HomeMy Public PortalAboutRES-CC-1996-16RESOLUTION 16-96 CREATING THE MOAB ARTS AND RECREATION CENTER ADVISORY BOARD. WHEREAS, the Moab Arts and Recreation Center will be located at 111 East 100 North in Moab, Utah; and WHEREAS, the Moab Arts and Recreation Center will provide a place for all residents to participate in arts and recreation activities; and WHEREAS, the Moab Arts and Recreation Center will be administered by the Moab City Recreation Department according to guidelines and policies set forth by the Moab Arts and Recreation Center Advisory Board; NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the City of Moab to create the Moab Arts and Recreation Center Advisory Board as follows: Composition of Board 1. The Moab Arts and Recreation Center Advisory Board shall consist of 9 members. 2. Up to four members of the Board shall be representatives from the permanent tenants of the Moab Arts and Recreation Center Building, including one representative from City staff. 3. The membership of the Board shall be drawn from a wide constituency of the community. Appointment Process 1. All members of the Board will be appointed by the Mayor and confirmed by the City Council. 2. The Moab Arts and Recreation Center Steering Committee will review applications and make recommendations to the Mayor for the first Moab Arts and Recreation Center Advisory Board. The Moab Arts and Recreation Center Board will make recommendations regarding the filling of vacancies on the Board. Terms of Office For the first Board appointments, 5 members shall be appointed for two-year terms and shall be 4 members for ewe -year terms. All subsequent appointments shall be for one-year% terms. 2 Responsibilities of the Moab Arts and Recreation Center Advisory Board The Moab Arts and Recreation Center Advisory Board, in an advisory capacity only, shall: 1. Adopt bylaws, a mission statement, and goals and objectives for the Moab Arts and Recreation Center Advisory Board. 2. Adopt policies, procedures and guidelines for programming, public relations and marketing, rental space and scheduling for the Moab Arts and Recreation Center. 3. Adopt guidelines for the selection and retention of permanent tenants for the building. 4. Make recommendations to City staff and the Moab City Governing Body regarding the annual Moab Arts and Recreation Center budget and capital expenditures, grant applications, appointments to the Board, and permanent occupancy of the building. 5. Perform strategic planning and annual program evaluations for the Moab Arts and Recreation Center.
