AN ORDINANCE OF THE CITY OF LYNWOOD AMENDING
SECTIONS 3.1, 3.2 AND 3.5 OF THE LYNWOOD CITY
CODE REGULATING DISTRIBUTION OF HANDBILLS.
The City Council of the City of Lynwood does ordain as
follows:
Section 1, Section 3.1 0£ the Lynwood City Code is
amended to read as follows:
"Sec. 3.1. Definitions,
"For the purposes of this chapter, the following words
and. phrases ehall have the meaninge respeetively ascribed to them
by this section.
"Advertisement shall include any literature, bill, poster,
picture, plat, map, sample or device except commercial and non-
commercial handbills, calling or directing public attention to any
real or personal property, whether o£fered for sale or not; or any
amusement, route of travel or other enterprise when the ob,jective is
to derive profit or gain therefrom, either d.irectly or ind3rectly.
"Commercial handbill shall mean and inelude any printed or
written matter, any sample or device, dodger, circular, leaflet,
pamphlet, paper booklet or any other printed or other reproduced
original or copies o£ any literature or matter which ehall contain as
a part thereof, any commereial advertising,
"Non-commercial handbill shall mean and include any printed
or written matter, any sample or d.evice, d.od.ger, circular, lea£let,
pamphlet, paper booklet or any other printed or otherwise reproduced
original or copies of any matter or literature of a religious,
political, social and economic matter, and which ahall not contain as
a part thereof, any commercial advertising.
"Signs shall include all parts, portions, structural or
supporting members, or materiale composing these members,"
Section 2, Section 3.2 of the Lynwood City Code is amended
to read as follows:

"Sec•. 3.z. Registration of Persons in Business of
Distributing Handbills.
"Any person d.esiring to engage, as principal, either in
the business of distributing commercial or non-commercial hand.bills
for hire, shall make written application to the City Clerk upon £orm
or forms provided Por such person, which shall contain, among other
things, the name, business address, and a brief description of the
nature of the applicant and probable number of employees to be so
engaged, and. said person shall pay a license fee as provided in
Section 20.46."
Section 3. Section 3.5 is amend.ed to read as follows:
°Sec. 3.5. Throwing Handbills Broadcast in Public Places
Prohibited. It shall be unlawful £or any person to deposit, place,
throw, scatter or cast any commercial handbill in or upon any publie
place within the city; and it shall also be unlawful for any person
to hand. out or distribute or sell any commercial handbill in any
public place.
"It shall be unlawPul for any person to throw, distribute
or place in any automobile or other vehicle in the City of Lynwood,
without first having obtained permission of the owner in possession
thereof, any commercial or non-commercial handbill, d.odger, circular,
newspaper, booklet, poster, printed matter, advertising literature,
samples and devices. The provisions of this section shall not be
deemed to prohibit the hand.ing, transmitting or distributing of any
commereial or non-commercial handbill to the owner or other occupant
of any automobile or other vehicle who is willing to accept the same.
"Every person who places or deposits commercial or non-
commercial handbills on private inhabited premises shall so place or
deposit the same as to secure or prevent such handbill from being
blown or dri£ted about said premises or sidewalks, streets or other
public places, except that mail boxes may not be so used when so
prohibited. by Fed.eral postal law or regulation."
Section 4, Sections 3.4 and 3.6 are hereby repealed,
Section 5. The City Clerk is hereby ordered and. directed

to certify to the passage of this ordinanee and. to cau'se the same
to be published once in the Lynwood Press, a newspaper of general
circulation printed and circulated in the City of Lynwood.
First read at a regular meeting of the City Council of
said City held on the 20th day of February, 1g62, and finally adopted.
