advertised as required by law. Al! wastewater gen~_a~d in thc Borough is now conveyed to this pump ~ation and pumped to the Middlesex Co,.mty Utilities Authority (MCUA). The wastewater treaU~ent plaut generally eonsis'ts of a 60 x i00 briel¢ and ma~omy main building, a bu/lding, several junction box chambers, miscellaneous piping, aad four large inground concrete tanks (two clal'ifie~s and two xapid sand filter structures). There are several other chambers dt~ including the gdt chamber at the head of the plant, a wet well and dry well within the mare building, floceing channels alongside the main building and the chlorine contact lank. In order to assist the Borough with the STP demolition, we will prepare a closure plan, prepare plans and specifications for bidding the project and provide contract administration and inspection services during the demolition work. The detailed scopo of services is as follows: I. Prepare a plan to comply with NJDEP requirements regarding closure of the facility. Complete the necessary psp__erwoflc and c~o~i,,*e the DEP field inspections of the plant closure ac. tivi~es. 2. Investigate the areas o~ settlement that are occurring around and under the Sewer Depastment office lxailer. Investigation will include ~ inspection of storm sewer and possibly excavation of problem areas to identify the cause of the settlement. TV inspection an&hr excavation costs are not included. Ihase costs will be borne by the Borough under a separate purchase order. 3. Prepare an application to the Freehold Soil Conservation district for certification of a Soil Erosion and Sediment Control Plan. Prepare an overall plan depicting the structures to bo demo'hshed and demolition specifications for removal of all STP equipment and demolition of all s'a'Uctures including thc main building, thc chlorine building and the miscellaneous ~,k.~ and chmmbers. Drawings will be prepared using existing plans and it is ossumed that tar& depths can -~. obtained from existing plans or will be obtained by Borough p~rsonnel. Disconnection and/or demolition of uny utilities will be coordinated or addressed in the plarm and specifications as required. 5. The contr0.ct documents will include site restoration including tilling of ranks, site grading, and surface treatment such as stone cover or topsoiling and se,~ding. Also included will be .~torm sewer repairs or backfill of scaled ar~as as required in the vicinity of the S~ver Department office. 6. Upon review of the plunc and specifications by the Borough and anthorization to advertise, we will prepare the proje, et for bidding and receive bids approximately 3 to 4 weeks after advertising. Wo will review the bids and mske a reconunendation of award. 7. Upon BoroUgh award of the contract, we will prepare contract~ and forward them to thc contractor for execution. Upon i¢c¢ipt of ~xecuted cont~a~ts from the COntractor, wc will review sam~ ~nd forward them to thc Borough for attorney v~vicw and execution by the Borough. $. We ~il] arrange for and attend a pre-construction meeting with the contractor, the Borough, and any ~/ffected utilities. 9. Perform COntract aclminlstmtion duties including coordination with the contractor, coordination with the Borough, miscellaneous' corre~ondance and preparation of payment certiticates and change orders, as neee~mty. 10. Based on a visual inspection of the interior of thc rani, STP building, ther~ is asbestos .containing material present that must be properly identified, and removed and disposed of ,u an environmentally acceptable manner. Therefore, we will a~sist thc Borough in hiring a professional ~nviroumcntal firm to conduct an asbestos surv~y and prepare bid documents for removal and disposal..
