HomeMy Public PortalAbout2019-05-201 REGULAR COUNCIL MEETING, MAY 20, 2019 CALL TO ORDER Mayor Carrie Tergin called the May 20, 2019 City Council meeting to order at 6:04 P.M. ROLL CALL The f ollowing Council Members were present for the roll-call: Present: Graham, Hensley, Hussey, Mihalevich, Schreiber, and Wiseman Absent: Fitzwater, Kemna, Prather, and W iseman A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward to approve the agenda. Councilman Hussey seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin recognized the Sketch Day Mayor’s Choice Award Winner, Britni Spencer of Jefferson City High School. A reproduction of the painting will be displayed in City Hall. Mayor Tergin presented Girls Scout Silver Award Certificates to Brianna Kiral, Alexis Michael, and Savanna Huckstep of Troop #70300. Troop Leaders Ramona Huckstep and Amy Michael introduced the girls and informed the City Council of their accomplishments. Mayor Tergin announced the Springfield Cardinals Cole County Day at the Ballpark. Tickets can be purchased at Central Travel, 573-634-1317. A portion of the ticket proceeds will benefit the United Way of Central Missouri. Britt Smith, Operations Director of Public Works, along with Diane Gillespie of the Convention and Visitors Bureau, and event organizers Dayton Shepherd and Chuck Leake announced the Salute to Veterans 2019 Memorial Day Weekend Celebration Airshow and Parade. The schedule of events for May 25, 26, and 27 can be found at salute.org. Mayor Tergin announced the City’s “Bicycle Friendly Community Bronze Designation” received from the League of American Bicycles. City Engineer, David Bange and Mary Schantz of the Bicycle Subcommittee of the Environmental Quality Commission 2 REGULAR COUNCIL MEETING, MAY 20, 2019 informed the City Council of the City’s bicycling efforts which helped earn the designation. PUBLIC HEARINGS a. Approve the Renaming of West Miller Street (Rear) to Courtney Way i. Associated pending Bill 2019-006. A Staff presentation was made by Sonny Sanders, Director of Planning and Protective Services. There being no one from the public to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the City Council would now take up the associated bill. 2019-006 sponsored by Councilman Graham, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING THE NAME OF WEST MILLER STREET (REAR) TO COURTNEY WAY. There being no objection, Bill 2019-006 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15914: Aye: Graham, Hensley, Hussey, Mihalevich, Schreiber, and Wiseman Nay: None Absent: Fitzwater, Kemna, Prather, and W iseman b. Approve Zoning Code Text Amendment Pertaining to Medical Marijuana Facilities i. Associated pending Bill 2019-007 A Staff presentation was made by Mr. Sanders. There being no one from the public to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the City Council would now take up the associated bill. 2019-007 sponsored by Councilman Graham, entitled 3 REGULAR COUNCIL MEETING, MAY 20, 2019 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 35, THE ZONING CODE, PERTAINING TO MEDICAL MARIJUANA FACILITIES. Councilman Graham, the sponsor of the bill, requested that it be placed on the informal calendar. APPOINTMENTS BY THE MAYOR Gail Strope, Human Resources Director presented the following recommended Boards and Commissions appointments. Christ Yarnell’s name was removed from the list. His appointment requires a 2/3 majority vote for a third term, and there were four councilmembers absent from the meeting. Mr. Yarnell will be recommended for appointment at the next City Council meeting on June 3rd. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor Tergin made the following announcements:  Follow the Missouri 2021 Bicentennial on Facebook: Missouri 2021. 4 REGULAR COUNCIL MEETING, MAY 20, 2019  Councilman Graham attended the First Responder Event at the State Capitol. Captain Bob Clark was also in attendance.  The Immigrants Arriving statue was unveiled today at Lohman’s Landing. The statue was sponsored by the City of Jefferson Rotary Clubs.  Mayor Tergin announced the Mayor’s Cup Golf Tournament, scheduled for Friday, May 31st, 1:00 P.M., at Oak Hills Golf Center.  Mayor Tergin announced the next MSP Community Partners Meeting on May 31st, at 9:30 A.M. Fire Chief Matt Schofield announced the Fire Station 2 Open House scheduled for May 22nd at 4:00 P.M., 2935 East McCarty Street. Mayor Tergin, with the assistance/serenade from Councilman Hensley, announced the Concert Behind the Walls, featuring Dennis DeYoung and the Music of STYX. Doors open at 4:00 P.M. on Saturday, June 1st. Tickets can be purchased at concertinsidethewalls.com. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Winjiru  The Spring 2019 Semester has ended. Summer School will begin on May 28th.  The Women’s and Men’s Track and Field teams are headed to the NCAA Division II Outdoor Track & Field Championships in Kingsville, Texas, May 23rd – 25th. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS City Engineer Larry Burkhart presented a time line of events related to the collapse of 200 High Street. City Counselor Ryan Moehlman, Director of Public Works Matt Morasch, and Director of Planning and Protective Services Sonny Sanders answered Councilmembers’ questions. After the update, it was determined that the scheduled closed meeting, under new business, would not be necessary at this time. NEW BUSINESS Councilman Mihalevich motioned to have the City Council express support for a grant match, not to exceed $7,000 for a portion of the 10% required grant match for the Heartland Port Authority of Central Missouri from the Missouri Agriculture and Small Business Development Authority (MASBDA). Councilman Hussey seconded the motion. 8 REGULAR COUNCIL MEETING, MAY 20, 2019 City Administrator Steve Crowell indicated that the funds for the match would come from the City’s internal savings. The motion passed by the following roll-call vote: Aye: Graham, Hensley, Hussey, Mihalevich, Schreiber, and Wiseman Nay: None Absent: Fitzwater, Kemna, Prather, and W iseman The scheduled closed session was cancelled for this evening.
