Chairman's announcements Mr. Skidmore reminded the Board to forward any comments they had in regards to the draft of the Pond Nutrient Regulation to Nancy Ellis Ice so that she could forward them to Mark Nelson. Election information was discussed. 2. J.C. Ellis Design Co.,Inc.—Title 5 variance request for 6 Pilots Way Jason Ellis presented this to the Board. This is a voluntary upgrade of the septic system. The owners would like to finish the second floor and need to increase the flow. They are asking for the following variances: I. To allow the proposed SAS to be seven(7)feet from the existing foundation wall 2. To allow no reserve area There is a proposed flow barrier between the leaching area and the foundation wall. Ms. Dugan asked the size of the lot. Mr. Ellis stated that it is 6900sf. Ms.Dugan asked what the original plan was designed for. Mr. Ellis stated that there was no plan. The system in the ground is probably from 1975 or 1976 and does have Title 5 components. Dr. Chaffee asked what the distance to groundwater was. Mr.Ellis stated it was 20+feet. Motion: Finding that the new system with have a flow barrier,there is 20+feet to groundwater, and it is an improvement over what is there; approve the variance requests for the plan dated March 5,2015 for 3 bedrooms. Motion: Dr.Mary Chaffee Second: Dr. Scherzo Vote: 4-0-0 Action: Motion carried 3. Christopher Carson-local variance request from the Leaching Facility Setback Regulation for 53 Daisy Lane Christopher Carson and Emily Gould,owners,were present. They are in the process of building an addition and were told they had to have a septic inspection before the Health Director would issue an ok to the Building Department. The septic system passed the inspection with the exception of the SAS being only 170 feet away from Schoolhouse Pond. Mrs. Ice stated that the inspection noted that the liquid level was very high in the leaching part of the system and that may indicate that there is a problem. WWW.TOWN.BREWSTER.MA.US Mr. Skidmore told the Board that this would be held on July 11,2015 and that he was looking for volunteers to help out. Maybe an hour per member. George Heufelder will be there and will have literature to hand out. 10. Discuss Citizens Petition article re: Construction Waste Handling Facility(private) Dr. Scherzo is concerned about the dumpsters that will be coming in and out and that they may be leaking into the ground. He does not feel that this type of business should be in the Zone II area. He asked that Mrs. Ice check with DEP to see if this is even allowed in the area. Motion: Make a statement that the Board of Health has great concern with this going into a water protection zone. Motion: Dr. Scherzo Second: Annie Dugan Vote: 3-0-1(Mr. Skidmore abstained) Action: Motion carried 11. Topics the Chairman did not anticipate Dr.Chaffee and Dr. Scherzo brought up the lead levels in the Eddy School drinking water. Mr. Skidmore stated that DEP will follow up on this because they sent the letter to the Superintendent of Schools who will have to follow up on this issues and the Board of Health will see the report. Dr. Scherzo had asked that Mrs. Ice check with the Water Dept. about this and it was noted that she had not heard back from them yet. Informational items were noted.
