AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ESTABLISHING A REDUCED
BUILDING PERMIT FEE FOR TORNADO -AFFECTED PROPERTIES.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Until September 1, 2019, the Director of the Department of Planning and
Protective Services shall issue building permits for one- and two-family residential structures
identified as a Tornado -Affected Property for a Temporary Building Permit Fee of $25.00. This
ordinance shall not apply to demolition permits.
Section 2. The Temporary Building Permit Fee shall only be issued personally to parcel
owners of record as of May 22, 2019 and shall not be transferrable.
Section 3. The Director of Planning and Protective Services is authorized to refund upon
request any building permit fees collected between May 23 and the effective date of this
ordinance, except the Temporary Building Permit Fee of $25.00, for work on one- and two-
family residential structures identified as a Tornado -Affected Property.
Section 3. A Tornado -Affected Property is one that sustained damage as a result of the
May 22, 2019 storm event. The Director of the Department of Planning and Protective Services
shall determine whether the applicant's principal residential structure is a Tornado -Affected
Property. If the applicant disagrees with the Director's determination, he or she may appeal the
decision to the City Council within seven days of the Director's determination by informing the
City Clerk in writing. The City Council shall dispose of such appeal at the next available
regularly scheduled City Council meeting at which the appellant shall be entitled to be heard.
Section 4. This Ordinance shall be in full force and effect from and after the date of its
passage and approval.
