ORDINANCE N0, 769
AN ORDINANCE AMENDING SECTIONS 15,1 AND 15.2,
ADDTNG SECTION 15,4 AND AMENDING~ SECTI~NS 15.5,
15,6~ 15.10 AND 1~,16 LYNWOOD CITY C~DE~
The City Couneil of the City o£ Lynwood does ordain as
follows:
Section 1. That Section 15.1 Lynwood City Code is hereby
amended to read as follows:
"Section 15,1. Definitions.
"For the purpose of this chapter, the following words and
phrases shall have the meaning respectively ascribed to them by this
section.
"Combustible rubbish shall mean paper and rags, except paper
and rags from the offices, businesses, and institutions described in
Section 15.4, diacarded household. bedding, excelsior or other packing
materials, cartons, boxea or containers of wood or fiber, sawdust or
shavings from lumber yards, mills, factories or shops, lumber scraps,
wood. or wood.en articles, grass, trees, plants, vines and the prunings
thereof, Combustible rubbish shall not include dirt, sweepings or any
discarded material whatever from the o£fices, lausinesses and institu-
tions described in Section 15,4.
"Garbage shall mean all animal and vegetable refuse of kitehens,
households or restaurants, or household waste which has been prepared
for or been used for food or shall have resulted from the pregaration
oP food, or table refuse or oFfal, and every accumulation of all
animal, vegetable, and other matter attending the preparation, con-
sumption, decay, dealing in or storage of ineats, fish, fowl, fruits or
vegetables, and. shall include all garbage which shall have reaulted
from the sorting or the commercial preparation or procesaing of food
products, except garbage shall not include the material and waste
described in Section 15,4 which shall be handled in the separate cate-
gory established therefor by said Section 15,4,

"Noncombustible rubbish shall mean ashes, bottles, cans,
broken glass, crockery, earthenware, tin cans, tinware, wire, wire
netting and other articles of discarded metal or stone of less than
20 pounds in weight each, automobile tires and tubes~ batteries, metal
kega, barrels or casks,
"Noncombustible rub~ish shall not include any of the
material and waste described in Section 15,4 which shall be handled
in the separate category established therefor by said section.
"Noncombustible rubbish shall also include rocks, stones,
bricks, plaeter, mortar or other building materials whether com-
buetible or noncombustible, except that the quantity of these materials
be limited to eighty pounds per week per service."
Section 2, ~zat Seetion 15,2 Lynwood City Code is hereby
amended to read as followst
"Section 15,2, Collection and disposal of garbage, ete,,
generally.
"The purpose of this chapter is to provide rules and regu-
lations Por the collection and dieposal of garbage, rubbish and (in
a separate category), waste and discarded material from d.octorst
offices, dental offices, convalescent homes, hospitals, animal hospitals,
veterinarianst offices, and other institutions and businesses in the
city wherein the treatment of human beings and animals is either
directly or indirectly involved, A service to the citizens of Lynwood
in the general category of rubbish and garbage collection is to he
performed either through a contract between the city and an independent
contractor or by city forces, without pre~udice to the right of private
businesses, inatitutions and individual persons to contraet separately
with duly licensed contractors for the disposal of rubbish, garbage
and other waste material. No rubbish~ garbage, or waste material of
any description shall be removed by the city from doctors~ offices,
dental of£ices, convalescent homes, hoapitals, animal hospitals,
veterinarians~ o£fices, and. other institutions and businesses in the
city wherein the treatment of human beings and animals is either

directly or indirectly involved, eXCept that the City Council by
resolution may provide £or such a removal and disposal service to
said offices, institutions and places of business."
9ection 3. That the Lynwood City Code is hereby amended.
by adding a new Section 15.4, to read as follows:
"Section 15.4. (a) Disposal of waste material from doctors='•
offices, dental offices, convalescent homes, hospitals, animal hospitals,
veterinarianst offices, All garbage, putrescible matter, rubbish and
waste material, except magazines, newspapers, brochures, stationery
and other writings which have been d.isplayed and used for reading,
writing or other communications purposes only, from doctorst' offices,
dental offices, convalescent homes, hospitals, animal hospitals,
veterinarians= offices and other institutions and. businesses in the
city wherein the treatment of humans and animals is either directly
or indirectly involved, shall be kept in watertight receptacles with
close fitting lids securely locked by pad.lock or other type of Tock,
and with handles or bails. Such receptacles shall be thoroughly
cleaned and disinfected each time their contents are removed. Such
garbage, putrescible matter, rubbish and waste materials, whether
mixed together or not, shall not be kept for more than seven (7) days.
"(b) Penalty for depositing, keeping waste materials for
more than seven (7) days. Any person who shall d.eposit or keep waste
material from doctors~ offices, dental offices, convalescent homes,
hospitals, animal hospitals, veteriarianst offices and other institu-
tions and businesses in the city wherein the treatment of humans and.
animals is either directly or ind.irectly involved, for more than seven
(7) days, sha11 be guilty of a misdemeanor and shall be punished in
accordance with Section 1.7 of this Code."
Section 4. That Section 15.5 Lynwood City Code is hereby
amended to read as follows;
"Section 15,5. Accumulation and storage of refuse. Except
as provided in Section 15.4, no person shall allow the accumulation o£
garbage or rubbish on the premises over which he exercises control

unless it is stored in suitable containers, and in no event shall
garhage be stored for a longer period than one week."
Seetion 5. That Section 15.6 Lynwood City Code is herehy
amended to read as follows:
'~Seetion 15,6. Piling of rubbish, Except as provided in
Section 15.4, rubbish not rea~ily susceptible to placement in a con-
tainer may be placed in the same manner and in the same places as
designated for containers, except that no single item placed for
collection shall exeeed five feet in length or two feet in width, nor
shall exceed eighty pounds in weight,"
Section 6, That Section 15.10 Lynwood City Code ia hereby
amended to read as follows;
"Seetion 15,10. Burying refuse, The burying of garbage
is expressly prohibited,"
Section 7. That Section 15,16 Lynwood City Code is hereby
amended to read as Pollows:
"Section 15,16, Collection -- Where collected., Except
materials colleeted from the category provided by Section 15,4 (a),
materials placed for colleetion will be callected from the alley,
except dead-end alleys, if the alley is paved, and in all other cases,
along the street, Materials colleeted from the category provided by
Section 15,4 shall be collected from a suitable place provided by
the person who is the owner of or in charge of the office, institution
or place of business upon the private premises of such person and
the receptacles containing such materials shall be contained in a patio
or other place enclosed by a fence, lattice,work, or a part of the main
or accessory building on four sides, and at least five feet in height."
Section 8, The City Clerk is hereby ordered and directed.
to certify to the passage of this ordinance, and to cause the same to
be published in the Lynwood Press, a newspaper of general circulation,
printed and cireulated in the City of Lynwood.
