FAX:(508)8964538 BRf 1FAL'TH!1 BREWSTER-NIA.GOV BOARD OF HEALTH MEETING TUESDAY, JULY 21, 2015 AT 7:OOPM TOWN HALL, ROOM A Board members present: Lemuel Skidmore, MS, MPH, Chairman;Carmen Scherzo, DVM, Vice Chairman; Annie Dugan, RN; Mary Chaffee, RN, PhD and Joe Ford Others present: Nancy Ellis Ice, MPH, CHO, RS,Health Director and Tammi Mason, Senior Department Assistant 1. Chairman's announcements Mr. Skidmore told the Board that Ms. Dugan had attended the CWPC meeting. He also spoke about on-going issues with Ocean Edge. He stated that the Assistant Health Director is working with them to clear rip all the issues and if that does not work then they will be asked to come before the Board of Health. 2. Dan Speakman-request to not use a "Drip Dispersal'septic system at 34 Captain Connolly Road Mr. Speakman was not present. Dr. Scherzo had questions with regards to what new system would be put in. Ms. Dugan also had questions. Because no one was present to answer any questions,the Board continued this until the August 4,2015 BOH meeting. Mrs. Ice will forward the Board member questions to the engineer(David Mason). 3. Discuss request to ban smoking on beaclies This was brought tip because of a request made by a Brewster citizen. He submitted an article from the Boston Globe that spoke about this issue. Mrs. Ice stated that in every town except Chatham, it was not the Board of Health that adopted the regulation. Most of the Towns had the Selectmen or the Beach Department do it. Mr. Skidmore questioned whether or not it should be a BOH regulation or should it go through the Selectmen. Mr. Ford stated that since the Board was moving forward with changing the legal age to 21,the Board might as well adopt this now so it all happens at once. Dr. Chaffee brought up two articles on second hand smoke that she had read and forwarded to the Board. She stated that there are 2 distinct health issues with smoking on the beach, second hand smoke and the chemicals that can seep into the water from cigarette butts being left on the beach. She believes that the Board has solid ground to make this a regulation. Ms. Dugan stated that she supported this but thought maybe it should go through the Selectmen. Dr. Scherzo stated that this is a product that kills and is in favor of making a regulation. Mr. Skidmore will request to be put on the Selectmen's agenda to discuss this issue, 4. Discuss the Small Wastewater Treatment Facility regulation This will be continued until a later date so that George Heufelder's comments can be received and reviewed. 5. Discuss Planning Board application for 2628 Main Street W W W.TOWN.BREWSTER.MA.US The Board agreed that the applicant will have to come before them for a review and the septic system installation needs to be complete. 6. Discuss August meeting dates The Board agreed that they will meet only once in August on the 4`h 7. Discuss Policy Statement for"new Construction" Mr. Skidmore went over the rational for the policy. Dr. Scherzo spoke about the"parts per million"and about allowing the owners to keep the current bedroom size. Mr. Skidmore asked Dr. Scherzo to took at the variance regulation again and make changes. It will be brought back before the Board along with a"new construction policy". 8. Discuss Health Directors annual review and new objectives for FY 16 The review is in the works and the Board will talk about new objectives at the September 15,2015 meeting. 9. Topics the Chairman did not anticipate Dr. Scherzo spoke about the manganese level in the drinking water which he saw in the annual report. He would like the Water Department to provide the manganese level for all 6 wells in town. Mr. Skidmore stated that the public water supplies are regulated and monitored by DEP. Mrs. ice will ask the Water Department for the levels from last year. Dr. Scherzo asked about going to the test site for alternative septic systems. Informational items were noted.
