The meeting was called to order at 8:14 a.m., a quorum was present at that time.
1. Introduction
Britt Smith introduced Lisa Dittmer as the new Administrative Technician.
2. Acceptance of the February 7, 2019 meeting minutes
Mr. Kross noted ambiguity in Mr. Towner’s motion on 3b. Mr. Smith recommended
changing the sentence to: After a lengthy discussion, Mr. Towner made a motion to
remove parking on the north side on all of Lee Street. With those changes made, Mr.
Farr made a motion to approve the minutes. Mr. Brooks seconded, all were in favor.

3. New Business

a) Request to modify parking on Lee St., between Moreau Dr. and Hillcliff St., by adding
parking or switching the side parking is allowed. (Requestor: Sherrie Koechling-
Burnett)
Mrs. Griffin gave the staff report. Staff would only support the addition of parking or
the switching of parking sides with strong neighborhood support.
Several comments were received from area residents and given to commission
members. Requestor and her son were present and both spoke on their behalf.
Resident Bruce Hibbett was also in attendance and spoke, agreeing with Ms.
Koechling-Burnett request.
After a lengthy discussion between commission members and the residents, Mr.
Brooks made a motion to change no parking on Lee St. between points 60 and 340
feet east of the east curb line of Moreau Drive. In this area, the no parking restriction
will be removed on the north side and parking will now be restricted on the south
side. Mr. Staub seconded the motion. All members were in favor. Motion carries.
b) Request to replace existing Yield Sign with Stop Sign on Southern Air at Belair Drive.
(Requestor: Jason & Jamie Ambler)
Mrs. Griffin gave the staff report. Staff would recommend changing the yield sign to a
stop sign as it will improve sight distance, but with the understanding traffic will move
a little slower at school dismissal times.
The requestor was present and spoke on his behalf.
After a short discussion, Mr. Farr made a motion to place a stop sign at Southern Air
Drive at Belair Drive and Royal Air Drive at Belair Drive. Mr. Atterberry seconded the
motion. All members were in favor. Motion carries.
c) Request for a Yield Sign on Nuthatch at the intersection of Louis Drive and Louis
Circle. (Requestor: Ian Zollinger)
Mrs. Griffin gave the staff report. Staff recommends installing a stop sign on Nuthatch.
The requestor was not present.
After a short discussion, Mr. Diemler made a motion to add a stop sign on Nuthatch
Drive approaching Louis Drive/Louis Circle. Mr. Towner seconded the motion. All
members were in favor. Motion carries.
d) Request for No Parking on South Ten Mile Drive adjacent to Weatherhill Rd.
(Requestor: Joe Scheppers)
Mrs. Griffin gave the staff report. Staff would only support the removal with strong
neighborhood support.
The requestor was present and spoke on his behalf.

After a short discussion, Mr. Farr made a motion to remove four parking spots west
of Weatherhill Rd. Mr. Diemler seconded the motion. Members were split on the
vote 4-4-0 as shown below. Motion fails to move forward.
4 Aye: Mr. Diemler, Mr. Atterberry, Mr. Kross, and Mr. Farr
4 Nay: Mr. Brooks, Mr. Staub, Mr. Towner, and Mr. Schwartze
0 Abstained
Mr. Staub requested to monitor this further due to a new restaurant, Texas
Roadhouse, opening soon in the area.
Mr. Farr made a second motion to remove two parking spots to the west of
Weatherhill Rd. Mr. Atterberry seconded the motion. After further discussion,
including comments from City Attorney Ryan Moehlman about city liability, Mr. Farr
withdrew his second motion.
Mr. Smith recommended staff monitor and bring back to meeting next month. All
Members were in favor.
e) Request for No Parking on West Main adjacent to Ware Street. (Requestor Stan
Johnson)
Mrs. Griffin gave the staff report. Staff would only support parking removal with
strong neighborhood support.
Several comments were received from area residents and given to commission
members. The requestor was not present. Area resident Richard Coffey presented
pictures and examples supporting Mr. Johnson’s request. Area resident Steve Spradlin
submitted a picture, disagreeing with the requestor that no parking is needed on W.
Main St.
Due to time restraints, Mr. Farr made a motion to table issue until next meeting June
6, 2019 and make it first on the agenda. Mr. Staub seconded the motion. All
members were in favor. Motion carries.

A motion to adjourn the meeting was made by Mr. Staub, and seconded by Mr. Towner.
All members were in favor. Meeting adjourned at 9:59 a.m.
