Christy Municipal Building 320 E. The motion passed unanimously. Approval of Minutes Mr. Record moved and Mr. Hoffman seconded to approve the minutes from the April 9, 2019 regular meeting as printed. The motion passed unanimously. Communication Received Ms. Abbott stated no communications have been received. New Business A. Design Criteria Review with presentation of sample material for 407 Lafayette Street. This matter was tabled at the March 12, 2019 Historic Preservation Commission meeting in order to gather additional information. Ms. Abbott provided a staff report which included a synopsis of the property, School Street design guidelines, and improvements the property owner would like to make to the property. Mr. George, property owner, 5716 Henwick Lane, spoke regarding this request. He supplied sample materials for doors and windows, soffit, fascia, and a mockup of the gutter system and Doric column. Mr. George explained that the columns on the front porch will consist of fiberglass that is circular with a square base. He is proposing to replace the lower front window with wood clad and the two dormer windows with vinyl. The front door will consist of a thermal type door and the existing transom will be incorporated into the front door. Minutes/Historic Preservation Commission Page 2 May 14, 2019 Ms. Abbott gave the staff recommendation and it stated that the scope of work appears to meet the School Street Local Historic district adopted design guidelines. Mr. Record moved and Ms. Deetz seconded to approve staff recommendations with the exception of the lower front window being wood clad. The motion passed unanimously. Dates to Remember A. Heritage Month Celebration, May 15, 2019, 4:00 PM Adjournment Mr. Hoffman moved and Ms. Deetz seconded to adjourn the meeting at 6:09 p.m. The motion passed unanimously. 2 BILL NO. 2019-004 SPONSORED BY Councilwoman Ward ORDINANCE NO. /6)9.45 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DESIGNATING 204 EAST HIGH STREET AS A LOCAL HISTORIC LANDMARK. WHEREAS, Pursuant to Section 8-42 of the City Code, the City of Jefferson Historic Preservation Commission (CJHPC) is required to evaluate properties within the City for potential designation as historic landmarks; and WHEREAS, Pursuant to Section 8-42 of the City Code, a property is eligible for landmark designation if the CJHPC determines that it meets any of the following criteria: A. The potential landmark is in an identifiable neighborhood or distinct geographical area which has historic and/or cultural importance to the city; or B. The potential landmark is associated with a particular prominent person, a significant event or historical period; or C. The potential landmark exhibits a particular architectural style or school, or are associated with a particular architect, engineer, builder, designer or craftsman; or D. The potential landmark contains historic, prehistoric and archaeological features, evidence and/or artifacts which have the potential to contribute to the understanding of historic and prehistoric cultures; and WHEREAS, Pursuant to Section 8-45 of the Code of the City of Jefferson, Jay & Debbie Seaver, owners of the 204 East High Street, historically known as Exchange Bank, have applied for designation of the building as a local historic landmark; and WHEREAS, The Historic Preservation Commission finds that 204 East High Street, meets Criteria A and B; and WHEREAS, Pursuant to Section 8-42 of the City Code, the City of Jefferson Historic Preservation Commission has recommended this property for designation as a local historic landmark. NOW THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The property known as Exchange Bank, 204 East High Street, is hereby designated as a local historic landmark. Section 2. The City Administrator is hereby authorized and directed to cause the appropriate plaque to be provided to the owners of sites designated as local historic landmarks. Section 3. This Ordinance shall be in full force and effect from and after the date of its passage and approval. Capitol — Small Addition Demolition DATE: May16, 2019 Carrie Tergin, Mayor Sonny Sanders, Director Phone: 573-634-6410 Fax: 573-634-6457 The old "Shoe Factory" building located at 1101 E. Capitol Ave. is being repurposed into a mixed use facility. The original masonry structure had an addition added onto the north side (or in the rear) of the building. The new owner has proposed this addition be used as a haunted house. Sometime after the addition was added, it appears that a small second story storage area was added. This small area is not needed in the new use and would also require extensive repairs by replacing all materials. This area is shown below in the aerial photo: 1 (Page of 2 Photos of the small addition are shown below: Some interior photos are: The new owner is requesting to remove the small second story to accommodate the new use. With it being severely deteriorated by water infiltration causing it to be structurally unstable, it meets the city code definition of a dangerous building. It should be removed.
