City Wide Clean Up Day – October 15th
As part of our contract with Republic Services, we have twice annual
clean up days for bulky items. Please have all your items to the curb
no later than 6 a.m. on the 15th for collection. It is recommended to
place them out the night before. At 10:30 a.m.,
meet at Van Gundy Park at the corner of State Street
and Kensington Street and join us in cleaning up
Riverdale and the Quad City region in partnership
with the Mississippi River Cities and Towns Initiative
(MRCTI) as we help eliminate and quantify potential
plastic pollution headed to the Gulf of Mexico. Participants will be
provided access to a cell phone app to help track pollution. Learn

The 100th Fire Prevention Week – October 9th-15th
Did you know that the US Fire Administration reports
that the top reason for structure fires is cooking? Yet
only 43% of Americans own a fire extinguisher, and
only 59% have working smoke detectors! We urge all
Riverdale residents to update their fire safety
equipment as often as possible. Learn more by scanning the QC code.
Chili Cook Off – October 8th
Join the Riverdale Fire Department and many other regional departments
in the inaugural Quad Cities Firefighters Chili Cook Off!
The event will be held outdoors at the Isle of Capri covered
parking lot from 1:00 p.m. to 4:00 p.m. $10 entry fee
benefits Firefighter Benevolent Funds. Scan the QR code

Library Feedback Requested!
Annually, we invest around $16,000 in
the regional Scott County Library
System as we do not have our own
library. One of the major benefits to us
in Riverdale is the Bookmobile stopping
at several locations every three weeks.
We can also check books out and return
them at the Scott Community College
Library, right here in Riverdale, as well as access a variety of online resources
such as the Libby App on cell phones/tablets and a plethora of genealogy
information.

It Flows Downhill!
The City of Riverdale has been very fortunate to have one of the lowest sewer bills in the State of Iowa for several years an d a
rate change hasn't occurred since 2019. Rate increases are necessary for two major reasons:
1) To pay for several sewer upgrades throughout Riverdale that were completed over the past 3 years to reduce inflow
and infiltration into our local sewer system per EPA requirements.
2) To pay for system upgrades to the Davenport wastewater facility which are also required by EPA requirements. We
are partners in this facility with Panorama Park, Davenport, and Bettendorf.
The last ordinance rate change was completed in 2014, which set annual increases from 2015 through 2019. Recently, council
engaged PFM Financial Advisors, LLC, from Des Moines to review the rates, expenses, and our future growth to propose a new
rate structure that will extend 7 years. Council also applied $64,000 in ARPA funding from the federal government to our sewer
capital projects to keep rates as low as possible.
What does this mean for you?
• Based on last month’s survey response – we will keep billing QUARTERLY
• The rate increases are expected to pass via new ordinance shortly and go into effect on January 1, 2023
• You should see your first increased bill in APRIL 2023
• You can join our committee to reassess these rates going forward by emailing mayor@riverdaleia.org

More Derecho Recovery Completed
Thanks to Mark Griswold & Marcus Welding for reaching out about
getting a new tree planted in the Elmhurst Lane circle! Marcus and his
family were able to get bids on trees and the City had this new one
purchased and delivered for Marcus to plant on City property. Thank
to the Elmhurst neighbors for working on this project!! If you’re
interested in volunteering for a City project, volunteer forms are
available at City Hall.

Farewell Former First Lady
From August 26th through internment, City of Riverdale flags
were lowered in honor of former First Lady of Riverdale, Lois
Kempton, of Circle Drive. She was an important part of our
community, and she will be greatly missed by
many! Thanks to all of those who attended her
memorial in September.

MRT Ribbon Cutting:
Thanks to those who joined us, including the
Quad City Bicycle Club and Quercus Land
Stewardship Services, at the ribbon cutting
in September for the new bike repair and
monarch way stations.
City Hall Realignment Has Begun!
With recent departures of City staff, council has started to rehire and realign City positions. Our new City Hall
layout will be as follows:
• City Administrator (on call/contract): Brent Hinson (this position is part-time, hourly, and will be phased out)
• Clerk: Kelly Krell (this position is full-time, salaried)
• Deputy Clerk: TBD (this position is part-time, hourly, and applications are being accepted through 9/30/22)
• Public Works/Code Enforcement: TBD (this position is full-time, salaried, and you can apply soon)

What Council Actions Were Taken in September?
September was a particularly busy month for City Council! 3 ordinances and 12 resolutions were considered before council
this month:
Ordinances:
1) Updating the code for lawncare requirements to be more easily measured and enforced
2) Updating sewer rates for 2023-2029
3) Updating sewer code for unpaid charges to match state code requirements
Resolutions:
1) Establishing bow & arrow season for deer & coyote within city limits
2) Engaging TIF counsel to update TIF payment documentation
3) Transferring TIF payments from Woods Construction & Development to Woods S&K Capital
4) Change order for Sanitary Sewer Rehab
5) Amending Sanitary Sewer Rehab Project
6) Change order for Bicentennial Park Emergency Access
7) Initial Payment for Bicentennial Park Emergency Access
8) Issuing contract to Humane Society for management of stray and neglected animals
