ORDINANCE N0, 754
AN ORDINANCE OF THE CITY OF LYNWQOD REPEALING
PROVISIONS FOR HEALTH PERMIT FEES, BEING SECTIONS
16,14 to 16,17, INCLUSIVE, OF LYNWOOD CITY CODE,
The City Council of the City of Lynwood. does ordain as
follows:
Section l, Article II, Section 16,14 to 16,17, inclusive,
of the Lynwood City Cod.e, is hereby repealed,
Section 2, The City Council deems that it is necessary
£or the immediate preservation of the public health that this
ordinance shall go into immediate effect for the following reasons;
The Board of Supervisors of Los Angeles County has ad.opted an amend-
ment to the County Health Ordinance, to be effective July l, 1964,
which provides for licen,se fees to be collected within the area
served by the County Health Officer, which area includes the City of
Lynwood., that this ordinance has been enacted as a revenue measure
ostensibly to defray the expense of enforcing the County Health
Ordinance; that unless the within ordinance is enacted and becomes
ef£ective before July l, 1964, health permittees in the City of
Lynwood will be subject to double taxation in that they will have
to pay to the City of Lynwood fees for health permits and license
fees to the County as well, covering the same services; that such
double taxation would instill disrespect for the health laws and
would tend to make health permittees lax and evasive in obtaining
necessary and lawful health inspections and in complying with the
health laws, all of which might reasonably tend to cause health
standards to deteriorate and thus endanger the citizens of Lynwood,
Section 3. The City Clerk is hereby ordered. and directed.
to certify to ~he passage of this ordinanee and to cause the same to
be published once in the Lynwood Press, a newspaper of general circu-
lation, printed and published in the City o£ Lynwood,
First read and.finally adopted and ord.ered published at a

r2gular meeting of the City Council of said city held on the 16th
day of June, 1g64, by the following vote;
Ayes; Councilmen Duncan, Finch, Ham, McMillan, Siokos,
Noes: Councilmen None.
