NOTE: The Regular Meeting of the City Council was held in -person at the appointed time and day in
accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8).
1. WELCOME
1.1 CALL TO ORDER - The meeting was called to order at 6:00 p.m. by Mayor Anthony Heddlesten.
1.2 ROLL CALL - Council Members present: Adams, DCamp, Halsey, Jurgena, Littrel. Absent: None. Also
present: Engineer Chris Cooper, Clerk Kelly Krell, Fire Chief Chris Bernard, City Admin Consultant Brent
Hinson, and other residents and visitors.
1.3 AGENDA APPROVAL - Motion by Littrel, seconded by Halsey, to approve the agenda. All ayes. MC

Agreement for Private Development from Woods Construction and Development, Inc., to

3.6 2022-67 Resolution Authorizing a Contract with the Humane Society of Scott County. Motion to
approve by Adams, seconded by Jurgena. All ayes. MC.

3.7 2022-68 Resolution Adopting an Operations Manager, Public Works, Job Description. Motion to
approve by Jurgena, seconded by Halsey. 4 ayes; 1 abstain. MC.
3.8 2022-69 Resolution Appointing Athena Smith to the Board of Adjustment. Motion to approve
by DCamp, seconded by Littrel. 4 ayes; 1 abstain. MC.
3.9 2022-70 Resolution Setting 2022 Halloween Trick -Or -Treat Day/Hours in Riverdale. Motion to
approve by Littrel, seconded by Halsey. 4 ayes; 1 abstain. MC.
3.10 2022-71 Resolution Changing Fall Fest 2022. Motion to approve by Halsey, seconded by
Jurgena. All ayes. MC.
4. ORDINANCES
4.1 04-2022 Ordinance Amending the Code of Ordinances of the City of Riverdale, Iowa, by
Amending Section 50.02.9 of Chapter 50 Entitled Nuisances Enumerated. Motion to approve 3rd
reading by Jurgena, seconded by DCamp. Adams abstain; DCamp aye; Halsey aye; Jurgena aye;
Littrel aye. MC.
4.2 05-2022 Ordinance Amending the Code of Ordinances of the City of Riverdale, Iowa, by
Amending Section 95.135 of Chapter 95 Entitled Wastewater Facility. Motion to approve 2nd
reading by Halsey, seconded by DCamp. Adams abstain; DCamp aye; Halsey aye; Jurgena aye;
Littrel aye. MC.
4.3 06-2022 Ordinance Amending the Code of Ordinances of the City of Riverdale, Iowa, by
Amending Section 95.140 of Chapter 95 Entitled Wastewater Facility. Motion to approve 2nd
reading by Jurgena, seconded by Littrel. Adams abstain; DCamp aye; Halsey aye; Jurgena aye;
Littrel aye. MC.

5. ADJOURNMENT
