Regular Council Meeting Changed from
September 13th to September 6th
City council meetings are typically scheduled the second and fourth
Tuesdays of the month at 7:00 p.m. at City Hall. However, council recently
voted to change the September 13th meeting to September 6th so that
staff and elected officials could attend the following public forum:
Canadian Pacific/Kansas City Southern Merger
Public Forum on September 13th
Canadian Pacific (CP) is holding a public form on their merger with Kansas
City Southern on:
Tuesday, September 13th
6:00 p.m. - 8:00 p.m.

You're invited to attend to learn more about the merger and its impact on
Riverdale, as well as provide your comments to CP. In fact, you can pre-

The focus of this meeting is on the Canadian Pacific merger and our
preferences as a community on how to respond; however, all topics are
welcome!
Bicentennial Park Construction Update
Bicentennial Park (including the playground) will be closed during construction of the emergency access route.
Construction is scheduled to begin on September 6th and is expected to be completed by late September/early October.
Intermittent road closures on Circle Drive can be expected as we re -route and re-grade the driveway out of the parking lot
to accommodate emergency vehicles. However, access to residential properties will still be available via
Manor/Fieldcrest/Circle.
The park, playground, parking lot, and facilities (read water fountain!) will reopen when the project is complete. During
construction, the portable toilet will be moved to Volunteer Square Park. Peggy's Park will be open during construction;
Peggy's Park has a playground, picnic tables, and a portable toilet. We apologize for any inconvenience this may cause
in the interim.

Dog Bites on the Rise in the US
According to the American Veterinary Medical Association, more than 4.5 million people are bitten by dogs each
year in the US; at least half of those bitten are children.
What can you do to prevent dog bites?
• Socialize your dog so it knows how to interact with other animals and people.
• Be a responsible pet owner; keep dogs on leashes (which is also our city's ordinance!).
• Educate your family about how, or whether, to approach a dog.
• Avoid risky situations; if you know of an aggressive or unleashed dog, don't approach it!
Riverdale City Ordinance 55.12 Owner's Duty reads:
It is the duty of the owner of any dog, cat, or other animal which has bitten or attacked a person or any person
having knowledge of such bit or attack to report this act to a local health or law enforcement official. It is the duty
of physicians and veterinarians to report to the local board of health the existence of any animal known or
suspected to be suffering from rabies.
Report animal bites directly to the Scott County Animal Control Officer (located at the Humane Society of Scott
County) at 563-388-6655.
Report domestic animals on the loose/unleashed to City Hall at (563) 355-2511. The City will contact the
appropriate authorities for assistance.
Please do your park to keep our community safe for children, adults, residents, visitors, other pets, and wildlife.
Mayor(s) in Training
Between late March and mid-June, Riverdale welcomed four
new residents to the Pleasant Hills neighborhood:
(L-R): Rosen Welding, Hudson Kroeger, Elohi Mayor Heddlesten and
Griswold, Lars Heddlesten Mayors in Training
It doesn't happen very often that four babies in the same
neighborhood are born within 11 weeks of each other! And
two share a middle name! We hope these kids build lifelong
friendships and even consider running for the office of mayor
someday.

September Survey Question
The City is updating its sewer rate ordinance;
look for changes coming this winter!
Rates will increase; therefore, bills will be
higher. The average residential sewer bill is
expected to increase from $5/month to
$30/month over the next 7 years.
Taking higher bills into consideration, would
you prefer to continue to be billed quarterly or
would you prefer a change to monthly billing?

City Celebrates Achievements: Dedication Ceremony on September 2nd
The City recently received certification on two monarch waystations! Both the
Volunteer Park and MRT Parking Lot Waystations were recently established by
the Monarch Waystation Program. Monarch waystations are places that provide
resources necessary for monarchs to produce successive generations and sustain
their migration. Learn more about it at www.monarchwatch.org.
The City also recently installed a much anticipated bicycle repair station at the Bellingham
Bike Stop! We hope this equipment is useful to cyclists for years to come.

Love Your Leaves?
Autumn gives us the most beautiful kaleidoscope of colors to admire. However, fallen leaves present a
conundrum: "leaf" them be, re-use them, bag them?
1. Mix. Mix leaves right into your garden. Next spring, your soil will be teaming with earthworms and other beneficial
organisms.
2. Compost. Make compost for a valuable soil amendment. If you're not already composting, now is a good time to
start!
3. Mulch. Leaves make an excellent protective mulch for vegetable crops, berries, and ornamental shrubs.
4. Mow. Lawns benefit from a thin layer of leaves; it improves the soil, lessening the need for fertilizer in the spring.
5. Insulate. Leaves make a good insulating layer for cold-hardy vegetables and root crops stored in the ground - such
as carrots, kale, leeks, and beets.
6. Leave. Fallen leaves provide wildlife, especially pollinators, with some winter
cover.
7. Burn. The City of Riverdale allows leaf burning (unless a ban order is in effect

Project Update: Availability of
Draft Environmental Impact Statement
ENVIRONMENTAL IMPACT STATEMENT
CP-KCS RAILROAD MERGER
The Surface Transportation Board’s Office of Environmental Analysis
(OEA) is pleased to announce that the Draft Environmental Impact
Statement (Draft EIS) for the proposed acquisition of Kansas City
Southern Railway (KCS) by Canadian Pacific Railway (CP) is available
for review. The The Draft EIS analyzes the potential environmental
impacts of the proposed acquisition, including impacts related
to expected increases in rail traffic ranging from 8 to approximately
14.4 additional trains per day, on average, on CP and KCS rail lines
between Chicago, Illinois and Laredo, Texas.
OEA will hold public meetings and receive comments from the
public. The meeting schedule, instructions for submitting comments,
and other project information are available below and on the Board-
sponsored project website at www.CP-KCSMergerEIS.com.
