~N ORDINANCE OF THE CITY OF LYNWOOD AMENDING
ORDINANCE NUMBER 6 3 BY CHANGING THE NUMBER
OF SECTION 17 to l~ AND CHANGING NUMBERS 1 TO
10 INCLUSIVE, TO A SINGLE NUMBER, VIZ,: 210,
AND PROVIDING SUBSECTIONS THEREUNDER,
The City Council of the City of Lynwood does ord.ain as
follows:
Section 1. That Section 17 of Ordinance 673 is hereby
amended by changing the said section number 17 to 18.
Section 2, That section 2 of Ordinance 673 is hereby
amend.ed by substituting a single number, viz.: 210, for Sections 1
to 10 inclusive of Article XVII, and ten subsections thereund.er to
read as follows:
"Section 210. (a) PUBLIC OFF-STREET PARKING LOTS. METHOD
OF REGULATION. Subject to the power of the board o£ Commissioners of
Public Parking District No. 1, and all other board.s of commissioners
of other public parking districts hereafter formed, to operate, manage,
and control the parkin~ places and make and. enforce all necessary
regulat3ons for their use as provided by Section 31780 of the Streets
and. Highways Code, the method of regulation and control of parking or
standing of vehicles in public off-street parking lats shall be deter-
mined by the City Council.
"(b) OVERTIME PARKING.a)The limit of parking times and
the d.ays and hours during which parking limits shall apply on public
off-street parking lots shall be established by resolution of the City
Council, except that no such resolution by the City Council shall
become effective or valid unless and until the board of Commissioners
of Public Parking District No. 1, and. all other boards of other publ3c
parking districts hereinafter £ormed shall have duly enaeted. and passed.
a resolution in all respects the same as that enacted. and passed. by
the City Council.
"(2) When appropriate signs or markers d.esignating such
parking time limits are in place giving notice thereof, it shall be
unlawful for the operator of any vehicle to stop, stand, or park said.

vehicle on any public off-street parking lot for longer than the
perm3tted time.
~~(~) PARKING WITHIN PARKING SPACES. When parking spaces
on public off-street parking lots are designated by lines or other
appropriate marking, it shall be unlawful for the operator of any
vehicle to stop, stand, or park said vehicle other than in a regularly
designated parking or loading space, across any such line or marking,
or in such a position that such vehicle shall not be entirely within
the area so d.esignated as a parking space. No vehicle shall be parked,
stopped., or shall stand either wholly or partially in any d.riveway of
any public off-street parking lot or in any manner which shall obstruct
or interfere with the free movement of vehicles in such driveway or in
any manner so as to obstruct or otherwise prevent or interfere with
ingress to or egress from any regularly designated parking space.
"(d) USE OF ENTRANCE AND EXIT. It shall be unlawful for
any person to enter any public off-street parking lot over any area
or driveway or theportion between any curb returns which is not marked.
with the word "entrance" or otherwise indicated. by arrows, signs, or
words that it is a d.riveway or place for the entering of such parking
lot.
'~It shall be unlaw£ul for any person to move any vehicle
from any such parking lot into any public way over any area except an
area marked. with the word "exit" or otherwise ind.icated by arrows,
signs, or words that it is a driveway or place for the leaving of such
parking lot.
~~(e) USE OF AISLES. It shall be unlawful for an
y person to
travel in the direction opposite to that designated. in one-way aisles.
It shall be unlawful for any person to travel on the left side of an
aisle designated for two-way traffic movement.
'~(P) LENGTH OF VEHICLES. It shall be unlawful Por any
person to stop, stand, or park any vehicle having an over all length
in excess of 21 feet in any public o£P-street parking lot.
~~(g) TRAILERS. It shall be unlawful £or any person to stop,

stand, or park any house or truck trailer in any publie off-street
parking lot.
"(h) SPEED OF VEHICLES, It shall be unlawful for any person
to move any vehicle on any public off-street parking lot at any speed
exceeding t~n (10) miles per hour.
"(i) REMOVAL OF VEHICLES, The Police Department of the City
of Lynwood is hereby empowered. to remove, or cause to have removed. to
the nearest garage or place of safety, or to a garage designated. or
maintained by the City of Lynwood., any vehicle that is stopped, stand.ing,
or parked. on any public of£-street parking lot in violations of sub-
sections (a), (b), (c), (d.), (e), (f), (g), and (h) of this ord.inance,
or which is left on such public off-street parking lot for a period.

Vehicle Cod.e of the State of California pertaining to notice to owner
and garage keeperts lien, shall apply in the event o£ such removal.
"(j) PRIMA FACIE PRESUMPTION. In any prosecution charging
a violation of any of the provisions of this ordinance governing the
stopping, standing, or parking of a vehicle in any public off-street
parking lot, proof that the particular vehicle described in the com-
plaint was stopped., stand.ing, or parking in violation of any provision
o£ this ordinance, together with proof that d.efendant named in the
complaint was at the time of such stopping, standing, or parking the
registered owner of such vehicle, shall constitute in evidence a prima
facie presumption that the registered owner of such motor vehicle was
the person who stopped, left standing, or parking such motor vehicle
at the point where and for the time dur3ng which such violation occurred."
Section 3. This ordi_nance is urgently required for the
immed.iate preservation of the public peace, health, and. safety of the
City of Lynwood, and. shall be in ef£ect immediately upon adoption. The
following is a specific statement showing the emergency o£ this ordinance.
The City of Lynwood is approaching the Christmas holiday
season dur3ng which there is an abnormal congestion of the vehicles
o£ Christmas shopping on the public streets and. in the parking lots.

The traffie violations greatly increase during this period and this
ord.inance is greatly needed to correct certain clerical errors in an
ordinance previously adopted. providing £or the issuing of citations
for violations of of£-street parking regulations.
Section 4. The City Clerk shall certify to the adoption
of this ordinance and. cause the same to be published in the Lynwood.
Press, a newspaper printed, published., and circulated in the City of
Lynwood.
Said urgeney ord.inance was read in full, adopted, and.
ordered published at a special meeting of the City Council of the
City of Lynwood held. on the lOth day of December
4:30 p.m, by the following vote:
