BOARD OF HEALTH MEETING
TUESDAY, FEBRUARY 24, 2015 AT 7:OOPM
TOWN HALL
Board members present: Lemuel Skidmore,MS,MPH, Chairman;Joanne Hughes and Mary Chaffee,RN,PhD
Board members absent: Annie Dugan,RN,Vice Chairnan and Carmen Scherzo,DVM
Call to order: Chairman called the meeting to order at TOOPM
Others present:Nancy Ellis Ice,MPH, CHO, RS,Health Director and Tammi Mason, Senior Department Assistant
1. Chairman's announcements
Mr. Skidmore let the Board know that in the past few weeks,he and Mrs. Ice were interviewed by the Government Study Committee
and that they attended the Selectmen's meeting for a budget review.
2. Discuss NSTAR Electric Company's scheduled vegetation maintenance work
Dr. Chaffee stated that they are only doing cutting,pruning and replacement work. There will be no herbicides spraying.
3. Discuss proposed Bedroom Definition
Mrs.Ice handed out comments that Dr. Scherzo had given her.
Mr. Skidmore stated that he thought the Board was on point with using the Title 5 definition. He thinks that the"having a door"
part needs to be broadened.
Mrs. Hughes stated that she doesn't have a problem with using the Title 5 definition but with a caveat about lofts and affording
privacy.
Mr. Skidmore asked about the name. Proposed to be"Bedroom Definition for the Determination of On Site Sewage System". He
thinks that it should be a minimal definition,that there is no need to put what's already in writing somewhere in the Brewster
definition.
Mrs. Ice will come up with a draft copy with the changes suggested and schedule a public hearing at a later date to get other input.
4. Discuss proposed Variance Regulations
It was noted that if the bedroom definition is changed, it would help solve some of the issues with the variance regulation.
Mrs. Hughes questioned the"new construction"part of the variance. Part of that section really only belongs in the ESA conditions.
Changes need to be made and send to Town Counsel for review.
The Board is ok with the rest of the wording in the regulation.
5. Discuss Private Well Regulations

The Board would like to add the sentence"notify owner of any property in the Zone of Contribution and abutter when a well permit is
taken out".
Mrs. Ice will type up a draft and schedule it for a public hearing.
6. Discuss Design,Operation and Maintenance of Small Wastewater Treatment Facilities regulation
The current regulation models what the State regulation says. It was suggested that these regulations be for any treatment facilities
that are under 10,000gpd.
Mrs.Ice will type up a draft and schedule it for a public hearing.
7. Discuss Integrated Water Resource Management Plan-Phase III-progress report
This is just an FYI.
We are still waiting on a draft regulations which Mr. Skidmore says should come any day.

One correction was made.
