1. Chairman's announcements

2, Bennett Environmental Associates Inc.-variance request for 54 John Wings Lane
The property was previously granted variances in October 2013 and February 2014. They are before the Board because the variances
have lapsed and the construction has not been started. They are requesting the following variances:
1. To allow the soil absorption system to be 165 feet from Upper Mill Pond
2. To allow a three bedroom home on a lot that is 26, 175 square feet
3. To allow a PhosRid Pilot Approval system
The Board discussed the variance requests.
It was noted that the septic system is down gradient of Upper Mill pond.
Motion: Finding that mitigating measures are being taken in the design of the gallery type system which affords the minimum
footprint and greatest horizontal separation to the pond and provides both sidewall and bottom of hole area contact with soil for
phosphorus absorption,the SAS is oriented perpendicularly to the regional groundwater flow and there is 30 feet to groundwater,
approve the variances as requested. Environmentally Sensitive Area conditions apply.
Motion: Annie Dugan Second: Dr. Scherzo Vote: 5-0-0 Action: Motion carried
3. David Quinn-appeal of the Health Director's decision for 48 Barons Way
This was continued until the December 15,2015 meeting.

4. Discuss and possibly approve a change in Private Well Regulations
Motion: Approve changes.
Motion: Dr.Scherzo Second: Annie Dugan Vote: 5-0-0 Action: Motion carried
5. Discuss Public Health Advisory on Manganese
Dr. Chaffee and Dr. Scherzo made some changes. The changes will be made and this will be on the December agenda to discuss,
