HomeMy Public PortalAbout1997/01/30 The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, February 6,1997, was held on January 30,1997, 700 PM, Council Office, Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Mayor Peter J Sica Councilmember Bialowarczuk " DuPont " Failace " Fazekas " Gutowski Noted absent was Councilmember Feingold. Also noted present was Borough Attorney Robert Hedesh. Mailed to The Home News & Tribune, The Star Ledger and posted on the bulletin board on January 23, 1997. a) Harold Ferguson - He said he was going to give his statement on the status report for the insurance company. This would be six (6) or seven (7) small policies The Mayor told him not to talk about hospitalization now, that it would have to be discussed in Cosed Session. Harold went on to give the 1996 premiums for the follwing and the 1997 and then show the difference in the two: General Liability and Property 1996 - $131,555.00 - 1997 - $95,937 - 27% Difference. Umbrella: 1996 - $30,000.00 - 1997 - $28,702.00 - 4.3% Difference. Mayor Sica said there had been a decrease in premiums every year. Attorney Hedesh said they would be going into Closed Session for purpose of discussing insurances and Contract Negotiations RESOLUTION # 97-39 was introduced by the Mayor and referred to the Council for action Upon MMS&C by Councilmembers Failace and Gutowski RESOLUTION #97-39 "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote, Councilmembers Bialowarczuk, DuPont, Failace, Fazekas and Gutowski voted in the affirmative. Councilmember Feingold was noted absent. At approximately 720 P .t1, a Closed Session was held. After no further discussion, Upon MMS&C by Councilmembers Failace and Bialowarczuk and unanimous affirmative vote of the five (5) Councilmembers present, this meeting was open to the public at approximately 7:40 P.M. Pratap Parmar, Borough Engineer then gave a report. Mayor Sica said everytime they go to a diffenent section of town they are finding major intrusions into the sanitary line and we arc paying for that. When we get this our pump station gets three (3) to four (4) times what it supposed to. 2 Mayor Sica said to remove the tanks it has to be put on a resolution. He asked the Council if they wanted to go with the lowest guy and they agreed He said that was AJV and said it had to be put on a resolution.. He also said that Digital Design and Drafting should be put on a resolution)Tt: toeJ<Cæi $3IÙ.CO and a resolution authorizing bids for improvements to Leffert Street. MATTERS FOR DISCUSSION PARK SUPT KOLIBAS - Requesting disposal of various pieces of non -working equipment. Mayor Sica said it is the same thing with the Streets & Roads. He has asked Vic and Teddy to give us a list of then so we could get rid of some of that stuff Attorney Hedesh said you have to have an ordinance declaring that to be junk and then they can sell them, dump them etc. Mayor Sica told the Clerk to send a memo to all the Department Heads for any piece of equipment that they have no use for anymore to give up and we will auction all this stuff off PBA - Requesting permission to hold annual fishing derby 6/21/97. AFSCME #3850 - Requesting to take 2/12/97 holiday 2/14197. The schools are doing the same thing. The Clerk said it is Lincoln's Birthday which is on a Wednesday. They want Friday and Monday off The Governing Body decided against this. COUNCILMAN DUPONT - Agenda Meeting Location. Councilmal DuPont suggested to have the Agenda Meetings in the Municipal Court. There is a lot of room and it is Handicapped accessible. Mayor Sica said he had no problem with that. Attorney Hedesh said you would have to amend the Rules of CounciL AIR POLLUTION BOARD - Vacancy, term to expire 12/3VOO - Mayor's Appointment. MATTHEW DOSCH, Pres., Adult Baseball Association of Raritan Valley - Requesting written agreement to use Sullivan Field. Mayor Sica said we would not have any problem with that, we would just have to work it into the schedule. 4 Attorney Hedesh said they would have to get a Certificate of Insurance naming the Borough. BID - Passenger Bus. The Clerk said last time they Tabled it because the money wasn't available. Mayor Sica said the money is available. They will take it out of Capital, they have to get a bus RALPH DEFRANCESCO - Requesting PT Alternate Fire Subcode Official be appointed - Mike Frisch Mayor Sica said they should appoint this man on an "as needed" basis. PAT HOLDEN - Requesting approval of Recovery Agreement to recapture Redevelopment Agency Funds The Governing Body decided to put a resolution on for this. JANUARY 30, 1997 Adult Baseball Coot: BID Ralph DeFrancesco Pat Holden ABC - Governing Body may renew license #1201-33-027-002 (Sail ABC Inn) for 1996/1997 license term. The Clerk said there was an application for transfer, so if it is renewed they could transfer. Attorney Hedesh said to get the police to approve the transfer and get the renewal done and do them both at the same time. CRP Industries - Parking Lot Flooding Conditions - Mayor Sica said it is not our problem it is theirs. BUSINESS TO BE ADDED Councilmember Fazekas said he wants to have another meeting with the Library, Inspector and Architect. Mayor Sica said that has to be done in Closed Session. Councilmember Gutowski said starting Monday we are going to start to send out applications for the RCA Money He questioned who decides who gets the money. 5 CRP Industries BUSINESS TO BE ADDED Meeting, Re: Library Inspector & Architect RCA ttmey JANUARY 30, 1997 RCA Money Continued Mayor Sica said it is on a first come, first serve basis. A portion of that money goes to Raia and about $100,000.00 they are going to lend out. He said the way it works it is then up to Pat Holden's office to take those applications and see if they fit the criteria and then Pat Holden presents it to the Community Developmel).t Board to make a determination. It has to be approved by resolution. AWrey Philips Mayor Sica said Audrey Philips on 101 Fredrick Street said she was never told there was a charge for cutting down a tree. He explained the fee was to replace the tree and she said she don't want to because she doesn't have the money. Attorney Hedesh said we have an ordinance ruling that. Mayor Sica said he would call her the next day. The Governing Body donated the money for her to replace the tree and Mayor Sica told the Clerk to send a letter to her tomorrow. Carteret Royals Mayor Sica said the Royals requested five hundred some dollars and the Governing Body agreed. Warehouse Permit Mayor Sica then spoke on a letter ITom Ralph De Francesco about a Warehouse permit that needed to be negotiated. The Mayor mentioned the AME Zion Church to the Governing Body and he said we would be giving them what they had requested and the Governing Body agreed. RESOLUl'IOO #97-40 Closed Session RESOLUTION #97-40 was introduced by the Mayor and referred to the Council for action. Upon MMS&C by Council members (inaudible) RESOLUTION #97-40 "RESOLUTION TO GO INTO CLOSED SESSION" Adopted was adopted. Upon individual roll call vote Councilmembers Bialowarczuk, DuPont, Failace, Fazekas and Gutowski voted in the affirmative. Council member Feingold was noted absent. CLOSED SESSIOO At approximately 8:15 P.M., this meeting was closed to discllss Legal t1atters. 6 At approximately 8:50 PM, upon MMS&C by Councilmembers Gutowski and Failace and unanimous affirmative vote ofthe five (5) Councilmembers present, this meeting was opened to the public.
