Leesburg Town Council Swearing-In Ceremony Set for
December 16, 2014 at 7:00 p.m.
Leesburg, VA (December 12, 2014) – The Leesburg Town Council will hold a swearing-in
ceremony for Mayor Kristen C. Umstattd and Council Members Kelly Burk, Suzanne D. Fox, and
Fernando “Marty” Martinez on Tuesday, December 16, 2014 at 7:00 p.m. at the Ida Lee Park
Recreation Center (60 Ida Lee Drive NW). A reception for the newly sworn-in members of the
Town Council will immediately follow the ceremony.
Kristen C. Umstattd will be sworn in for her seventh two-year term as the Mayor of
Leesburg. Mayor Umstattd was first elected to the Leesburg Town Council in 1992 and was re-
elected to Council in 1996 and 2000. She was named Vice Mayor in 2000 and first elected
Mayor in 2002. A native of Philadelphia, Pennsylvania, Mayor Umstattd has been a Leesburg
resident since 1987. She holds a Bachelor’s Degree from Yale University and a Juris Doctor from
Yale Law School, and is a veteran of the U.S. Naval Reserve. Mayor Umstattd and her husband,
Charles Moss, have a joint law practice in the Town of Leesburg. Their daughter, Kendrick, is a
senior at Loudoun County High School.
Kelly Burk will be sworn in for her second four-year term as a Leesburg Council Member. Kelly
previously served on Town Council from 2004 to 2007 and was elected to the Leesburg Town
Council in the April 2012 Special Election. In November 2007, Kelly was elected to represent
the Leesburg District on the Loudoun County Board of Supervisors. She served on the Board
from 2008 through 2011. A Leesburg resident since 1979, Kelly was a special education teacher
with Loudoun County Public Schools until her retirement earlier this year. She holds a
Bachelor's Degree in Education from George Washington University and a Master's Degree in
Middle School Curriculum and Instruction from Virginia Tech.
Suzanne D. Fox will be sworn in for her first four-year term as a Leesburg Council
Member. Council Member-Elect Fox is the owner of Legacy Weddings, a wedding
planning/coordinating business, and is a Civil Celebrant for the Commonwealth of Virginia. In
addition, she and her husband, Bill own and operate Weddings on Wirt Street, a small wedding
venue in downtown Leesburg. Ms. Fox currently serves on Loudoun County’s Court House
Grounds and Facilities Committee. She holds a Bachelor of Science in Social Work from
Brigham Young University, where she graduated Magna Cum Laude. Ms. Fox and her family
moved to Leesburg in 2003.
Fernando “Marty” Martinez will be sworn in for his fourth four-year term as Leesburg Council
Member. He was first elected in 2002 and was re-elected in 2006, 2010 and 2014. Originally
from California, he has been a resident of Leesburg since 1993. Council Member Martinez
holds a Bachelor’s Degree in Economics and Computer Science from Portland State University in
Portland, Oregon. He is an associate with the consulting firm Booz, Allen, Hamilton.
