HomeMy Public PortalAbout2019-05-061 REGULAR COUNCIL MEETING, MAY 6, 2019 CALL TO ORDER Mayor Carrie Tergin called the May 6, 2019 City Council meeting to order at 6:00 P.M. ROLL CALL The f ollowing Council Members were present for the roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Schreiber, and Wiseman Absent: Prather and Ward A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Hensley to approve the agenda. Councilman Hussey seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin recognized the Troop 8 Boy Scouts from Thomas Jefferson Middle School and Trinity Lutheran School for working towards their Communications Badge. Mayor Tergin announced that she, the City Council, and Staff were wearing purple boutonnieres in memory of Margaret Romph, who had passed away earlier in the day. As a result of a car accident ten years ago, Margaret was paralyzed and whee l chair bound since that time. The community had rallied around Margaret throughout her life as she was an inspiration to many. Mayor Tergin introduced Jayne Dunkmann, CASA Board Member (Court Appointed Special Advocates for children), Kelly Dillon, CASA volunteer, Olive the CASA therapy dog, and Lisa Bax, Olive’s handler. The CASA representatives provided a CASA update to the City Council. Councilman Kemna announced the Springfield Cardinals Cole County Day at the Ballpark. Tickets can be purchased at Central Travel, 573-634-1317. A portion of the ticket proceeds will benefit the United Way of Central Missouri. Councilman Kemna and Mayor Tergin announced the Mayor’s Cup Golf Tournament, scheduled for Friday, May 31st, 1:00 P.M., at Oak Hills Golf Center. 2 REGULAR COUNCIL MEETING, MAY 6, 2019 PUBLIC HEARINGS a. Authorize Transit Route Changes i. Associated pending Bill 2019-001. A Staff presentation was made by Transit Division Director, Mark Mehmert. The motion passed unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Gus Wagner of ARC updated the City Council on the Phillips 66 Pipeline Project (flyer attached). ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor Tergin made the following announcements:  Public Service Appreciation Week is this week. Activities are scheduled all week recognizing City employees for their hard work and dedication to the City. City Hall will be closed Wednesday for Truman’s Birthday.  The second annual Mayor’s Bike Ride was held last Sunday. Porch Fest was also held on Sunday. Councilman Hussey noted the event’s success with an estimated 3,000 in attendance, 11 participating porches, 30 artists, and 8 food trucks. Mayor Tergin noted that Governor Parson, First Lady Teresa Parson, and their friends also attended the event.  Mayor Tergin attended the Law Enforcement Memorial Ceremony at the State Capitol on Saturday.  Follow the Missouri 2021 Bicentennial on Twitter @Missouri2021. Sonny Sanders announced the Heritage Day Celebration at City Hall on Wednesday, May 15th at 4:00 P.M. The Gregory Stockard Distinguished Service Award, the Landmark Designation Award(s), and Art Winners will all be recognized at the event (flyer attached). Mr. Sanders also announced the upcoming Historic Preservation Commission meeting on May 14th at 6:00 P.M. in City Council Chambers. The Historic Preservation Plan will be the topic of discussion (flyer attached). Councilman Kemna made the following announcements:  The Community Park Groundbreaking Ceremony is May 7th at 4:00 P.M.  The first Thursday Night Live of the season is May 9th. 4 REGULAR COUNCIL MEETING, MAY 6, 2019  Shelbyfest was last weekend, May 4-5th.  The Capital City Corvette Classic is this Saturday, May 11th in downtown Jefferson City. Councilman Mihalevich announced the update for the Patriotic Round-a-bouts. American Legion Post 5 and the Eastside Business Association are collecting donations to fund the patriotic installments for the east side round-a-bouts by Walmart. Mayor Tergin introduced Amy Rogers to announce the Showdown Theater Camp being offered through the Jefferson City Parks, Recreation and Forestry Department. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE  Caroline Wanjiru announced the success of the President’s Gala.  This week is finals week at the University.  The Women’s and Men’s Track and Field teams are headed to the NCAA Division II Outdoor Track & Field Championships in Kingsville, Texas, May 23rd – 25th. The City Council was concerned with naming 204 East High Street a local historic landmark and how it relates to the current situation with 200 and 202 East High Street. After City Council and Staff discussion, Councilman Hussey motioned to postpone the vote on the bill until the next City Council meeting on May 20th. Councilman Mihalevich seconded the motion. The motion passed by the following roll-call vote. RESOLUTIONS There were no resolutions at this time. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Shimin Zhuang presented on Falun Dafa Day. Les Martin presented on the Destination Imagination team he manages, “Bare Minimum”. Mr. Martin’s son and two other local high school sophomores make up the team. They have advanced to the Global Finals in Kansas City, Missouri and are looking for donations to cover the entry fees. Leonard Steinman voiced his concerns with compressed natural gas. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY Councilman Mihalevich asked how CASA could work with the City to get parks and bus passes. Aaron Grefrath with Parks, Recreation and Forestry Department is also a CASA volunteer and is working with CASA on what services the City can provide to the organization. We are planning to r eplace, and re locate sections of, an e xisting pipeline that delivers fuel prod- ucts to consumers in Missouri and Illinois. This project will help ens ure the co n tinued safe and reliable t ransport of fuels. We a re committed to de s igning, construc t ing, operating a nd ma intaining the replacement pipeline in a s afe and reliable manner, a nd to meeting or exceeding r egulatory standard s . ~ We will use boring or directional drilling construction methods in residential areas, under ro ads and water cros sings wh ich minimizes the construction impact compa r ed to open trench constr uction.
