ORDINANCE NO.
AN ORDINANCE CREATING THE OFFICE OF CITY CLERK- TREASURER AND
NAMING THE DUTIES OF THE OFFICE.
Be It Ordained by the Council of the City of Tiffin, Iowa:
SECTION 1. There is hereby created the office of City Clerk-Treasurer
to be appointed by the city council at the first meeting of January following a
regular city election for a two-year term commencing on that date and continuing.
until a successor is appointed and qualified.
SECTION 2. The city clerk-treasurer shall have the following duties:
1. Oaths: He shall administer oaths of office to any city officer who is
required`to give an oath.
2. Secretary. Attend all meetings of the council and its committees. He
shall record and preserve a correct record of the proceedings of such meetings
and post.a summary of council proceedings immediately after each regular or
special meeting, in the manner required by law. He shall post all ordinances
immediately after passage and approval by council, and keep an ordinance book,
authenticating each ordinance and certifying as to the time'and manner of pub-
lication.
3. Accounting.' He shall be the chief accounting officer of the city and;
A) Keep separate accounts for every appropriation, department, public
improvement or undertaking, in the manner provided by law.
B) Keep an account of all cash, investments, accounts receivable and
property received by, due to, or in the custody of the city and to give
a receipt immediately upon cash coming into his hands specifying the date,
from whom,' for what account, and record each transaction in the correct
fund as required by law, and council direction where not specified by law.
C) Keep accounts for cash disbursed, purchase and contract commitments,
and property disposed of or sold'by the city, specifying the date and to
whom paid and record each transaction in the correct fund as 'required by
law, and council direction where not specified by law.
D) Maintain the budgetary accounts required by law or rules of the city
finance committee of the state, and as further directed by council as
permitted by law.
E) Prepare and publish all financial and budgetary reports required by
law and the council, and the list of claims in the manner specified by law.
4. .Custody of funds, the treasury.
A) Immediately upon receipt of moneys to be held in his custody and belong-
ing to the municipality deposit the same in banks selected by the council in
amounts not exceeding the monetary limits authorized by the council.
B) File the council's depository declaration with the county and state
treasurers in January each year and at other times when necessary.

C) He shall reconcile the bank statements with his books and certify
monthly to the council the balance of cash and investments of each
fund and amounts received and disbursed.
D) Invest all idle funds and other funds as directed by the council in
accordance with law and make reports to the state auditor as required
by law.
E) Pay all claims against the city only upon council order.
F) He shall be treasurer of all boards and commissions.
5. Debt Service.
A) He shall sign all evidences of indebtedness, coupons, or certificates
as required by law of a city clerk or treasurer.
B) Keep a register of all bonds outstanding and record all payments made
of interest and principal.
6. Records,
A) Have custody and be responsible for the safekeeping of all records or
documents in which the municipality is a party in interest unless otherwise
specifically directed by law or ordinance. File and preserve all receipts,
vouchers, and other documents kept, or that may be required to be kept,
necessary to prove the validity of every transaction and the identity of
every person having any beneficial relation thereto. He shall, upon order
of the council, destroy all vouchers and minor records when over ten years
old, except the permanent records specified fdr retention by law.
B) Copies of records. Furnish upon request to any municipal officer a
copy of any record, paper or public document under his control when it
may be necessary to such officer'in the discharge of his duty. He shall
furnish a copy to any citizen when requested upon payment of the allow-
able charge set in the law or resolution of council.
7. Seal.
Affix the seal of the corporation to those public documents or instruments
• which by law.or ordinance are required to be attested by the affixing of the
seal, or as directed by the mayor or council.
8. Petitions-and communications. Keep and file by number and date all communi-
cations and petitions directed to the council or to the city generally. He shall
endorse thereon the action of the council or to the city generally. He shall endorse

cations and petitions.
9. Licenses and permits. Issue all licenses and permits approved by the council,
and keep a record thereof which shall show the date, number and to whom issued,
and for what purpose,

10. Appointments. He shall keep a record of all appointments, notify all persons
appointed by the mayor or council to office of such appointments and the time of
taking office.
11. Perform other duties as specified by the council by resolution or ordinance.

SECTION 3. Compensation. He shall be paid such compensation as
specified by council resolution.
SECTION 4. Repealer. All ordinances or parts of ordinances in conflict
with the provisions of this ordinance are hereby repealed. The office of treasurer
heretofore existing is abolished as of August 13, 1975.
SECTION 5. Effective Date. This ordinance shall be in effect after its
final passage approval and publication as provided by law.
