COUNCIL “PRE-MEETING” WORK SESSION, MAY 20, 2019
CALL TO ORDER
Mayor Carrie Tergin called the May 20, 2019 City Council “Pre-Meeting” to order at
5:47 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Graham, Hensley, Hussey, Mihalevich, Schreiber, and W ard
Absent: Fitzwater, Kemna, Prather, and W iseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilman Schreiber will lead the prayer.
Public Hearings
- Sonny Sanders, Director of Planning and Protective Services will present bill
2019-006.
- Mr. Sanders will present bill 2019-007. Councilman Hensley will abstain from
voting due to conflicts with his employment with the Attorney General’s Office.
Councilman Graham, the bill sponsor, will place the bill on the informal
calendar due to the lower attendance of councilmembers at this meeting.
Appointments
- Gail Strope, Human Resources Director will present the list of recommended
appointments. Chris Yarnell’s name will be removed from the list. His
appointment requires a 2/3 majority vote for a third term, and there are 4
councilmembers absent from the meeting. Mr. Yarnell will be recommended
for appointment at the next City Council meeting on June 3rd.
Announcements
- Fire Chief Matt Schofield will announce the Fire Station 2 Open House.
Bills Pending
- Mr. Sanders will present bill 2019-004. Councilwoman Ward, the sponsor of
the bill, will place the bill on the informal calendar due to the lower attendance
of councilmembers at this meeting.
- Mr. Sanders will present bill 2019-008.

- Matt Morasch, Director of Planning and Protective Services will present bills
2019-010 and 2019-011.
Council and Staff Discussion of Presentation Topics
- There will be a Staff update on 200 and 202 High Street. A closed session is
scheduled under “New Business” for further discussion if needed.
New Business
- Councilman Mihalevich will make a motion related to a grant match from the
Missouri Agriculture and Small Business Development Authority (MASBDA).
City Administrator Steve Crowell indicated that the funds for the match would
come from the City’s internal savings.

The meeting adjourned at 6:00 P.M.
