Chairman's announcements Mr. Skidmore reminded the Board about the April and May meeting dates. 2. Public Hearing on changes to the Private Well Regulation Tom Desmond,Desmond Well Drilling,Ron Peterson,Atlantic Well Drilling,David Michniewicz,Coastal Engineering and David Bennett,Bennett Environmental Associates, were present for the hearing. Mr.Desmond told the Board that the State is coming out with new regulations and stated that he believed the changes the Board wanted to make are unnecessary. Mr.Peterson also agreed. They both agreed that there could be potential issues with abutters if the Board makes this change. Mrs. Ice asked about how long it would be before the new State Regulations came out. Mr.Desmond said probably a year. Dr. Chaffee stated that the Board is mainly focusing on educating the abutters about where the wells are,their intention is not to stop any installations. Mr. Michniewicz asked about emergency replacement well construction. Dr. Chaffee stated that a statement needs to be included in the regulation about emergency replacement of wells. It should state that notification to an abutter can be within 10 days of an emergency replacement. The Board was in favor of the changes,with the caveat that Town Counsel review the regulations again when the new State regulations come out. Mr. Skidmore stated that he is reluctant to agree to the changes in the regulation at this time. 3. Public hearing on changes to the Small Wastewater Treatment Facility Regulation The only change proposed in this regulation would be that it would pertain to systems under 10,000gpd. David Michniewicz spoke about the regulation and voiced his opinion that this regulation wasn't even needed because it mirrors the State's existing regulation. He thinks if the Board is going to continue with this regulation that someone should do a comprehensive assessment of it. David Bennett agrees with David Michniewicz.
