REGULAR COUNCIL MEETING, JUNE 3, 2019
CALL TO ORDER
Mayor Carrie Tergin called the June 3, 2019 City Council meeting to order at 6:04 P.M.
ROLL CALL
The f ollowing Council Members were present for the roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, and W ard
Absent: Wiseman
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Mihalevich to amend the agenda, adding a
JCStrong Proclamation under Miscellaneous Agenda Items. Councilman Hussey
seconded the motion. There being no objection, the motion to adopt the amended
agenda was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin presented a proclamation declaring May 22nd as JCStrong Day in the City
of Jefferson. Mayor Tergin then reminded the City Council and citizens of the flood and
tornado related information found on the City’s website: www.jeffcitymo.gov. Drivers
should allow extra time and patience while traveling in the City due to the flooded and
closed streets.
Mayor Tergin then presented the “National JCMG Podiatry Lapiplasty® 3D Bunion
Correction Day” proclamation to Dr. McAleer, Dr. Duke, and Hanna Berendzen.

Councilman Prather motioned, and Councilman Graham seconded the motion to

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
There were no presentations at this time.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Councilwoman Ward announced the cancellation of the June 5th Committee on
Administration meeting.
Mayor Tergin made the following announcements:
Follow the Missouri 2021 Bicentennial on Instagram: missouri 2021.
The Thirteenth Annual Mayor’s Cup Golf Tournament was Friday, May 31stat Oak
Hills Golf Center.
The Concert Inside the Walls, featuring Dennis DeYoung and music of STYX
was Saturday, June 1st. The concert was moved to the Jaycee’s Fairgrounds due
to tornado damage at MSP. Unfortunately, the concert was cancelled after the
band performed two songs, due to lightning and thunderstorms. Mayor Tergin
thanked the Jaycee’s for the use of the fairgrounds.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru
Condolences were expressed to those in the Lincoln community who suff ered
damage from the recent tornado.
The Women’s and Men’s Track and Field teams competed in the NCAA Division
II Outdoor Track & Field Championships in Kingsville, Texas, May 23 rd – 25th.
The teams came in first place for the third straight year.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Mr. Glover Brown thanked City leaders, Police and Fire Departments, and many others
for the outpouring of support after the tornado. Mr. Brown, along with the Friends of
Lafayette Street and the Historic Foot District have been discussing potential revitalizing
opportunities on Capitol Avenue as well as econcomic development opportunities on the
corner of Lafayette Street and East McCarty Street with Enterprise Commercial Group
from Springfield, Missouri.

Mayor Tergin stated that, pursuant to Sec. 610.021(19) of the Revised Statutes of
Missouri, she would entertain a motion to go into Closed Session to discuss the

A motion was made by Councilman Mihalevich to go into Closed Session for the
above-stated reason, seconded by Councilman Graham, and approved by the
following roll-call vote at 6:40 P.M.:
