SPECIAL COUNCIL MEETING, MAY 22, 2019
CALL TO ORDER
Mayor Carrie Tergin called the May 22, 2019 City Council meeting to order at
11:32 A.M.
ROLL CALL
The f ollowing Council Members were present for the roll-call:
Present: Fitzwater, Hensley, Hussey, Kemna, and Mihalevich
Absent: Graham, Prather, Schreiber, Ward and Wiseman
A quorum was not established.
STATEMENT OF EMERGENCY
Mayor Tergin read a resolution regarding the meeting being held on less than 24 hours’
notice pursuant to RSMo Section 610.020(4), as the flooding of the M issouri River
constituted an emergency condition of the City.
Mayor Tergin thanked everyone for appearing on short notice. She announced that
the Salute to Veterans Airshow had been cancelled, and an announcement on the
Salute to Veterans Memorial Day parade would be made tomorrow.
FLOODING INFORMATION
Matt Morasch, Director of Public Works informed those in attendance of the recent
press release and the City’s flood action plan on the City’s website, and demonstrated
an overview of the interactive map based on flood gauge levels, and the National
Weather Service’s river stage predictions, which were also on the City’s website.
Mr. Morasch stated that the Turkey Creek levy would be closed, as well as a partial
closure and mandatory evacuation of the North Jefferson City area. The City’s
Wastewater Treatment Plant would continue to operate, and the airport had already
been evacuated and would also close. Ameren, Missouri American Water, and the
City’s Parks, Recreation and Forestry Department were looking at their facilities in the
North Jefferson City area.
Britt Smith, Public Works Operation Division Director, stated private businesses and
individuals who wished to have electricity turned off needed to contact Ameren.

Mr. Moehlman noted that local flash flooding could occur that would not be indicated
on the interactive flood prediction map. Mr. Morasch stated neighborhoods with a
history of flooding should be aware. The City had been in contact with a couple
neighborhoods with expected flooding. Mr. Smith stated the City’s parking lot #26
was closed. Mayor Tergin suggested the City work with the State regarding State
employees who would be displaced due to parking lots being flooded.
The City Councilmembers, City Administrator Steve Crowell, and News Tribune
reporter Nicole Roberts asked questions which were answered by Mr. Morasch.
Mayor Tergin provided non-emergency and emergency phone numbers to call as
well as the City’s website for people to receive information. She asked for the public
to be prepared and to be diligent.
ADJOURNMENT
A motion to adjourn was made by Councilman Mihalevich, seconded by Councilman
Fitzwater, and approved unanimously at 12:02 P.M.
